ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY FROM: JEFF STEWART, CITY MANAGER DATE: MAY 12, 2009. SUBJECT: DEL MAR AVENUE RESURFACING PROJECT - CONTRACT AWARD SUMMARY As part of the City's Fiscal Year 2008-2009 Capital Improvement Program, the City Council approved a program entitled, "Del Mar Avenue Resurfacing," which consists of asphalt concrete overlay, sidewalk repairs, traffic striping, signage installation, curb ramps construction, traffic signal upgrades and appurtenances. The limits of this project are from Garvey Avenue to Highcliff Street. Proposition C funds were allocated for this program. Staff Recommendation Staff recommends the following: Authorize the City Manager to enter into a contract with Silvia Construction, Inc. for the Del Mar Resurfacing Project for the base bid amount of $254,563.40. 2. Establish an amount of 15% of the contract amount ($38,200.00), as a contingency, to cover the potential cost of unforeseen site conditions. DISCUSSION According to the City of Rosemead Pavement Management Program report from 2004, Del Mar Avenue has a PCI (Pavement Condition Index) of 20. The Pavement Management Program identifies and evaluates pavement conditions and determines the causes of deterioration rating the pavement conditions from 0 to 100. According to this report, this portion of Del Mar Avenue is listed as one of the worst in the City. On April 14, 2009, the City Council approved plans and specifications for the project and authorized staff to advertise and solicit bids. The proposed project includes the construction of 2 Y2 inches thick rubberized pavement, construction of new wheelchair ramps, new sidewalk and appurtenances, from Garvey Avenue to Highcliff Street. APPROVED FOR CITY COUNCIL AGENDA". City Council Meeting May 12, 2009 Page 2 of 3 A Notice Inviting Bids was published in local news publications and advertised to area contractors. At 11:00 AM on April 29, 2009, the City Clerk publicly opened and read three (3) sealed bids with the following results: RANK CONTRACTOR LOCATION BID AMOUNT 1 Silvia Construction Inc. Santa Fe Springs, CA $ 254,563.40 2 Sully Miller Contracting Anaheim, CA $ 255,500.00 3 EC Construction Inc. S. El Monte, CA $ 275,706.50 Staff has reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that Silvia Construction Inc. is the lowest responsive bidder to perform the construction of this project. Silvia Construction Inc. has satisfactorily completed similar projects for other agencies, including the cities of Arcadia, Long Beach, Lakewood and others. The low bid submittal by Silvia Construction, Inc. was 20% below the Engineer's estimate of $320,000.00. Timeline Pending approval by the City Council, staff anticipates completion of this project according to the following schedule: May 12th - City Council Awards Contract May 14th to May 29th - Outreach to Neighborhood Residents • Staff will mail letters to neighborhood residents several weeks prior to starting construction. • Staff will place door hangers on properties within a 300 foot radius of the project area 48 hours prior to the project starting. June 1st to June 30th - Tentative Construction Schedule July 20th - Tentative Proiect Completion July 25th - Tentative Notice of Completion by City Engineer. Funding for this project has been approved in the City's FY 2008-09 Capital Improvement Program budget as the "Del Mar Resurfacing Project" from Proposition C funds. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment. RESURFACING PROJECT (Between Garvey Ave. and Highcliff St.) Approximate Construction Period June 1511, 2009 to July 151h, 2009 As part of the City's overall beautification and maintenance efforts, the City is resurfacing Del Mar Avenue from Garvey Ave. to Highcliff St. The work includes the construction of a 2.5-inch overlay rubberized pavement; construction of new curb ramps, sidewalk, traffic striping and appurtenances. The main purpose of the project is to improve the pavement quality of the street, enhance safety in the area, provide wheelchair access and enhance the overall aesthetic outlook of the area. The roadway resurfacing will improve the ride quality and structural integrity of the pavement, and extend the service life of the street.
