A.RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD CONSENTING CONDITIONALLY
TO ENTER THE JOINT PROTECTION PROGRAM OF
THE SOUTHERN CALIFORNIA JOINT POWERS
INSURANCE AUTHORITY.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY FIND,
DETERMINE, AND RESOLVE AS FOLLOWS:
WHEREAS, pursuant to the provisions of Sections 990, 990.4,
990.8, and 6500 of the Government Code', this City has heretofore
entered into an agreement with'various,other cities entitled Joint
Powers Agreement: Creating the Southern California Joint Powers
Insurance Authority (the "Authority") for the purpose of creating
a joint powers insurance authority to provide for and administer a
joint protection program as more fully set forth in said Agreement;
and
WHEREAS, said Agreement has heretofore become effective pursuant
to its terms by virtue of execution by thirty (30) cities and now has
forty-six (46) Member Cities, including this City; and
WHEREAS, a joint protection program has been developed by said
Authority pursuant to the provisions of said Agreement, and in
particular Articles 15, 16, and 21 thereof, the basic terms of which
program are set forth in the consultants' Report on Joint Liability
Protection Program dated November 30, 1977, a copy of which is on
file in the office of the City Clerk of this City, and is incorporated
in this resolution by reference; and
WHEREAS, estimated first year's premiums for the several Member
Cities--have been developed'pursuant'to said Agreement and the esti-
mated premium for this City is set forth in a schedule prepared by
paid consultants,-dated December 9, 1977 under the heading Southern
California Joint Powers Insurance Authority, Deposit Premiums Current
Cost Basis, a copy of which is on.file in the office of the City Clerk
of this City; and
WHEREAS, said report and schedule give notice that the estimated
initial_;premium deposit;; to be made by this City in the sum of $7S,284; and
WHEREAS, said joint protection program offers significant ad-
vantages to this City in terms of cost, liability protection, and
services, and entering such program, on the conditions hereinafter set
forth, would be and is in the best interest of this City.
NOW,.THEREFORE, BE IT RESOLVED:
SECTION 1. That the City-of Rosemead hereby consents pursuant to
the terms of this Agreement, to enter said joint protection program on
the following conditions:

(a) That the initial premium for this City for the first year
of such joint protection program, as determined by the Authority fol-
lowing the expiration of,thirty (30) days after date of said schedule
(December 9, 1977), shall not exceed the amount of the estimated
initial premium deposit hereinabove set forth; and
(b) That the cost of excess insurance for the first year will
Griot exceed forty per cent (400) of the amount of said estimated
initial.premium deposit~,and
(c) That at least thirty (30) of the Member Cities consent in.
writing to enter said joint protection program, all as more particularly
set forth.in said Agreement.
SECTION 2. That the-City Clerk of this City is directed to certify
