•'A RESOLUTION OF THE CITY COUNCIL
OF THE CITY-OF ROSEMEAD'URGING THE .
SOUTHERN CALIFORNIA`ASSOCIATION OF
GOVERNMENTS TO'.REFRAIN FROM COMPET
ING FOR STATE AND FEDERAL GRANTS
THE CITY COUNCIL OF THE CITY OF ROSEMEAD RESOLVES THAT:
WHEREAS, the Southern California Association of'Governments
(hereinafter "SCAG") held its Spring General Assembly meeting on
February 25, 26, and 27, 1976, and again considered resolutions' sub-
mitted by local governments which deal with regional concern's; and
WHEREAS, at the March 9, 1976, City'Council'meeting of the
City of Rosemead, it was noted that SCAG was continuing to compete
with member agencies for State and Federal grant funds" and that
this has caused some concern among local agencies;.and
WHEREAS, the City of Rosemead, as a member agency, recog-
nizes the role of SCAG as a regional entity and recognizes that
SCAG is and should continue.to be responsible for the.following
activities
(a) A-95 Review - acting as the local'
clearinghouse for member agencies applying
for grant monies;
(b) Regional Transportation Planning
Agency - coordinating a regional transporta-
tion planning effort;
(c) Recipient of SB-325 Funds as the
recipient of these State Gas Tax funds, SCAG
is the disbursing.agency; and.'
WHEREAS, th'e competition for State and Federal funds is
very intense, and the additional'competiton of a regional planning
agency detracts,substantially from the ability of.1ocal,.agencies to
secure funding; and
WHEREAS, in order to compete•for funds more effectively,
SCAG may become more responsive to the Federal agencies that fur-,
nish funds than to the.governments that foster SCAG,.. "
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the'City of Rosemead does hereby urge that the Southern California
Association of Governments refrain from competing"against member
cities of SCAG for federal grant monies that are available to and
for member cities of SCAG and that SCAG rely upon the local-govern-
ments it serves for funds to support its activities,,and
BE IT FURTHER RESOLVED that the City Clerk shall certify
to the adoption of this Resolution and transmit copies thereof to
the Board of Supervisors of the County of Los Angeles CAssemblyman
Joseph Montoya, Assemblyman Jack Fenton:, State Senator Alfred Song,
Congressman.George Danielson;•United'States Senators'-John Tunney
and Allan Cranston, California Contract Cities Association, and
Southern-California Association of Governments.
