CC - 1983-51 - Zapopan Community Center0 0 RESOLUTION NO. 83-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS AND DETERMINA- TIONS WITH RESPECT TO THE ZAPOPAN COMMUNITY CENTER WHEREAS, Zapopan Park is located within Project Area No. 1 of the Rosemead Redevelopment Agency; and WHEREAS, a new community center in Zapopan Park is needed to serve the needs of the residents within and surrounding Project Area No. 1; and WHEREAS, the Rosemead Redevelopment Agency has studied the feasability of the renovation of the existing facility and determined that a new center would more appropriately serve the needs of the people, NOW, THEREFORE, the City Council of the City of Rosemead resolves as follows: SECTION 1. The City Council finds, determines and declares as follows: (a) A duly noticed public hearing, pursuant to Health and Safety Code Section 33679 was held by the Rosemead Redevelopment Agency on November 8, 1983; and (b) The payment by the Rosemead Redevelopment Agency of the construction costs, including archi- tectural fees, construction supervision and other project-related costs, is of benefit to Project Area No. 1. This finding is based upon the fact that the center is located in Project Area No. 1 and serves the resi- dents within and surrounding the Project. (c) That there are no other reasonable means of financing such buildings, facilities, structures or other improvements available to the community. Although the City has a General Fund surplus, the uncertainity of revenues due to othe State of California's fiscal condi- tion, mitigates against the depletion of the existing reserves until such time as municipal revenue sources are more stable and predictable. SECTION 2. The City Clerk shall certify to the adop- tion of this Resolution. 0 0 PASSED, APPROVED and ADOPTED this 8th day of November, 1983. MAYOR ATTEST:
