RESOLUTION NO. 82-34
A RESOLUTION OF THE ROSEMEAD CITY COUNCIL MAKING
CERTAIN FINDINGS AND DETEPMINATIONS WITH RESPECT TO
THE INSTALLATION OF MISCELLANEOUS STREET IMPROVEMENTS
FOR FISCAL YEAR 1982-83, FOR THE BENEFIT OF
REDEVELOPMENT PROJECT AREA NO. 1, AND AUTHORIZING THE
EXECUTION OF AN AGREEMENT FOR COOPERATION BETI-TEEN THE
ROSEMEAD CITY COUNCIL AND THE ROSEMEAD REDEVELOPMENT
AGENCY
WHEREAS, the Rosemead City Council and the Rosemead
Redevelopment Agency desire that certain improvements be installed,
consisting of various street and traffic signal improvements listed
in Exhibit "A".
NOW, THEREFORE, the Rosemead City Council resolves as
follows:
SECTION 1. The City hereby finds, determines, and declares
as follows:
a) The payment by the Rosemead City Council of the
costs of the improvements as set forth in the
Cooperation Agreement attached hereto and incorporated
herein by this reference, is of benefit to Project
Area No. 1.
b) The various street and traffic signal improvements
serve the Commercial/Industrial District.
c) The streets designated for upgrading are heavily
traveled by vehicular, as well as pedestrian traffic
which serve the commercial/industrial portions of the
project area.
d) The subject streets have poor driving surface and/or
variation in street width. The reconstruction and repair
of the subject streets will provide for safe travel for
pedestrian and vehicular traffic. The intersection
improvements listed in Exhibit "A" have existing traffic
signal hardware that is outdated and is counterproductive
to efficient processing of vehicular and pedestrian traffic.
e) Because each of the subject streets are currently used
as commuter routes within the project area, the street
and traffic signal improvements will provide safer access
within the project area. This, in turn, will allow for
more intensive development to occur and reduce danger to
motorists and pedestrians traveling in the project area.
SECTION 2. The City Council hereby determines that there
is no other reasonable means of financing said improvements available
to the City.
SECTION 3. The PRayor of the Rosemead City Council is hereby
authorized to execute the Cooperation Agreement between the City of
Rosemead and the Redevelopment Agency, and the City Manager is
authorized to take all necessary steps to implement the Agreement.

commercial activity. This project will assist in the development
of the commercial/industrial area.

Provides for installation of drainage facilities to relieve
residents, business, and manufacturing operations of flooding and
nuisance water. Drain system is proposed to link with previously
installed Klingerman drain.

Provides for street reconstruction to include tree removals,
reconstruction of curb, gutter, driveway approaches, sidewalk
and pavement. This project accesses the project area, and will
provide safe vehicular and pedestrian traffic.
HELI14AN (DEL P%R/GATNITI' GROVE)
Provides for installation of curb, gutter, driveway approaches,
sidewalk and pave-out. This roadway is a major collector serving
the project area. The improvement of this street will assist in
providing safe vehicular and pedestrian movement into the
commercial/industrial project area. -
Provides for installation of curb, gutter, driveway approaches,
sidewalk, and asphalt overlay. The improvement of this roadway
will provide safe access to two collector streets (Emerson and
Hellman) serving the project area.
DOROTHY (DEL MAR/F=M)
Provides for installation of curb, gutter, sidewalk, pave-out,
and retaining walls, includina_ northside and from Del Mar to
Wilson Way on the southside. The improvement of this roadway
provides a link to a major arterial (Del. Mar) and local streets
(Kelburn). The project will assist in the safe movement of
vehicles and pedestrians.
BRIGHrW (HE= _WW/DORDM)
Provides for installation of curb, gutter, driveway approach,
sidewalk and pave-out. This roadway improvement connects local
(Dorothy) and a major collector (Hellman) street serving the
industrial/commercial area.

sidewalk and pave-out. This improvement will assist vehicle and
pedestrian traffic for safe access to a major collector street
(Hellman) serving the project area.
TRAFFIC SIGNAL IMPROVEMENTS
The following intersection improvement project connects major arterial
streets which lead into and serve the industrial/commercial project area.
The installation of these improvements will improve vehicle and pedestrian
traffic and assist in the development and improvement of the project area.
VALLEY AT DELTA
Signal modification replacing one externally illuminated sign with
an internally illuminated sign on a reinforced signal mast arm.
Project also includes providing for interconnect.
VALLEY AT WALNUT GROVE
Signal modification replacing four externally illuminated signs with
internally illuminated signs, install four Type 15 standards, add
four pedestrian heads, install Type 170 controller, add induction
loop detection for full traffic actuated control. Also provides
for interconnect.
VALLEY AT KJSCATEL
Signal modification replacing two externally illuminated signs with
internally illuminated signs, add four pedestrian heads, install
three Type 15 standards, add backplates to all secondary heads,
install Type 170 controller and add induction loop detection for
full traffic actuation with semi-traffic actuated control mode.
Also provides for interconnect.
VALLEY AT WAR
Signal modification replacing two externally illuminated signs with
internally illuminated signs, add four pedestrian heads and split
northwest return. Install Type 170 controller and add-induction
loop detection for full traffic actuation with semi-traffic actuated
control mode. Also provides for interconnect.
VALLEY AT HART
Signal modification replacing two externally illuminated signs with
internally illuminated signs, add two pedestrian heads, install one
Type 16-M standard, install Type 170 controller and add induction
loop detection for full traffic actuation with semi-traffic actuated
control mode. Also provides for interconnect.
VALLEY AT VaSSION
Signal modification replacing one externally illuminated sign with
internally illuminated sign, add secondary head for westbound Valley
Boulevard, install one Type 15 standard, add programmed visibility,
mast-arm head for westbound Valley Boulevard, add two pedestrian heads
and add induction loop detection for Valley Boulevard. Also provides
for interconnect.

add two pedestrian heads. Install Type 170 controller and add
induction loop detection for full traffic actuation with semi-traffic
actuated control mode. Also provides for interconnect.
KLINGERMAN AT WAINUT GROVE
Signal modification installing two Type 15 standards, install one
Type 17-M standard with new internally illuminated sign, relocate one
Type I concrete standard on the southeast corner and install Type 16-M
standard with new internally illuminated sign. Install Type 170
controller and add induction loop detection for full traffic actuation
with semi-traffic actuated control mode. Also provides for interconnect.
EDISON DRIVEWAY AT TAM= GPO)E
Install Type 170 controller and induction loop detection for full
traffic actuation with semi-traffic actuated control mode. Also
provides for interconnect.
RUSH AT 4U9= GROVE
Signal modification installing four Type 16-M standards with new
internally illuminated signs, install Type 170 controller and add
induction loop detection for full traffic actuated control. Also
provides for interconnect.
RUSH AT SAN GABRIEL BOUIEVARD
Signal modification replacing four externally illuminated signs with
internally illuminated signs and install three Type 15 standards.
Also provides for interconnect.
MISSION AT DUSCATEL
Signal modification replacing two externally illuminated signs with
internally illuminated signs on existing Type 17 standards and install
two Type 15 standards. Also provides for interconnect.

AGREEMENT FOR COOPERATION BETWEEN THE
CITY OF ROSEMEAD AND THE ROSEMEAD REDEVELOPMENT AGENCY
VARIOUS STREET AND TRAFFIC SIGNAL IMPROVEMENTS FOR FISCAL YEAR 1982-83
THIS AGREEMENT is entered into this /0* day of August, 1982, by
and between the City of Rosemead, California, ("CITY") and the Rosemead
Redevelopment Agency ("AGENCY").
WHEREAS, pursuant to Health and Safety Code §33000 et seq., the
City Council of the City of Rosemead established the Rosemead Redevelopment
Agency under authority of the California Community Redevelopment Law; and
WHEREAS, pursuant to Health and Safety Code §33000 et seq., the
City Council of the City of Rosemead, by enactment of Ordinance No. 340, on
June 27, 1972, has established the Rosemead Redevelopment Project No. 1; and
WHEREAS, CITY and AGENCY have a common interest in and wish to
facilitate redevelopment within the City and to provide for the cooperation
of CITY and AGENCY in carrying out redevelopment activities; and
WHEREAS, CITY and AGENCY both desire to construct the public
improvements and facilities described herein.
NOW, THEREFORE, the parties agree:
Section 1. Each party shall have access to the services and
facilities of the other party and its staff. Each party shall also cooperate
with the other in providing for redevelopment activities within the City.
Section 2. AGENCY shall supply to CITY such information and reports
as from time to time the City may require.
Section 3. CITY will assist AGENCY in the planning, financing,
acquisition, construction and maintenance or operation of redevelopment
activities undertaken by the AGENCY within CITY in accordance with applicable
State and Federal law.
Section 4. CITY and AGENCY shall jointly undertake the planning,
acquisition, design and construction of the improvements described as the
installation of various street and traffic signal improvements pursuant to
Rosemead Redevelopment Agency Resolution No. 82-16, and City Council Resolution
No. 82-34. City shall be the "Lead Agency", as defined in Public Resources
Code §21067 for the planning and development of such improvements and
facilities.
Section 5. AGENCY shall pay to CITY, by way of advance or
reimbursement, by direct or indirect payment, the cost of developing all of
the street improvements described as various street and traffic signal
improvements for fiscal year 1982-83. Such payments shall be made pursuant
to the findings in the RRA Resolution No. 82-16 and Health and Safety
Code §33445. Such payment shall be from existing Agency funds. All payment
to CITY or for its benefit pursuant to this Agreement shall not exceed the
sum of $1,862,389.

Section 6. CITY may undertake the project improvements set forth
herein without further approval from Agency and shall be paid, upon demand,
for each itemized project upon completion, or at such time as may be convenient
to CITY.
IN WITNESS WHEREOF, the parties have executed this Agreement on the
date first above written.
