A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
URGING THE UNITED STATES CONGRESS AND LOCAL ELECTED
REPRESENTATIVES TO CONGRESS TO SUPPORT HR 8713 AND RELATED
LEGISLATION IMPOSING FINES FOR EMPLOYMENT OF ILLEGAL ALIENS.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD RESOLVES THAT:
WHEREAS, the City of Rosemead has a substantial population of
illegal aliens residing within its borders; and
WHEREAS, in the City of Rosemead and in Los Angeles County as a whole
illegal aliens both perpetrate and are victims of criminal activity, and social
distrubance; and
WHEREAS, there are an estimated eight million illegal aliens
residing within the United States as a whole; and
WHEREAS, this population of illegal resident aliens deprives American
Citizens of jobs, while simultaneously consuming welfare benefits and other
governmental services; and
WHEREAS, the unemployment figures for the City of Rosemead and the
County of Los Angeles as a whole exceed eight percent, while the continuing cost
of governmental,services increases to levels which overburden the population
of citizen taxpayers throughout the City, County and National as a whole;
NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1. The City Council of the City of Rosemead finds and
determines that the major nexus between in-migration of illegal aliens and
economic disruption within all portions of the United States is the lenient
treatment accorded to employers of illegal aliens.
Section 2. The City Council of the City of Rosemead finds and
determines further that until the offending employers suffer sufficient economic
detriment for the employment of illegal aliens, said aliens will continue to
enter this country illegally, and continue to compete at unrealistic wage levels
with legitimate and legal citizens of the United States.
Section 3. The City Council urges the Congress of the United States
to act favorably upon HR 8713, sponsored by Representative Peter Rodino (Dem. N.J.)
and on similar legislation sponsored by Senator James Eastland (Dem. Miss) to the
end of imposing fines up to $1,000 per illegal alien upon each employer who
knowingly includes illegal aliens among his employees.
NOW, THEREFORE, BE IT FURTHER RESOLVED THAT:
The City Clerk shall transmit a certified copy of this Resolution to
Honorable Peter Rodino, member of Congress, and Senator James Eastland, United
States Senator from Mississippi, and shall further transmit one certified copy
of this resolution to United States Senators Alan Cranston and S.I. Hayakawa, and
to United States Congressman George E. Danielson. Copies shall also be forwarded
to the National League of Cities, the League of California Cities and the California
Contract Cities Association.
