RESOLUTION NO. 81-27
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD REQUESTING THE CALIFORNIA STATE
LEGISLATURE'S ENDORSEMENT OF FOUR MODIFICATIONS
TO THE 1981-82 GOVERNOR'S PROPOSED BUDGET AND
THE ACCEPTANCE OF ONE OF THE GOVERNOR'S PRO-
VISIONS ON ISSUES THAT WILL IMPACT LOCAL CITIES
WHEREAS, the Governor's Proposed 1981-82 Budget has been
introduced in the State Legislature in the form of two bills;
and
WHEREAS, SB110 and AB250 are referred to as the Governor's
Budget and are now under review by the various legislative com-
mittees; and
WHEREAS, the proposed State Budget in its present format
will seriously impair the ability of the City of Rosemead to
provide local services to its residents; and
WHEREAS, the proposed Budget submitted by the Governor is
not equitable in that local revenues would be transferred to the
State, increasing local dependency on State Government while
diminishing local control.
NOW, THEREFORE, BE IT RESOLVED, AS FOLLOWS: The City of
Rosemead vigorously supports the following four modifications
to the Governor's Budget Proposal and strongly urges adoption
of the said modifications by the various State legislature com-
mittees, including the Senate Finance (Chairman Alquist) and
Assembly Ways and Means (Chairman Vasconcellos):
1. Elimination of the AB8 deflator (requires legislation)
2. Local determination of the use of 1978-79 unsecured
property taxes.
3. Elimination of State mandated local costs.
4. No decrease in the current level of subventions funds
remitted to local governments.
BE IT FURTHER RESOLVED that the State Legislature not reduce
local assistance as provided by AB8 by any means, except for the
mechanism (property tax allocation) the State employed for dis-
tributing the local assistance. The Governor's Proposed Budget
provision on this matter is deemed equitable by the City of Rose-
mead for agencies who received nominal amounts of fiscal assis-
tance from the State.
BE IT FURTHER RESOLVED that the State Legislature is hereby
requested to set up special and/or extended hearings on the
Governor's Budget in order that all local goverments may properly
be heard on this vital issue now confronting the various levels
of government within the State of California.
BE IT FURTHER RESOLVED that our legislators, State Assembly-
woman Sally Tanner and State Senator Joseph Montoya having received
a copy of this Resolution be specifically urged to consider these
positions during deliberations on the Proposed 1981-82 State Budget.
The foregoing Resolution was adopted by the City Council of
the City of Rosemead on May 12, 1981.
