RESOLUTION NO. 83-38
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD REQUESTING AMENDMENTS TO THE GOVERNOR'S
1983-84 BUDGET FOR THE STATE OF CALIFORNIA
WHEREAS, prior to the passage of Proposition 13 in 1978, a number
of cities in the State of California had the ability to balance their
budgets through sound fiscal management and did not rely on a property
tax; and
WHEREAS, since these cities did not rely on property tax, the
ability to balance their annual budgets by merely increasing the tax
levy was unavailable; and
WHEREAS, it was these "no property tax cities" that were able to
weather the passage of Proposition 13 with minimal or no reductions
in service levels. Through sound and prudent fiscal management, these
cities continued to provide municipal services; and
WHEREAS, the property tax cities of the State of California were
heavily affected by Proposition 13 and, accordingly, solicited and
received outside fiscal assistance from the State. This translated
to State "bail-out", and
WHEREAS, "no-property tax cities" were riot part of the problem
which prompted the passage of Proposition 13 and should, therefore,
not be cast into the same pool as those cities which were affected
by the property tax revolution.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Rosemead as follows:
SECTION 1. "No property tax cities" should be "held harmless"
from the possibility of having their State subventions reduced since
these are locally derived revenues generated from residents, consumers
and businesses in the City.
SECTION 2. That the State Legislature shall repeal the AB 8
Deflator and must develop a long-term financing mechanism rather than
continuing with the annual budget confrontations which occur among the
State, municipalities, counties, and schools.
SECTION 3. That the Legislature shall replace those subventions
subject to the October - June Deflator, with an appropriation from the
"reserve" fund created by the Governor.
SECTION 4. Legislation adopting a permanent exemption for "no
property tax cities" from the repeal of the three subventions in 1981
should be enacted.

SECTION 5. Copies of this Resolution shall be distributed by
the City Clerk to other "non-property tax cities" along with a letter
urging each City to adopt a similar resolution.

that the foregoing Resolution No. 83-38 was passed and adopted by the City
Council of the City of Rosemead and signed by the Mayor at the regular
meeting thereof held on the 23rd day of August, 1983 and that the same was
adopted by the following vote, to wit:
