CC - Item 7A - Point Scale Discussion For Request for Proposal (RFPs) – Community Benefit Points for Companies that Voluntarily Give BackROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: APRIL 22, 2025 / SUBJECT: POINT SCALE DISCUSSION FOR REQUEST FOR PROPOSALS (RFPs) — COMMUNITY BENEFIT POINTS FOR COMPANIES THAT VOLUNTARILY GIVE BACK DISCUSSION At the March 11, 2025 meeting, the City Council discussed Council Member Dang's request to add a Community Benefits points system in the Request for Proposals (RFPs) for bidders that demonstrate a commitment to giving back to Rosemead community through local partnerships, volunteer work, or other forms of civic engagement. The Council was supportive of the request. As directed to staff, attached is a draft Council Policy (No. 50-10) for the Council's consideration and adoption. The salient summary of the Policy is as follows: The Community Benefits points system would apply for Professional Services contracts with a value of $100,000 or more per year. The Community Benefits points system would not apply to Public Works projects as public projects are subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA), codified in California Public Contract Code. The Community Benefits system would be a maximum of 5% of the total points distributed as follows: o Up to 1% of total points to a bidder with: 1) a physical location and current business license established in the City for a minimum of one (1) year before the RFP release date, or 2) a bidder that has previously performed satisfactory work for the City within the past 5 years. o Up to 4% of total points to a bidder that commits to performing city -approved community services in Rosemead during the contract period. The Council also requested that Staff survey cities if similar Community Benefit scoring is used in RFPs. A survey of ten cities did not find the Community Benefit scoring component. Attachment A: Draft Council Policy 50-10 M • Attachment A Administrative Policy 50-10 E 4 E A'o � CITY OF ROSEMEAD Administrative Policy Manual Policy Number: 50-10 Date Established: April 22, 2025 Date Revised: City Council Approval: SUBJECT: REQUEST FOR PROPOSAL (RFP) — COMMUNITY BENEFITS CATEGORY PURPOSE: To provide a guideline for the Community Benefits Category in Professional Services RFP with value of $100,000 or more per year GENERAL POLICY The City Council desires to include a Community Benefits Category in a Request for Proposal (RFP) to ensure that the project not only delivers on its core objectives but also generates positive social, economic, and environmental impacts for the local community. This category encourages proposers to demonstrate how their proposals will support such things as local hiring, workforce development, business participation, sustainability efforts, or other community -focused initiatives. The Community Benefits category applies to Professional Services contracts when the lowest price is not the sole determining factor. Each Department is responsible for preparing, releasing, and evaluating the RFP clearly and transparently, in compliance with Rosemead Municipal Code Chapter 3.24 (Purchasing System for Non -Public Works Contracts) and the Purchasing Policies and Procedure Manual (No. 20-01) Section 10 (Professional Services - Consultant Selection). PROVISIONS A. Applicability: 1. The Community Benefits Category applies for contracts with an estimated award value of One Hundred Thousand Dollars ($100,000) or more per year. 2. The RFP and Community Benefits Category shall adhere to the Rosemead Municipal Code (RMC) Chapter 3.24 (Purchasing System for Non -Public Works Contracts) 3. The RFP and Community Benefits Category shall adhere to the City of Rosemead Purchasing Policies and Procedure Manual (No. 20-01). B. Non -Applicability: 1. This Policy does not apply to Public Works Projects that are subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA), codified in California Public Contract Code Section 22000 et seq., including but not limited to notice and publication of bids and award of the contract to the lowest responsible bidder. A "Public Project' is defined in Public Contract Code Section 20161. Page 1 of 2 Page 2 of 2 Policy 50-10 RFP — Community Benefits Category 2. This Policy does not apply to projects and services where the funding guidelines for the work do not permit considering Community Benefits or if other guidelines, regulations, or laws supersede the City's Purchasing Systems or its policies and procedures. Examples are Federal or State funded projects with specific contract award guidelines (Policy No. 20-01, Section 12 -Federal Requirements). 3. Alternative Purchasing Procedures (RMC Chapter 3.24.090) C. Community Benefits Category: 1. The RFP issuing Department shall estimate the value of the contract. If the estimated value is $100,000 or more per year, the RFP shall include a Community Benefits scoring category. 2. The Community Benefits score shall be as follows: i. Up to 1% of total points to a bidder with: 1) a physical location and current business license established in the City of Rosemead for a minimum of one (1) year before the RFP release date, or 2) a bidder that has previously performed satisfactory work for the City within the past 5 years. ii. Up to 4% of total points to a bidder that commits to performing city - approved community services in Rosemead during the contract period. a. The City does not have specific qualifying community benefit activities. At the bidder's sole discretion, may propose activities that would demonstrate benefits to the community. Below is a list of potential examples that may gualify: • Scholarship to school-age Rosemead residents. • Participation in City -sponsored community cleanup events. • Participation in local school events, such as storytime reading. • Donate trees to local parks for City Earthday event. • Membership with the Rosemead Chamber of Commerce.
