RESOLUTION NO. 75-70
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD AMENDING THE CIRCULATION
ELEMENT OF THE GENERAL PLAN
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY FIND,
RESOLVE, AND ORDER AS FOLLOWS:
Section 1. The City Council does hereby find and
determine t aT t public hearing was duly held on November 25,
1975, at 8:00 p.m. in the City Council Chambers of the Rosemead
City Hall, 8838 Valley Boulevard, Rosemead, California,for the
purpose of considering amendments to the Circulation Element of
the General Plan; and that a notice of the time, date, place
and purpose of the aforementioned hearing was duly given.
Section 2. Evidence, both written and oral, was duly
presented and considered by the City Council at said hearing.
Section 3. The Circulation Element of the General
Plan adopte be yt e Rosemead City Council on April 21, 1972,
proposes, in part:
1. The extension of Lower Azusa Road from Rosemead
Boulevard to Mission Drive.
2. Consideration of the "modification of proposed
Lower Azusa/Mission intersection to provide better east/west
-flow and alleviate local congestion. .
3. The consideration of "construction of a bridge
across the Alhambra Wash at Klingerman Street to improve the
east/west auto and pedestrian circulation. .
Section 4. The City Council finds that there are
no significant adverse environmental effects associated with
deleting the extension of Lower Azusa Road and the Klingerman
Street Bridge from the Circulation Element to the General Plan,
and that the Negative Declaration was prepared in compliance
with the California Environmental Quality Act, the Guidlines
thereto, and Rosemead Resolution 75-28.
Section 5. The extension of Lower Azusa Road between
Rosemead Bou evard and Mission Drive was a portion of a larger
proposed secondary road paralleling Valley Boulevard at approxi-
mately Chestnut Avenue and continuing west through the City of
San Gabriel. This proposed secondary road was removed from the
Los Angeles County Master Plan of Highways and, therefore, the
extension of Lower Azusa Road between Rosemead Boulevard and
Mission Drive does not appear to be necessary for circulation
within the City of Rosemead.
Section 6. The Environmental Impact Report for the
Klingerman Street Bridge and related improvements from Charlotte
Avenue to Delta Avenue identified the loss of existing homes,
the permanent visual effects, and the increased traffic as
adverse environmental effects associated with the contruction
of the bridge. Further, the Environmental Impact Report con-
cluded that the construction of the Klingerman Street Bridge
limas not necessary for traffic circulation.
Section 7. The Planning Commission held a public hearing.

Road between Rosemead Boulevard and Mission Drive and the proposed
construction of the Klingerman Street Bridge across the Alhambra
Wash from the Circulation Element of the General Plan and has
recommended such deletion to the City Council.
Section 8. The City Council finds that the deletion of
the .proposesextension of Lower Azusa Road between Rosemead Boule-
vard and Mission Drive and the proposed construction of the
Klingerman Street Bridge across the Alhambra Wash are not necessary
to the circulation needs of the City of Rosemead and hereby orders
that the Circulation Element of the General Plan be amended by
deleting said projects.
