RESOLUTION NO. 83 -37
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD MAKING CERTAIN FINDINGS & DETERMINATIONS
WITH RESPECT TO A CAPITAL IMPROVEMENT PROJECT FOR
THE BENEFIT OF PROJECT AREA #1 AND AUTHORIZING THE
EXECUTION OF AN AGREEMENT FOR COOPERATION BETWEEN
THE CITY'OF ROSEMEAD & ROSEMEAD REDEVELOPMENT AGENCY
THE ROSEMEAD CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1. The Rosemead City Council finds, determines
and declares:
a. The capital improvement project set forth in
Exhibit "A" attached hereto and incorporated herein by
this reference, are of benefit to Project Area f#1 or
the immediate neighborhood of Project Area #I1 for the
reasons stated in said Exhibit.
b. That there are no other reasonable means of
financing such buildings, facilities, structures, or
other improvements available to the community. Although
the City has a General Fund surplus, the uncertainty of
revenues due to the State of California's fiscal condi-
tion, mitigates against the depletion of the existing
reserve until such time as municipal revenue sources are
more stable and predictable.
C. That implementation of each of the capital
improvement projects is subject to review and conditions
pursuant to the California Environmental Quality Act.
SECTION 2. The Mayor is authorized to'execute the Coopera-
tion'Agreement between the"Citq of Rosemead and the Rosemead
Redevelopment Agency, and the Executjve�Director is authorized
to take all the necessary steps to implement the Agreement.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution. :1

AGREEMENT FOR COOPERATION BETWEEN
THE CITY OF ROSEMEAD AND THE
ROSEMEAD REDEVELOPMENT AGENCY FOR
VARIOUS CAPITAL IMPROVEMENT PROJECTS
THIS AGREEMENT is entered into this 9th day of August,
1983, by and between the CITY OF ROSEMEAD (hereinafter
"CITY ") and the ROSEMEAD REDEVELOPMENT AGENCY (hereinafter
"AGENCY ").
WHEREAS, pursuant to Health and Safety Code 533000 et
seq., the City Council of the City of Rosemead established
the Rosemead Redevelopment Agency under authority of the
California Community Redevelopment Law; and
WHEREAS, pursuant to Health and Safety Code 533000 et
seq., the City Council of the City of Rosemead, by enactment
of Ordinance No. 340, on June 27, 1972, has established the
Rosemead Redevelopment Project No. 1; and
WHEREAS, CITY and AGENCY have a common interest in and
wish to facilitate redevelopment within the City and to
provide for the cooperation of CITY and AGENCY in carrying
out redevelopment activities; and
WHEREAS, CITY and AGENCY both desire to construct the
public improvements and facilities described herein.
NOW, THEREFORE, the parties agree:
Section 1. Each party shall have access to the
services and facilities of the other party and its staff.
Each party shall also cooperate with the other in providing
for redevelopment activities within the City.
Section 2. AGENCY shall supply to CITY such information
and reports as from time to time the City may require.
Section 3. CITY will assist AGENCY in the planning,
financing, acquisition, construction and maintenance or
operation of redevelopment activities undertaken by the
AGENCY within CITY in accordance with applicable state and
federal law.
Section 4. CITY and AGENCY shall jointly undertake the
planning, acquisition, design and construction of the capital
improvements described on Exhibit "A" attached hereto and
incorporated herein by this reference. CITY shall be the
"Lead Agency ", as defined in Public Resources Code 521067 for
the environmental review, planning and development of such
capital improvement projects.
Section 5. AGENCY shall pay to CITY, by way of advance
or reimbursement, the cost of the capital improvement projects
listed on Exhibit "A" that are actually undertaken. Such
payments shall be made according to findings made pursuant to
Section 33445 of the Health and Safety Code by the Rosemead
Redevelopment Agency Board and Rosemead City Council. The
total AGENCY obligation to CITY, if all projects are undertaken,
shall not exceed $360,000.

Section 6. CITY may undertake the capital improvement
projects sew orth herein without further approval from
AGENCY.
IN WITNESS WHEREOF, the parties hereto have executed
this Agreement on the date first above written.

EXHIBIT "A"
PROJECT - PINE STREET
1. The Project
The project will include the widening and reconstruction of
the street, and the installation of curbs and gutters.
2. Benefit to Project Area No. 1
The street has potentially dangerous conditions given its
narrow width and uneven driving surface. Its improvement
will accomodate the traffic volume, thereby providing a
safer environment within the Project Area. It will pro-
mote safety for pedestrians, to include school age children,
who utilize the sidewalks to reach the commercial
establishments on Garvey Avenue or who walk to school.
$360,000
