Consideration of the "modification of proposed Lower Azusa/Mission intersection to provide better east/west -flow and alleviate local congestion. . 3. The consideration of "construction of a bridge across the Alhambra Wash at Klingerman Street to improve the east/west auto and pedestrian circulation. . Section 4. The City Council finds that there are no significant adverse environmental effects associated with deleting the extension of Lower Azusa Road and the Klingerman Street Bridge from the Circulation Element to the General Plan, and that the Negative Declaration was prepared in compliance with the California Environmental Quality Act, the Guidlines thereto, and Rosemead Resolution 75-28. Section 5. The extension of Lower Azusa Road between Rosemead Bou evard and Mission Drive was a portion of a larger proposed secondary road paralleling Valley Boulevard at approxi- mately Chestnut Avenue and continuing west through the City of San Gabriel.
