C C RESOLUTION NO. 81-56
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
CONDITIONALLY APPROVING PLANNED DEVELOPMENT REVIEW 81-1
IN CONJUNCTION WITH A 49-UNIT PLANNED DEVELOPMENT PROJECT
LOCATED AT 1100 WALNUT GROVE AVENUE, ROSEMEAD, CALIFORNIA.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD HEREBY FINDS, RESOLVES
AND DETERMINES AS FOLLOWS:
Section 1. An application was duly accepted on August 17, 1981 from
J.H. Hedrick & Company, requesting a Planned Development Review (PDR 81-1) under
Section 9120 et seq., of the City of Rosemead Municipal Code for a 49-unit resi-
dential Planned Development located at 1100 Walnut Grove Avenue, Rosemead,
California.
Section 2. On September 1, 1981 and September 15, 1981, duly noticed
special meetings of the Planning Commission were held at which time evidence,
both written and oral, was presented to and considered by the Planning Commission
in connection with PDR 81-1. Further, the City Council held a duly noticed
special meeting on September 29, 1981, at which time further statements and
evidence was considered.
Section 3. The City Council has reviewed and considered the Negative
Declaration prepared for the project prior to making its decision whether to
recommend approval or disapproval of PDR 81-1. The City Council finds that the
proposed Planned Development will not have a significant effect on the environment,
and finally adopts said Negative Declaration.
Section 4. The proposed Planned Development, as modified by the
conditions listed on Exhibit "A" attached hereto, is consistant with the General
Plan of the City of Rosemead which designates this property as multiple residential.
Section 5. The proposed Planned Development, as modified by the con-
ditions listed in Exhibit "A" attached hereto, satisfies the requirements of the
P-D Ordinance of the City of Rosemead and is compatible with the surrounding area.
The subject property is zoned P-D (Planned Development). The surrounding properties
are developed as residential, including multiple residential.
Section 6. On the basis of the foregoing findings, the City Council
of the City of Rosemead hereby approves Planned Development Review 81-1, subject
to the conditions listed in Exhibit "A" attached hereto.
Section 7. The City Clerk shall certify the adoption of this Resolution
and transmit copies to the Planning Department of the City of Rosemead.

EXHIBIT "A"
CONDITIONS OF APPROVAL
PLANNED DEVELOPMENT REVIEW 81-1
1. Double line all open parking spaces.
2. Steel supports set in concrete for all wooden fences.
3. Timing devices in conjunction with moisture sensor devices to be
provided within irrigation system.
4. Mark all open parking spaces as guest parking only.
5. Untreated wooden shake or shingle roofing materials are prohibited.
Fire retardent treated Class "B" materials are acceptable.
6. Grade areas of driveways with a 15% or greater slope shall be
brushed or combed, (i.e., textured for vehicular traction).
7. Speed bumps to be required at strategic locations in the major
driveways.
8. Automatic garage door openers shall be provided in all units.
9. The mail boxes shall be located in such a manner as to minimize the
traffic hazard and congestion possible near the entrance to the dev-
elopment, but shall be in a location approved by the United States
Postal Service, and the Modification Committee.

12. Each unit shall provide the necessary space to provide for the
future connection of solar hot water heating units.
13. The following landscaping conditions shall be required.
Landscaping-- Sheet L2 of the Plans
(a) Eastern and southeastern slope to be planted with ground
cover and suitable trees in keeping with balance of project.
(b) Increase planting gallon sizes as identified within the land-
scape plan, as modified by staff, (i.e., calls for increase
in size from one gallon to five gallon or 15 gallon).

(c) Trees facing Walnut Grove to have three stakes and to be box
size; species is to be Podocarpus Bette, 15 Gallon.
14. The C.C. & R's shall be amended to prohibit the use of privately
owned patio spaces for storage of any kind. Further, the C.C. & R's
shall be amended to include the amendments attached hereto (labeled
"C.C. & R Inclusion"). These amendments shall either be recorded
with the C.C. & R's or added as amendments.
15. Setback Units A through F, 1050 Walnut Grove Avenue - That a minimum
18 foot first floor setback (allows second-story encroachment), be
provided from the edge of the driveway, (more specifically, identi-
fied on the Final Map No. 38455 as a fire lane). When submitted,
the final working drawings for the identified 6 units must conform
to the schematic/concept plan and may be approved for issuance of
building permit by the joint concurrence of the Building Official
and the Director of Planning after finding that such plan consistency
exists.

16. That the identified concrete driveways be a minimum of six inches
thick.
17. All utilities to be placed underground, and to be noted on plans.
18. A secondary emergency access and crash gate shall be contructed
per Exhibit "C". Further, that turf block (or some functional
equivalent, which must be approved by the Director of Planning
and the Modification Committee of the Planning Commission) shall
be provided within the emergency City easement area located on
the northern adjacent McCarthy project. Minor deviations as to
the location of the emergency driveway may fluctuate by three (3)
feet ± on either side.
19. The definitions/specifications of the siding materials shall be
added to the plans.
20. The parking space identified as number 28 on Sheet 3 of the plans
shall be deleted, and said areas shall be landscaped instead.
