CC - 1977-15 - Moblie Home Inspection FeesRESOLUTION NO. 77-15~ A RESOLUTION OF THE CITY COUNCIL OF THE'CITY OF ROSEMEAD, CALIFORNIA ESTABLISHING MOBILE HOME INSPECTION FEES AND REINSPECTION FEES. THE CITY COUNCIL OF THF..CITY OF ROSEMEAD, CALIFORNIA RESOLVES THAT: WHEREAS, Health and Safety Code Section 18613 authorizes an inspection fee for mobile home' installations; and WHEREAS, Health,and Safety Code Section 18613 was.amended as Chapter 1273 of the 197S-1976 Legislative Session and specifi- cally provided for.an increase in the inspection and reinspection fee; and WHEREAS, Health-and Safety Code Section 18613 authorizes a local jurisdiction to establish fees for inspection of mobile home installations which'are'commensurate with the cost of such inspection, but not to exceed the sum-of forty dollars ($40.00). for installation inspections or thirty dollars ($30.00) for reinspection; and. ' WHEREAS, the County of Los Angeles is the enforcement agency for such inspections and reinspecxions in the City of Rosemead, California; WHEREAS, the Departments of County Engineer and the County Auditor Controller have conducted cost studies to confirm that the cost of inspection and reinspection exceed the sum of forty dollars ($40.00) and thirty dollars ($30.00); respectively; NOW, THEREFORE, BE IT RESOLVED THAT: The City Council of the City of Rosemead establishes a permit fee of forty dollars ($40.00) for mobile home installation inspections and a 'fee of thirty dollars ($30.00),for mobile home reinspections.performed.pursuant-to .Health and Safety Code.Section 18613; and NOW, THEREFORE, BE IT FURTHER RESOLVED THAT: The County of Los Angeles as the enforcement agency charged with the obligation to make mobile home inspections is hereby authorized to charge such fees as are set forth in the resolution. After 'the'amendment, a local jurisdic- tion may establish 'a schedule of fees equal to the actual cost of inspection and enforcement, but limited to $40.00 for initial installation, and $30.00 for reinstallation. The Legislation specifically permits establishment of such fees by resolution or ordinance. Subsequent'.to the'enactment of Chapter 1273, the Office of the County Auditor Controller conducted a study to ascertain the actual cost of installation inspections, and concluded that the cost exceeded $40:00 per unit. Accordingly, this resolution would establish an instal- lation inspection fee of $40.00 and'a-reinspection fee of $30.00. This would bring,us into conformity.with'the County's approved fee schedule and would bring us into conformity with amended Section 18613 of-the Health and Safety-Code. It is the recommendation of the City Engineer and.also of the City Attorney that this increase insinspection fees be adopted.
