MINUTES OF THE REGULAR MEETING
ROSEMEAD HOUSING DEVELOPMENT CORPORATION
OCTOBER 8, 2002
The Regular Meeting of the Rosemead Housing Development Corporation was called to order by President
Bruesch at 7:00 p.m. in the Conference Room of City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Vice-President Vasquez.
The Invocation was delivered by Director Imperial.
ROLL CALL OF OFFICERS:
Present: Directors Clark, Taylor, Imperial, Vice-President Vasquez, and President
Bruesch
Absent: None
APPROVAL OF MINUTES: SEPTEMBER 24, 2002 - REGULAR MEETING
Director Taylor requested the Minutes be deferred to the next meeting. Mr. Taylor referred to his
repeated request for a copy of the application form being used for the Garvey Senior Housing project, and
that he did receive a copy a week later, but he stated that he does not appreciate having to wait three weeks
for a form that already exists.
Don Wagner, Assistant City Manager, replied that he received a fax of the application form that day.
Director Taylor asked why did he not receive a copy sooner? Mr. Taylor requested that the senior
housing application process be placed on the next agenda.
President Bruesch asked what the status of the application process is at this point.
Mr. Wagner replied that they are doing a very thorough search of applicant's property records.
Director Taylor stated that it has been a month since the last update and asked how many applicants
for the units have been approved.
Mr. Wagner replied that none have been approved yet.
Director Taylor stated that he was under the impression that the process would take the first names
first, and go down the line.
President Bruesch stated that careful scrutiny of the applicants is necessary, in fairness to all that
applied. Mr. Bruesch continued that property or title searches takes time.
Councilmember Clark asked if there is anything else that is required of the applicants?

Mr. Wagner replied that once the management consultants have a list of people that are qualified,
including title searches, etc., then that list will be reviewed with the project consultants and staff.
Director Taylor stated that there is no need to qualify all of the applicants. That only the first 70 that
qualified, with a reserve of 5 to 10 more qualified applicants need to be researched, not research all of the
names.

President Bruesch asked that all steps in the application process be listed and what was applied to
each applicant.
RESOLUTION NO. 2002-19 CLAIMS AND DEMANDS
The following Resolution was presented to the Rosemead Housing Development Corporation for
adoption:

A RESOLUTION OF THE ROSEMEAD HOUSING DEVELOPMENT CORPORATION
ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $104,673.98 AND
DEMANDS NO. 1367, 1371 THROUGH NO. 1377
MOTION BY DIRECTOR IMPERIAL, SECOND BY VICE-PRESIDENT VASQUEZ that the
Corporation adopt Resolution No. 2002-19. Vote resulted:

The President declared said motion duly carried and so ordered.
