OCTOBER 8, 1996
The regular meeting of the Rosemead City Council was called to order by Mayor Clark
at 8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead,
California.

PRESENTATIONS:
A Proclamation was presented to Pastor Charlie Corum of the Olive Branch Outreach
Church honoring his outstanding work and contribution to the young people and community
of Rosemead.
1. ORAL COMMUNICATIONS FROM THE AUDIENCE
Juan Nunez, 2702 Del Mar, Rosemead, stated that the Auto Auction delivery trucks
have been blocking traffic and left turn lanes and the Auction has been coning the parking
lanes for the past two months.
Councilmember Taylor explained that the Sheriffs have been patrolling the area issuing
citations and towing vehicles. ,
Don Wagner, Assistant City Manager, responded that Rosemead's Traffic Sergeant
recommended coning Garvey Avenue on the north side by the main entrance and the south
side of Garvey between Falling Leaf and Kelburn to enable dealers to enter the auction or park
their cars without interfering with through traffic. Mr. Wagner stated that citations issued are
down due to the Sheriffs presence on Tuesdays.
Mr. Nunez stated that the Council had previously approved of vacating the alley
between Kelburn and Falling Leaf to enable trucks to load and unload vehicles.
Councilmember Bruesch explained that the Auction is under new management and a
joint meeting was held a few weeks ago with the Auction management, City staff and
residents to discuss these problems.

Mr. Nunez stated the concrete trucks at the construction site south of his home, are
being washed off on the street resulting in concrete getting on his curb and tracking onto the
driveway.
Mayor Clark asked staff to investigate.
II. PUBLIC HEARINGS
An explanation of the procedures for the conduct of the public hearing was presented
by the City Attorney. The City Clerk then administered the oath to all those persons wishing
to address the Council on any public hearing item.
A. A PUBLIC HEARING APPROVING ZONE CHANGE 96-202, AMENDING
ROSEMEAD ZONING MAP LAND USE DESIGNATION FROM R-3; MEDIUM
MULTIPLE RESIDENTIAL TO PO-D; PROFESSIONAL OFFICE-DESIGN OVERLAY
FOR PROPERTY AT 3859 N. ROSEMEAD BOULEVARD (APN: 5390-013-033).
Don Wagner, Assistant City Manager, presented the staff report.
The Mayor opened the Public Hearing for those wishing to speak in favor of this item.
Stephanie representing the owners was present to answer any
questions.
At this time, those in opposition were invited to speak.
There being no one wishing to speak, the Public Hearing was closed.

Mayor Pro Tem Imperial stated for the record that he does not completely agree with
the project as he is concerned with the church taking up all the street parking and not having
enough on-site parking as this has occurred before with every church built in Rosemead.

OF ROSEMEAD PROVIDING FOR PRIORITY USE OF PARKS BY FACILITY USE

owned property at 9118 Garvey Avenue for the purposes of assembling and storing refuse
containers to be used in the automated refuse collection program and authorize the City
Manager to execute the appropriate license agreement for use of the property. Vote resulted:

V. MATTERS FOR DISCUSSION AND ACTION
A. SELECTION OF DATE FOR TRAFFIC COMMISSION INTERVIEWS
After discussion, it was decided that the Traffic Commission interviews will be held
on November 19, 1996, at 6:00 p.m.
B. PRELIMINARY VALLEY BOULEVARD MEDIAN LAY-OUT PLANS
After discussion, it was decided to combine the economic development meeting with
the Valley Boulevard street improvement project and to invite all of the business owners along
Valley Boulevard to this meeting. This meeting will take place on Tuesday, October 29, 1996,
at 6:30 p.m.

VII. MATTERS FROM OFFICIALS
VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE
Jonnie Matsdorf, 4833 N. Willard, Rosemead, announced that "Red Ribbon Week"
sponsored by the Rosemead School District will have different activities on different days and
that Rosemead High School Run/Walk Against Drugs will be held on Saturday, October 26.
Ms. Matsdorf stated that the "Drug-Free Zone" signs will be unveiled by the Council at that
time also and that the press and radio stations have been invited to this ceremony.
Councilmember Bruesch announced that Ms. Matsdorf was honored last week and was
presented the Mexican American Cultural Institute Community Service Award for her efforts
in promoting educational opportunities for local youth.
IX. ADJOURNMENT
There being no further action to be taken at this time, the meeting was adjourned in
memory of Zeda Xu, Mayor Pro Tem Imperial's father-in-law, and Sachiko Yamamoto, Nancy
Valderrama's mother. The next regular meeting is scheduled for October 22, 1996, at 8:00
p.m.
