CC - 1981-45 - Traffic Signal ModificationsRESOLUTION NO. 81-45 A RESOLUTION OF THE ROSEMEAD CITY COUNCIL MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT TO THE INSTALLATION OF TRAFFIC SIGNAL MODIFICATIONS AT VARIOUS INTERSECTIONS FOR THE BENEFIT OF REDEVELOPMENT PROJECT AREA NO. 1, AND AUTHORIZING THE EXECUTION OF AN AGREEMENT FOR COOPERATION BETWEEN THE REDEVELOPMENT AGENCY AND THE CITY OF ROSEMEAD. WHEREAS, the City Council and the Redevelopment Agency desires that the certain improvements be installed, consisting of installation of traffic signal modifications at the following intersections: Garvey Avenue at Jackson Avenue Garvey Avenue at Kelburn Avenue Garvey Avenue at Delta Avenue Garvey Avenue at Walnut Grove Avenue Garvey Avenue at Muscatel Avenue Garvey Avenue at Rosemead Place and River Avenue Hellman Avenue at San Gabriel Boulevard Hellman Avenue at Walnut Grove Avenue Walnut Grove Avenue at Fern Avenue Walnut Grove Avenue at San Gabriel Boulevard NOW, THEREFORE, the Rosemead City Council resolves as follows: SECTION 1. The Council hereby finds, determines, and declares as follows: (a) The payment by the Rosemead Redevelopment Agency of the costs of the improvements as set forth in the Cooperation Agreement attached hereto and incorporated herein by this reference, is of benefit to Project Area. (b) Garvey Avenue, San Gabriel Boulevard, Hellman Avenue and Walnut Grove Avenue are major streets serving the Commercial/Industrial District, and the developing commercial park in the southerly project area. (c) The intersections designated for upgrading of traffic signal hardware are heavily travelled by vehicular as well as pedestrian traffic which serve the commercial/ industrial portions of the project area. (d) The subject intersections have existing traffic signal hardware that is outdated and is counterproductive to efficient processing of vehicular and pedestrian traffic. (e) Because each of the subject intersections are currently used as commuter routes to and from the project area, the improvements will accomodate greater traffic volumes providing safer access within, and to the project area. This, in turn, will allow for more intensive development to occur and reduce the present danger to motorists and pedestrians travelling to and from the project area. • • (f) The improvements will decrease the accident potential and provide energy savings to commuters through efficient traffic controls. SECTION 2. That no other funds are reasonably available for the improvements described in the Cooperation Agreement attached hereto, and adequate Agency funds will be available to repay the City of Rosemead for the cost of the improvements. SECTION 3. The Mayor of the Rosemead City Council is hereby authorized to execute the Cooperation Agreement between the City of Rosemead and the Rosemead Redevelopment Agency, and the City Manager is authorized to take all necessary steps to implement the Agreement. ATTEST: MA OSE1 AD CI COUNCIL SECRETARY • • AGREEMENT FOR COOPERATION BETWEEN THE CITY OF ROSEMEAD AND THE ROSEMEAD REDEVELOPMENT AGENCY FOR INSTALLATION OF TRAFFIC SIGNAL MODIFICATIONS THIS AGREEMENT is entered into this 8th day of September 1981, by and between the City of Rosemead, California, ("CITY") and the Rosemead Redevelopment Agency ("AGENCY"). WHEREAS, pursuant to Health and Safety Code §33000 et seq., the City Council of the City of Rosemead established the Rosemead Redevelopment Agency under authority of the California Community Redevelopment Law; and WHEREAS, pursuant to Health and Safety Code §33000 et seq., the City Council of the City of Rosemead, by enactment of Ordinance No. 340, on June 27, 1972, has established the Rosemead Redevelopment Project No. 1; and WHEREAS, CITY and AGENCY have a common interest in and wish to facilitate redevelopment within the City and to provide for the cooperation of CITY and AGENCY in carrying out redevelopment activities; and WHEREAS, CITY and AGENCY both desire to construct the public improvements and facilities described herein. NOW, THEREFORE, the parties agree: Section 1. Each party shall have access to the services and facilities of the other party and its staff. Each party shall also cooperate with the other in providing for redevelopment activities within the City. Section 2. AGENCY shall supply to CITY such information and reports as from time to time the City may require. Section 3. CITY will assist AGENCY in the planning, financing, acquisition, construction and maintenance or operation of redevelopment activities undertaken by the AGENCY within CITY in accordance with applicable State and Federal law. Section 4. CITY and AGENCY shall jointly undertake the planning, acquisition, design and construction of the improvements described as the installation of traffic signal modifications pursuant to Rosemead Redevelopment Agency Resolution No. 81-29, and City Council Resolution No. 81-45. City shall be the "Lead Agency", as defined in Public Resources Code $21067 for the planning and development of such improvements and facilities. Section 5. AGENCY shall pay to CITY, by way of advance or reimbursement, by direct or indirect payment, the cost of developing all of the improvements described for installation of traffic signal modifications. Such payments shall be made pursuant to the findings in the RRA Resolution No. 81-29 and Health and Safety Code §33445. Such payment shall be from existing Agency funds. All payments to CITY or for its benefit pursuant to this Agreement shall not exceed the sum of $351,400. Section 6. CITY may undertake the project improvements set forth herein without further approval from Agency and shall be paid, upon demand, for each itemized project upon completion, or at such time as may be convenient to CITY.
