The ConPlan establishes priority needs and goals that align with community needs and ensures compliance with HUD national objectives and regulations. »2025-2029 Analysis of Impediments to Fair Housing Choice (AI): The AI Report supports fair housing by conducting data analysis and community engagement efforts that identify barriers and impediments to accessing affordable housing. The report reviews current housing conditions and documents the community’s opinions on housing accessibility, then outlines actions to address these barriers. »2025-2029 Citizen Participation Plan (CPP):The CPP ensures that community members, particularly those low- and moderate-income residents, have a voice in shaping policies and funding priorities. This document acts as the overall policies and procedures for providing citizens and other interested parties with opportunities to participate in an advisory role in the planning, implementation, and evaluation of the CDBG and HOME funded programs. »2025-2026 Annual Action Plan (APP): The AAP is an operational document that details how the City of Rosemead will implement the ConPlan on a yearly basis and serves as an annual application for federal funds under the HUD CDBG and HOME formula grant program.2 Process To guarantee the incorporation of community feedback and adherence to HUD regulations, various measures were implemented that are listed below: •Community survey •Stakeholder survey •Virtual community meeting: January 15, 2025 •In-person community meeting: February 4, 2025 •1st public hearing: March 11, 2025 (Input and approval of the 2025-2029 ConPlan Needs and Priorities) •2nd public hearing: April 22, 2025 (Input and approval of the 2025-2029 ConPlan, 2025-2029 AI, 2025-2029 CPP and the 2025-2026 AAP) 3 Community Development Block Grant (CDBG) 4 •Established by the Housing and Community Development Act of 1974 •Returns Federal Funds to local communities •Funds assist in providing: Adequate housing, Suitable living environments, Expanding economic opportunities Activities funded by CDBG must meet at least one of the three National Objectives of the program: 1. Must benefit Low & Moderate Income (LMI) persons 2. Must address slum or blight conditions 3. Must meet urgent community development needs 2025-2026 CDBG FUNDING RECOMENDATIONS 5 PROGRAM Use of Funds 2025-26 PROPOSED ALLOCATION ADMINISTRATION (MAX. 20%)Planning & Administration $116,800 ECONOMIC DEVELOPMENT Commercial Improvement Program $200,000 HOUSING Grant Program $154,600 Administration $25,000 PUBLIC SERVICES (MAX. 15%) Fair Housing Services $13,000 Senior Nutrition Program $30,000 Summer Youth Employment $11,600 Heart of Compassion $6,500 Family Promise $20,000 Goodwill of Southern California $6,500 ESTIMATED GRAND TOTAL $584,000 HOME Investment Partnerships (HOME) 6 •Established by the Cranston-Gonzalez National Affordable Housing Act of 1990 •HOME funds are designated to help states and local governments create affordable housing for low-income families. •Funds assist in providing: Building or buying affordable housing, Rehabilitation of existing affordable housing, Providing direct rental assistance, Helping low-income people buy homes HOME funds are for: •Building or buying affordable housing (including multifamily or single-family units) •Rehabilitating existing affordable housing •Providing direct rental assistance meet urgent community development needs •Helping low-income people buy homes (through down payment or closing cost assistance) 2025-2026 HOME FUNDING RECOMENDATIONS 7 PROGRAM Use of Funds 2025-26 PROPOSED ALLOCATION ADMINISTRATION (MAX. 20%)Planning & Administration $22,820 Community Housing Development Organization (CHDO)Affordable Housing $34,230 HOUSING Loan Program $171,150 ESTIMATED GRAND TOTAL $228,200 The Community Development Block Grant Coronavirus (CDBG-CV) 8 •The Coronavirus Aid, Relief, and Economic Security Act of 2020 (the “CARES Act”) was signed into law by the Federal Government on March 27, 2020. The CARES Act provided $5 billion in CDBG-CV funding to assist “America’s low-income families and most vulnerable citizens.” •The City currently has a balance of $338,505.73 of CDBG-CV funds from HUD. These funds are intended to facilitate households and businesses that have been impacted by the pandemic. 2025-2026 CDBG-CV FUNDING RECOMENDATIONS 9 PROGRAM Use of Funds 2025-26 ALLOCATION ADMINISTRATION Planning & Administration $108,862.49 ECONOMIC DEVELOPMENT Small Business Assistance Program (SBAP)$24,643.24 PUBLIC SERVICES Wealth By Health $40,000 Asian Youth Center $75,000 Goodwill of Southern California $90,000 ESTIMATED GRAND TOTAL $338,505.73 Staff Recommendation That the City Council: 1.Conduct a public hearing and receive public comments and or testimony on the FY 2025-2029 ConPlan, FY 2025- 2029 AI, FY 2025-2029 CPP, and FY 2025-26 AAP; 2.Approve and authorize the submittal of the FY 2025-2029 ConPlan, FY 2025-2029 AI, FY 2025-2029 CPP, and FY 2025-2026 AAP, including CDBG, HOME, and CDBG-CV funding recommendations; 3.Authorize the City Manager to execute all appropriate and necessary documents to receive funding and implement approved use, and make necessary budget adjustments based on HUD's final allocation amount; and 4.Authorize the City Manager to execute sub-recipient agreements with the non-profit organizations receiving CDBG, HOME, and CDBG-CV allocations in the FY 2025-2026 AAP. 10 Questions? 11
