A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSErIEAD, CALIFORNIA AUTHORIZING PAYt;ENT
OF REWARDS FOR INFORMATION LEADING TO THE
IDENTITY AND APPREHENSION OF THOSE WHO DEFACE
PROPERTY OR CAUSE GRAFFITI WRITING AND PICTURES
TO BE PLACED :UPON PROPERTY WITHIN THE
CITY*OF ROSEMEAD.
THE CITY COUNCIL OF THE.CITY OF ROSEMEAD, CALIFORNIA
RESOLVES THAT:
IMEREAS, the City of Rosemead, California is exper-
iencing an increase of writing, drawing, and other acts of
defacing public and private property commonly known as
"graffiti";-and
WHEREAS, Government Code Section 53069.5, as.
amended by the State. Legislature in the Regular Session, 1975-
1976, appearing in Chapter 326 of the laws of the State of
California, .19Z6, permits the payment of rewards for information
leading to the identity of and apprehension of persons whose
misconduct results in damage or destruction to any property,
and;
CsIHEPd AS, Section 53069.5 also provides that, in the
instance where public property, whether owned by the City,
County, State, or.Federal Governments, is the property defaced,
the person who caused the damage to occur shall be liable for
the amount of any reward paid pursuant to said section; and
WHEREAS, the City Council of the City of.Rosemead,
California desires to encourage the public as a whole to identify
and assist in the apprehension of all individuals causing,.
graffiti to deface property within.the city limits;,
NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1. The 'City Council of the City of Rosemead,
California Inds and determines that ,a system of paying rewards
to the general public for information and assistance in appre-
hending the perpetrators of graffiti and other acts of defacing
public and private property will, in the.long run, serve to
prosecute those who commit acts of graffiti and also serve to
discourage others from such acts; and
Section 2. The City Council Of the City of Rosemead,
California further finds that the public interest and the
welfare of the City of Rosemead, California, 'as a whole, will
be well served by a policy of offering rewards for information
and apprehension of individuals causing graffiti. or other de-
facings; and
NOW, THEREFORE BE IT FUPTHER RESOLVED THAT:
Section 3. The City Council of the City of Rosemead,

to any individual who provides information leading to the
determination of the identity of any person who willfully
damages or destroys any property whether by act of physical
destruction or by act of defacing or by causing graffiti to
appear upon the property damaged or destroyed.
Section 4. The City.Council of the City of.P.osemead;
California. ~urther authorizes the payment of any rewards described
in the preceding section of this resolution, 'and further
authorizes the•'City.Staff and City Attorney to take whatever
steps are necessary to obtain reimbursement for any rewards
actually paid in those instances where, pursuant to the provisions
of Government Code Section. 53069.5, the City is entitled to be
reimbursed for a reward which has actually.been paid and
where the property defaced belongs to a local,.State, or Federal
Agency as defined in said-Section 53069.5 of, the Government Code.
