Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilmember Vasquez The Invocation was delivered by Councilmember Taylor ROLL CALL OF OFFICERS: Present: Councilmembers Clark, Taylor, Vasquez, and Mayor Imperial Absent: Mayor Pro Tem Bruesch (excused) APPROVAL OF MINUTES: JULY 8, 1997 - REGULAR MEETING MOTION BY COUNCILMEMBER TAYLOR, SECOND BY COUNCILMEMBER VASQUEZ that the Minutes of the Regular Meeting of July 8, 1997, be approved as submitted. APPROVAL OF MINUTES: JULY 22, 1997 - REGULAR MEETING MOTION BY COUNCILMEMBER TAYLOR, SECOND BY COUNCILMEMBER CLARK that the Minutes of the Regular Meeting of July 22, 1997, be approved as submitted. Vote resulted: Yes: Vasquez, Taylor, Clark, Imperial No: None Absent: Bruesch Abstain: None The Mayor declared said motion duly carried and so ordered. PRESENTATIONS: None 1. ORAL COMMUNICATIONS FROM THE AUDIENCE Milton Weiner, 9031 Bentel Avenue, Rosemead, stated that he has been observing the Sheriffs since 1976 and wanted to congratulate them on doing a fine job. Zak Zakarian, President, Rosemead Chamber of Commerce, introduced the new Chamber Manager, Mary Jo Maxwell and invited the Council to their 70th Anniversary Celebration on Thursday. CC 8-12-97 Page #1 Robert Angles, 9147 Valley Boulevard, Rosemead, thanked Robert Hunt, a reporter for the Citizen News. Mr. Angles then presented a plaque to Manuel Soto, who received his citizenship on March 27, 1997, and resides in Rosemead. H. PUBLIC HEARINGS An explanation of the procedures for the conduct of the public hearing was presented by the City Attorney. The City Clerk then administered the oath to all those persons wishing to address the Council on any public hearing item. A. PUBLIC HEARING - RESOLUTION NO. 97-35 - CERTIFICATION OF COMPLIANCE WITH THE LOS ANGELES COUNTY CONGESTION MANAGEMENT PLAN Don Wagner, Assistant City Manager, presented the staff report. The Mayor opened the Public Hearing for those wishing to speak on this item. John Rauth, 4528 Bartlett Avenue, Rosemead, expressed his concern that if the expansion in the City is too rapid, the City could possibly run out of credits and, therefore, be out of compliance. Mayor Imperial explained that the City does not have much more room for expansion and has been proceeding with care. Mr. Rauth stated that there is room for expansion due to zone changes and reduction of 6,000 square foot lots to 4500 square foot lots, thereby allowing more housing. Mr. Rauth suggested that the Council advise the Planning Commission to be cautious when granting variances or zone changes. The Mayor closed the Public Hearing. Councilmember Clark clarified that the ordinance was amended in the R-2 zone to allow only one unit for 4500 square feet rather than one unit per 3000 square feet and does not allow for more units. MOTION BY COUNCILMEMBER CLARK, SECOND BY COUNCILMEMBER VASQUEZ that the Council adopt Resolution No. 97-35. RESOLUTION NO. 97-33 - CLAIMS AND DEMANDS The following Resolution was presented to the Council for adoption. RESOLUTION NO. 97 - 33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $615,825.98 NUMBERED 20776 THROUGH 20841. CC 8-12-97 Page #2 i i Councilmember Taylor requested that check no. 20784 to Department of Animal Control Housing Service/1996-97 Adjustment in the amount of $24,137.29 be deferred pending an explanation as to what those costs are for. Councilmember Taylor requested an explanation as why check no. 20825 to W.S.G.V. Juvenile Diversion in the amount of $30,662.00 is so high. RESOLUTION NO. 97-34 - CLAIMS AND DEMANDS The following Resolution was presented to the Council for adoption: RESOLUTION NO. 97-34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $392,650.57 NUMBERED 20719 THROUGH 20769 AND 20843 THROUGH 20971. Councilmember Taylor questioned why check no.20743 ($265.00) to California Redevelopment Association for a workshop was not paid by the Agency. Don Wagner, Assistant City Manager, responded that that was an oversight and he will have the Agency repay the City. MOTION BY COUNCILMEMBER TAYLOR, SECOND BY COUNCILMEMBER VASQUEZ that the Council adopt Resolution No. 97-34. RESOLUTION NO. 97-36 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD OPPOSING THE LIFTING OF RESTRICTIONS ON MEXICAN-LICENSED TRUCKS ENTERING CALIFORNIA AND URGING PRESIDENT CLINTON TO MAINTAIN THE CURRENT U.S. POLICY ON FOREIGN TRUCKING The following Resolution was presented to the Council for adoption: RESOLUTION NO. 97-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD OPPOSING THE LIFTING OF RESTRICTIONS ON MEXICAN-LICENSED TRUCKS ENTERING CALIFORNIA AND URGING PRESIDENT CLINTON TO MAINTAIN THE CURRENT U.S. POLICY ON FOREIGN TRUCKING CC 8-12-97 Page #3 • Cl MOTION BY COUNCILMEMBER VASQUEZ, SECOND BY COUNCILMEMBER CLARK that the Council adopt Resolution No. 97-36. RESOLUTION NO. 97-37 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING THE GROUNDWATER REMEDIATION EFFORTS IN THE EL MONTE AND SOUTH EL MONTE OPERABLE UNITS The following Resolution was presented to the Council for adoption: RESOLUTION NO. 97-37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING THE GROUNDWATER REMEDIATION EFFORTS IN THE EL MONTE AND SOUTH EL MONTE OPERABLE UNITS Councilmember Taylor stated that he supports this issue in general and understands its intent, he will Abstain as there is not any backup information included. Mr. Taylor voiced his concern on how businesses, the Federal Environmental Protection Agency and the San Gabriel Basin Water Quality Authority will resolve this issue in a timely and cost effective manner, as stated in the Resolution. Councilmember Clark explained that the intent is to encourage businesses to become involved in cleaning up the soil contamination and to remediate it in a timely fashion. CC-A AUTHORIZATION TO REJECT CLAIM AGAINST THE CITY BY GODAKALANA GUNARATANA Councilmember Taylor requested that this item be deferred to allow staff to further investigate this claim to determine if the claimant made any requests to the City to trim the parkway trees or if any photographs were taken of the damaged property. There being no objection, this item was deferred. V. MATTERS FOR DISCUSSION AND ACTION - None VI. STATUS REPORTS - None VII. MATTERS FROM OFFICIALS A. MAYOR IMPERIAL Stated that he requested an item be placed in the City's quarterly newsletter informing senior citizens of "sham artists" in Rosemead that prey on seniors. VIII.
