A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD AMENDING THE
CIRCULATION ELEMENT OF THE GENERAL PLAN
THE CITY COUNCIL OF THE CITY OF. ROSEMEAD RESOLVES.AS FOLLOWS:
WHEREAS, the City Council is reviewing and amending all of
the elements of the General Plan of the City of Rosemead, and
WHEREAS, the existing Circulation Element was designed to
accommodate traffic patterns necessary for the high intensity
land uses contained in the General Plan of 1972, and.
WHEREAS, the City Council has substantially amended said
Land Use Element to reduce the intensity of commercial and resi-
dential use throughout the city, making high intensity circulation
plans detrimental to the community as a whole and inconsistent
with the General Plan as amended, and
WHEREAS, the Planning Commission conducted a public hearing
on February 2, 1976, and February 17, 1976, on proposed amendments
to the Circulation Element of the General Plan, giving notice in
accordance with applicable law; and the Planning Commission took
testimony on the benefits and detriments of the proposed amend-
ments to the Circulation Element, and
WHEREAS, on February 17, 1976, by PC Resolution No. 76-3,
the Planning Commission recommended amendment of the Circulation
Element of the General Plan of the City of Rosemead, and
WHEREAS, the City Council of the City of Rosemead conducted
a public hearing on April 13, 1976, to obtain information from
the public, the staff of the Planning Commission, and took testi-
mony from the owners and residents affected by the proposed
amendments.
NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1. The City Council finds thata public hearing was
duly held on April 13, 1976, at 8:00 P.M., in the Council Chambers
of the Rosemead City Hall, 8838 Valley Boulevard, Rosemead, Calif.,
-and 'a notice of the time, date, purpose, and place of the aforesaid
hearing was duly given, and that the opinions of interested persons
were obtained.
Section 2. The City Council finds that a negative declara-
tion was prepared and that no, significant adverse environmental
effects were identified or asociated with the proposed amendment
to those portions of the Circulation Element set forth in Section 3
of this Resolution. The City Council further finds that the nega-
tive declaration was,prepared in compliance with the California
Environmental Quality Act (CSQA),-•the guidelines for implementation
of CEQA, and Rosemead Resolution 75728. The omission of Marshall
Street from.the negative,declaration is found to be technical in
nature, and.there'will be.no.;environmental impact resulting from
the amendment'of the'element as it relates to Marshall Street.

Section 3. The City Council finds that the Circulation
Element of the General Plan, as adopted by the Rosemead City
Council on April 21, 1972, proposed:
1. At page I-2, the closure of DeAdalena Street
and Glendon Way.'
2. At page I-1, traffic flow alternatives on
Rosemead Boulevard and the San Bernardino
Freeway.
3. At page I-1, the extension of Hart Avenue
from Valley Boulevard to Rosemead Square.
4. At page 7-2, the extension of Marshall
Street west through to Rio Hondo Avenue.
Section 4. The City Council finds that the General Plan
proposal to close DeAdalena Street and Glendon Way is not in the
best interests, welfare-,,or environment of the City of Rosemead,
because neither street presently imposes a burden upon Rosemead
Boulevard., and closure would provide no benefit to the City. Thus
the City Council amends the Circulation Element of the General
Plan of the City of Rosemead at page 7-2 to show a deletion of
the proposed street closures of DeAdalena Street and Glendon Way.
Section 5. The City Council.finds that the.traffic flow
alternatives, as set forth ii page I-l of'the•General-Plan, are
not in the best interests of.the.community_of Rosemead. The
City Council further finds that present traffic burdens do not
warrant the creation of ;grade crossings and similar expensive
public works. Thus the City Council amends the Circulation
Element of, the General Plan.of. the City of Rosemead at page I-1
to show a deletion of the traffic flow alterhatves described
therein.
Section 6. The City Council finds that the proposed exten-
sion of Hart Avenue from Valley Boulevard south to Marshall Street,
as discussed on page I-1 of said General Plan, is not in the public
interest. The City Council further finds that Hart Avenue is a
residential street and should not have an increased traffic burden
imposed upon it; and the extension of Hart would require the acquisi-
tion of a number of single-family homes in 'the center of a prime
residential neighborhood. Thus the City Council amends the Circu-
lation Element of the General Plan of the City of Rosemead at
page I-1 to show a deletion of the proposed extension of Hart
Avenue from Valley Boulevard south.to Marshall Street.-
Section 7. The City Council further finds that the'Circula-
tion Element of the General Plan, at page 7-2, which recommends an
extension of Marshall Street westward through to Rio Hondo Avenue,
is not in the public interest. This is an essentially residential
neighborhood, and an extension of Marshall Street through to Rio
Hondo would create unnecessary traffic burdens in a residential
community. Additionally, the cost of such an extension is not
warranted by any benefits to be gained by the street extension
as proposed. Thus the City Council amends the Circulation Element
of the General Plan of the City of.Rosemead at page 7-2 to delete
the extension of Marshall Street westerly through to'Rio Hondo
Avenue.

Section 8. The City Council further finds that all of the
amendments described in Sections 4 through 7 hereinabove are in
the best interests of the City of Rosemead and will promote the
orderly flow of traffic and utilization of public resources, and
further finds that the overall circulation of traffic throughout
the City will be facilitated and improved by adoption of amend-
ments to the Circulation Element as set forth in Section.4 through
7 hereof.
Section 9. The City Clerk is instructed to amend the Crcu-
lation.Element of the General Plan to reflect the findings as set
forth in,Section 4, 5, 6; and 7 of this resolution.,
