A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ROSEMEAD APPROVING
DESIGN REVIEW OF THE CALIFORNIA
FEDERAL CENTRAL PLANT FACILITY
WITH THE EXCEPTION OF THE PROPOSED
COGENERATION EQUIPMENT
FOLLOWS:
THE CITY COUNCIL OF THE CITY OF ROSEMEAD RESOLVES AS
SECTION 1: Recitals. The City Council finds,
determines and declares:
a. That, pursuant to the Writ of Mandate, issued in
the case of Mark Schwartz vs. City of Rosemead, Los Angeles
Superior Court case no. C 3775 379, and the application filed
by California Federal, a duly noticed public hearing was held
on November 2, 1981, for environmental and design review of
the California Federal central plant facility, (including co-
generation equipment); and
b. That, after the Commission heard approximately
five hours of testimony on November 2, 1981, the hearing was
continued to November 9, 1981; and
c. That, after receiving additional testimony and
argument on November 9, 1981, the public hearing was closed
and the matter was deliberated and determined by the
Planning Commission.
d. That the Planning Commission approved the design
review for the central plant facility (including cogeneration
equipment) subject to the conditions contained in Resolution
No. PC 81-42; and
e. That an appeal was timely filed by appellants Mark
Schwartz, Nels Roselund, Linda Roselund, Alfred Mercado,
Alice Mercado, Leonna Gross, Alan Dimond and Fern Dimond;
and
f. That the City Council, prior to calendaring the
appeal for a public hearing, ordered the preparation of an
environmental impact report on the central plant facility;
and
g. That an environmental impact report was prepared
by Atlantis Scientific, an independent consulting firm; and
h. That the draft E.I.R. was circulated for public
and official comment as required by law; and
i. That, on March 9, 1982, a public hearing on the
appeal and the accompanying environmental impact report was
held by the City Council. Testimony in favor of and in
opposition to the use of cogeneration equipment was received;
and
j. That, at the conclusion of the public hearing, the
City Council deliberated and determined the matter as
hereinafter set forth; and
k. That, prior to acting on the appeal, the City
Council certified that the environmental impact report had
been completed in compliance with the California Environ-
mental Quality Act, the State guidelines and the City
of Rosemead guidelines; and
1. That, at the conclusion of its deliberations, the
City Council announced its intended decision to approve
design review for the central plant facility with the
deletion of cogeneration equipment.
SECTION 2. Findings of Fact with respect to
the proposed Cogeneration Equipment. The City Council

a. That the vast majority of cogeneration facilities
presently operating in the state are not in close proximity
to serene, residential neighborhoods; and
b. That the proposed use of cogeneration equipment
on a 24-hour a day, 7-day a week basis, within 200 feet of
residentially zoned and occupied property has generated
spirited opposition from the public; and
c. That the use of cogeneration technology for a
commercial office use in such proximity to a residential
neighborhood would be experimental in nature; and
d. That the use of cogeneration equipment would
result in greater local ambient pollution than if said
equipment were not utilized; and
e. That the use of cogeneration equipment was not
part of the original plans submitted by California Federal to
the City of Rosemead and Rosemead Redevelopment Agency in

late 1979. It was not until February 18, 1981 that California
Federal submitted plans to the City Planning Department that
requested approval for the use of cogeneration equipment; and
f. That the use of cogeneration equipment is not
essential to California Federal's use of the site as an
office and computer complex; and
g. That the mitigation measures suggested in the
environmental impact report are imprecise, inadequate and
cannot insure that the proposed use of cogeneration equipment
will not be detrimental to the adjacent neighborhood; and
h. That the City Council is unable to make the
required findings mandated by Section 9119.4 as a
prerequisite to approval of the design review for the central
plant facility including cogeneration equipment.
SECTION 3. Findings of Fact with Respect to the
proposed Central Plant Facility without Cogeneration
Equipment. The City Council, ursuant to Section 9119.4, finds,
determines and declares:
a. The plans for the central plant facility, as
amended to reflect the deletion of cogeneration equipment,
indicate the proper consideration for the relationship
between the proposed building and site development that exist
or have been approved for the general neighborhood; and
b. The amended plans for the proposed central plant
building and its site development indicate the manner in
which the proposed central plant building and surrounding
properties are protected against noise, vibrations and other
factors which may have an adverse effect on the environment,
and the manner of screening mechanical equipment, trash,
storage and loading areas; and
c. The proposed central plant building and its site
development are not, in its exterior design and appearance, so
at variance with the appearance of other existing buildings
or site developments in the neighborhood as to cause the
nature of the local environment to materially depreciate in
appearance and value; and
d. The proposed central plant building is in harmony
with the developments on land in the general area; and
e. The proposed central plant building is in
conformity with the standards of the Rosemead Municipal Code
and other applicable ordinances in so far as the location and
appearance of the building and structure are involved; and

f. The site plan and the design of the central plant
building and its landscaping indicate that proper consider-
ation has been given to both the functional aspects of the
site development and the visual effect of the development
from the view of public streets.
SECTION 4. Approval of Design Review 81-6 with
the Exception of the Proposed Use of Cogeneration Equipment.
The City Council hereby partially approves design
review 81-6 for the California Federal central plant
facility, as hereinafter detailed. Design review is approved
for the site, size and exterior building materials, finishes
and landscaping of the central plant building; design review
is further approved for the use of the equipment specified on
Exhibit "A" which is attached hereto and incorporated herein
by this reference. By approving this revised equipment list,
the City Council expresses its intention to approve necessary
equipment for heating, air conditioning and emergency (but
not primary) electrical generators. Said approval of design
review is made subject to the conditions listed on Exhibit
"B" which is attached hereto and incorporated herein by this
reference.
SECTION 5. Appeal from Planning Commission approval
except as to
rendered in Resolution PC 8i-+2, denied-
Cogeneration Equipment.
The City Council hereby denies the appeal from the
Planning Commission's decision to approve design review 81-6,
rendered in Planning Commission Resolution PC 81-42, except
insofar as the appeal objected to the use of electrical
cogeneration equipment as a primary power source in close
proximity to a residential neighborhood. That portion of the
appeal objecting to the use of cogeneration equipment, as
heretofore stated, is hereby upheld.
SECTION 6. The City Clerk shall certify to the
adoption of this Resolution.

CENTRAL PLANT - MECHANICAL SYSTEM (Diesel)
(4) 600 KW Engine Generator Sets With Cooling Heat Exchangers.
Each unit generates 600 KW electricity on emergency standby
basis.
(3) 325 Tons Electric Centrifugal Chillers.
Three chillers provide the chilled water for normal cooling
of the building and equipment.
(4) 40 HP Cooling Towers.
Under normal operation, the towers supply condenser water
for the heat rejected from the chillers. During emergency
conditions, two towers supply condenser water to the chillers
and two towers supply cooling water to cool the emergency
engine generators.
(1) 4,000 MBH Hot Water Boiler.
The boiler will supply hot water for the building's normal
heating requirements.
(8) Pumps.
The pumps circulate water for various purposes associated
with the normal heating and cooling cycle.

CENTRAL PLANT ELECTRICAL
a) Main Switchboards A & B
1. Dual S.C.E. electric service.
2. Central plant distribution breakers.
3. Service center distribution breakers.
4. Generators operating circuit breakers.
b) Generator Control Panels
1. Protective relaying.
2. Operating and sensing relays.
3. Paralleling relays.
c) Motor Control Centers - contains starter for all
motors in the central plant.
d) Uninterruptable Power Supply (UPS) - Provides
uninterruptable and steady power to the computers
in the service center.
e) Batteries-supply the back-up power to the computers
(in the event of a power failure) until the generators
come on the line and provide shut down time in the
event of generator failure.
f) Miscellaneous power and distribution panels serve the
other central plant lighting and power requirements.
g) Four standby engine generators-supply the essential
power in the event of a utility company power failure.
CONDITIONS OF APPROVAL
0
1. The dimensions and location of the central plant facility
shall be in substantial compliance with the plan attached
hereto as Exhibit "C".
2. The exterior walls of the central plant facility shall be
high quality, textured concrete materials that both reduce
noise and present a visually pleasing exterior.
3. The central plant facility shall be landscaped pursuant to
a plan subject to the approval of the Planning Director.
The plan and the implementation of the plan shall include
the planting of mature eucalyptus trees (14-18 feet high)
along the westerly side of the central plant building, the
planting of climbing vines on the west wall of the building
and the planting of flowering, climbing vines on the fence
on the westerly side of the project site.
4. The electrical generators included in the central plant
facility shall be utilized only as an emergency power source.
The generators shall. be operated only during actual power
interruptions and for testing purposes, subject to the
following limitations:
a. The electrical generators shall be L.ested
only during weekdays between the hours of
7 a.m. and 8 p.m.; and
b. No routine testing shall be conducted during
second stage smog alerts.
