CC - 1981-55 - Housing Element of 1981V . 0 0 RESOLUTION NO. 81-55 RESOLUTION OF THE CITY OF ROSEMEAD CITY COUNCIL ADOPTING A 1981 HOUSING ELEMENT AND ACCOMPANYING NEGATIVE DECLARATION AS PART OF THE CITY'S GENERAL PLAN AND REPEALING ITS FORMER HOUSING ELEMENT OF 1972. WHEREAS, California Government Code Section 65302 (c) requires the inclusion of a housing element in each city's general plan; and WHEREAS, the City of Rosemead adopted a Housing Element as part of its General Plan in 1972; and WHEREAS, in 1977 the California Department of Housing and Community Development published advisory guidelines for the preparation of housing ele- ments pursuant to Government Code Section 65302 (c); and WHEREAS, the California Legislature in 1980 adopted Assembly Bill 2853 requiring housing elements adopted by cities after October 1, 1981 to be devel- oped in accordance with legislative requirements in lieu of the 1977 advisory guidelines; and WHEREAS, the City of Rosemead pursuant to California Department of Housing and Community Development direction prepared an amended Housing Element pursuant to 1977 guidelines and an accompanying Negative Declaration pursuant to the California Environmental Quality Act (attached hereto as exhibits A and B, respective); and WHEREAS, on September 29, 1981 the City Planning Commission conducted a duly noticed public hearing and approved a resolution recommending the City Council's adoption of the 1981 Housing Element and accompanying Negative Dec- laration (Housing Commission Resolution attached hereto and labeled Exhibit C); and WHEREAS, on September 29, 1981 pursuant to the legislative deadlines for the adoption of a housing element the Rosemead City Council conducted jointly with the planning commission a duly noticed urgency public hearing for the re- view and adoption of the 1981 Housing Element and accompanying Negative Declara- tion and made the following findings: a. The 1981 Housing Element was prepared in compliance with the re- quirements of Government Code Section 65302 (c) and the 1977 Guidelines. • b. The project has been found to have no potential for significant environmental impact and therefore a negative declaration should be filed pursuant to the California Environmental Quality Act. NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF ROSEMEAD HEREBY REPEALS ITS CURRENT HOUSING ELEMENT ADOPTED IN 1972 AND APPROVES THE HOUSING ELEMENT AND ACCOMPANYING NEGATIVE DECLARATION.
