AT 9632 STEELE STREET
Staff received two bids for the re-roofing and repairs of the tile roof on the Dinsmoor
House. The bids were as follows:
Ace Tek Roofing Co. $16,800
Devon Roof Co. $25,600.
Since this project is considered an emergency repair staff is recommending that formal
bidding process be waived. A 4/5ths vote of the Council is required to waive formal
bidding procedures and award the bid .
Attached are copies of the two bids. Neither one specifies whether the bidder will pay
prevailing wages as is required by law. In connection with awarding the bid we will
need to confirm that the job was bid at the prevailing wage rate.
RECOMMENDATION
It is recommended that the City Council award the bid to Ace Tek Roofing Co. provided
that prevailing wages will be paid for the work. If Ace Tek refuses to pay prevailing
wages at the price it bid, it is recommended that the award to Ace Tek be rescinded and
that the bid be awarded to Devon Roof Co subject to a requirement that prevailing wages
be paid. It is also recommended that the Council approve an additional appropriation
from unappropriated reserves in the amount of $15,000 to cover any additional costs and
repairs.

Scope of Work (Project #1: Tile Roof)
Remove existing tiles and underlaymenl and sweep the deck.
Inspect for dy-rot or termite damaged roof sheathing on and replace where damaged.
Extra charge: $3.00/ft of 1x6 or 1x8 board and $45.001sheet of 112" plywood ~k
install 2x2 drip edge metal along the eave line.
Apply peel and stick underlayment over the entire roof deck.
Install new flashing for pipes.
Reinstall removed tiles, replacing only damaged tiles.
Seal all pipes and vents with roofing mastic.
Clean up upon completion and remove all roofing related debris from the job site.
Scope of Work (Project #2: Flat Roof)
1. Tear-off existing roofing material and haul away.
2. Inspect and replace dry-rot or termite damaged wood sheathing.
(Extra Charge: $45.00/sheet of 1/2" plywood or $3.00/ft of 1x6 or 1x8 board)
3. Apply 28 Ibs fiberglass base sheet with V head cap nail.
a Install fiber cant strip on angle between roof deck and vertical sufaces.
5. Starting from low area, torch apply modified bitumen membrane with smooth surface,
lapping 3" on sides and 6" on ends.
6. Install new galvanized scuppers for drains.
7. Starting from low area, torch apply modified bitumen membrane with granule surface,
lapping 3" on sides and 6" on ends.
8. Seal all pipes, vents and roof penetration with roofing mastic.
9. Clean up upon completion and remove all roofing related debris from the job site.

Remove all existing tiles and clean roof deck of debris.
Inspect deck for dry rot or other damage. Sheathing repairs beyond one hundred lineal feet of
1x6 sheathing to be charged per time and materials and billed in addition to cost listed below.
Rafter tips are to be inspected and replaced as needed with new lumber. (Note: due to the age of
the building, today's lumber sizes are smaller; therefore the lumber will have to be milled down
from larger lumber in order to fit properly. The decorative design will also have to be custom
cut. This will also be billed as time and materials and added to the contract price.)
Install one layer of "Elastoflex S-5" SBS Modified Bitumen mineral-surfaced cap sheet.
Replace tiles using original tiles in most visible areas, and finishing with used tiles (as available)
in areas of least visibility. Secure each tile with nails; secure ridge tiles with cement.
Exterior Balcony and Garage: (Approx. 10 squares)
Furnish and install a Modified bitumen roofing system as follows:
Remove existing roofing materials to bare wood deck.
Install a "Fontana," G40 SBS fiberglass base sheet "shower" nailed to roof deck at 18" intervals.
install a tactory pre-assembled "Polyglass hlastoshield l-S4 l,/K- (tire Kated), moditie(l
bitumen mineral surfaced cap sheet in a thick coat of Henry's #902 permanent bond cold roofing
application adhesive.
General Items:
Seal and paint all pipes and vents.
Clean up and haul away all debris on a daily basis.
Additional repairs will be charged separately on a time and material basis. Labor will be

Terms: No down payment required. Progress payment requested on each Friday approximately
