is similar to uses permitted in the C-3 Zone subject to a

compatible with other uses in a C-3 Zone depending on review
by the Planning Commission and suitable conditions; and that
it would be no more detrimental or obnoxious to the welfare
of the community than other uses in the-.C-3 Zone which are
permitted subject to the granting of a Conditional Use Permit.
