CC - 1976-70 - Assistance under Title I of Public Work Employments Act of 19761_~CCf~. tr :6 V~. r:... si .:y°.'sn ~ V, -~:x •c-T.tia 51 ,a•-• :'s ) .u _ RESOLUTION 76 -70 VW A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA AUTHORIZING APPLICATION FOR ASSISTANCE UNDER TITLE I OF THE PUBLIC WORKS EMPLOYMENT ACT OF 1976 WHEREAS, under Title I of the Public Works Employment Act of 1976, ( P.L. 94-369), the United States Department of Commerce- Economic Development Administration is authorized to make grants to states and local governments for local public works projects that will stimulate employment; and WHEREAS, the Department of Commerce-Economic Development Administration (E.D.A.) has solicited grant applications from eligible applicants as stipulated under Title I of the Public Works Employment Act of 1976, and WHEREAS, it is desirable and in the public interest that the City of Rosemead request assistance under Title I of the Public Works Employment Act of 1976; and WHEREAS, the City'of Rosemead is duly authorized under and pur- suant to the Constitution and Laws of the State of California, to undertake and carry out the activities described in the proposed application; and WHEREAS, it is recognized that the Civil Rights Act of 1964 (P.I.. 88=352) prohibits discrimination on the basis'of sex, race, color, or national origin under any program.or act receiving Federal assistance; and WHEREAS, it is recognized that compliance with. the provisions of the Uniform Relocation Assistance and Real Property Acquisition Act of 1970 (P.L. 91-646) is required in the use of any grant funds received. NOW, THEREFORE, the City Council of the City of Rosemead resolves as follows: SECTION I. That financial assistance under Title I of the Public Works Employment Act of 1976, referred to above, is required to enable the City of Rosemead to construct new streets. SECTION 2. That it is fully cognizant of the obligations and responsibilities that are imposed by a Federal contract for a grant to assist in the conduct of said public works activities, and that it is hereby certified that such obligations can and will be fulfilled. SECTION 3. That the City Manager of the City of Rosemead is hereby authorized and directed to file on behalf of the City of Rosemead, an application for a grant under Title I of the Public Works Employment Act of 1976, in an amount not to exceed One Million Seven Hundred Thousand ($1,700,000) to assist in financing new contruction of streets. SECTION 4. That the City manager is hereby further authorized to provide such information and furnish such documents as may be required by the United States Department of Commerce and to act as the authorized representative of the applicant in said grant project. SECTION 5. That the City Manager is also hereby authorized to execute such contract or contracts as may be necessary for the grant applied for, to execute any amendment thereto and extensions thereof and to execute and file requisitions for 'funding. SECTION 6. The City Clerk shall certify to the passage of this resolution by the City Council of the City of Rosemead, and shall cause it to be posted in conspicuous places in the City of Rosemead, and it shall thereupon take effect.
