A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
OPPOSING THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION'S
PROPOSAL TO PLACE A MEASURE ON THE NOVEMBER 1980 GENERAL
ELECTION BALLOT INCREASING THE LOS ANGELES COUNTY TAX BY .5%
FOR THE ALLEGED PURPOSE OF IMPROVING PUBLIC TRANSPORTATION
IN LOS ANGELES COUNTY
WHEREAS, the Los Angeles County Transportation Commission is
considering a proposal to place a measure on the November 1980 General Election
Ballot, increasing the Los Angeles County sales tax by .5%, and
WHEREAS, the alleged purpose of this sales tax increase is for
the improvement public transportation,
NOW, THEREFORE, the City Council of the City of Rosemead does'
hereby resolve as follows;
1. The City of Rosemead unalterably and unequivocally opposes
the Los Angeles County Transportation Commission's proposal for the following
reasons:
a. The Los Angeles County Transportation Commission's
proposal seeks voter approval of a measure designed to
fund public transportation by increasing the amount of the
General Fund contrary to the traditional and customary method
of fundingpublic transportation, such as by increasing the
amount of restricted use funds available from gasoline taxes;
b. The Los Angeles County Transportation Commission's proposal
would permit the funds derived from the sales tax increase
to be used for payment'of public transportation operation
expenses, contrary to and in addition to the traditional and
customary use of such funds only for the payment of capital
outlays and capital improvements.
2. The City Clerk is directed to send a copy of this Resolution to
the Los Angeles County Transportation Commission, Assemblywoman Sally Tanner and
State Senator Joseph Montoya.
