All comments are public record and will be recorded in the official record of the city. 2. CONSENT CALENDAR 3. NEW BUSINESS A. Introduction of Newly Hired City Engineer, Romany Basilyous B. All-Way Stop Request at the Intersection of Encinita Avenue and Pitkin Street SUMMARY The City of Rosemead has received a resident request regarding the installation of an all-way stop at the intersection of Encinita Avenue and Pitkin Street. The resident expressed concerns for pedestrians crossing the existing uncontrolled crosswalk on the north leg of Encinita Avenue at Pitkin Street, and stated that there is not enough visibility for vehicles and pedestrians in the area. The resident also expressed concern regarding the flashing pedestrian crossing signage, and stated that not all of the lights are functioning at the intersection. The resident also stated that at night it is difficult to see in this area along Encinita Avenue, and expressed that residents feel unsafe to cross due to the lights not functioning at the crosswalk. In response to this request and on behalf of the City, engineering staff completed a traffic review to determine if an all-way stop was warranted to be installed at the intersection of Encinita Avenue and Pitkin Street, and recommended appropriate measures. After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersection of Encinita Avenue and Pitkin Street does not meet the requirements for the installation of an all-way stop. There was not enough vehicular traffic traveling through the area, as well as a low number of collisions over the last 3 -year period. However, it was determined that this area along Encinita Avenue and Pitkin Street would benefit from the installation of other traffic calming measures. CEQA: Not subject to the California Environmental Quality Act. STAFF RECOMMENDATION Staff recommends that the Traffic Commission recommend the following actions: 1. INSTALL 20-FT OF RED CURB: Install 20-ft of red curb at the northeast corner of the intersection at Encinita Avenue and Pitkin Street, on the east side of the street along Encinita Avenue. a. Install 20-ft of red curb at the northeast corner of Encinita Avenue and Pitkin Street, along the east side of Encinita Avenue. ROSEMEAD TRAFFIC COMMISSION MEETING May 1, 2025 Page 3 of 4 b. It is important to note that parking is allowed along Encinita Avenue north of the location where red curb would be installed. Installing red curb along this stretch of curb will not affect parking for residents living in the area, as there is plenty of parking north and east of the intersection. 2. REMOVE AND REPLACE NON-FUNCTIONING FLASHING PED CROSSING SIGNAGE WITH NEW DOUBLE SIDED SCHOOL CROSSING SIGNAGE (S1-1 & W16-7P) WITH RRFBS AND PED CROSSING PUSH BUTTONS (R23E (CA)): Remove and replace the non-functioning Flashing Pedestrian Crossing Signage with new Retroreflective Double Sided Pedestrian Crossing Signage with RRFBs (S1-1 & W16-7P) at the intersection of Encinita Avenue and Pitkin Street on the south leg of the intersection. a. Install new pedestrian push buttons with signage (R23E (CA) variation) on existing poles for new flashing pedestrian crossing signage at the southeast and southwest corners of the intersection at Encinita Avenue and Pitkin Street. b. Remove the non-functioning signage and in-road lights system at the intersection along Encinita Avenue. 3. REFRESH EXISTING CROSSWALKS AT INTERSECTION: Install Refresh the existing crosswalks on the east leg and south leg of the intersection at Encinita Avenue and Pitkin Street. 4. REMOVE AND REPLACE NON-FUNCTIONING SPEED FEEDBACK SIGNAGE: Remove and replace the non-functioning Speed Feedback Signage along Encinita Avenue for southbound traffic approaching Pitkin Street. 5. REFRESH EXISTING PAVEMENT LEGENDS ALONG ENCINITA AVENUE: Refresh the existing “SLOW SCHOOL XING” and “KEEP CLEAR” pavement legends along Encinita Avenue approaching and at the intersection with Pitkin Street. 6. REPLACE MISSING RUMBLE DOTS ALONG ENCINITA AVENUE: Replace the missing rumble dots along Encinita Avenue for northbound and southbound traffic both north and south of the intersection with Pitkin Street. 7. REFRESH CENTERLINE ALONG ENCINITA AVENUE: Refresh the pavement centerline along Encinita Avenue, between Lower Azusa Road and Dell Rio Street. 8. TRIM VEGETATION: Maintain a periodic maintenance of the vegetation along Encinita Avenue and Pitkin Street to prevent sight obstructions caused by overgrown vegetation. 4. MATTERS FROM STAFF A. Overview of Neighborhood Traffic Management Program SUMMARY Staff will provide an overview of Neighborhood Traffic Management Program that was approved and adopted by City Council on March 11, 2025. B. Speed Survey – Four Street Segments SUMMARY Staff will provide a progress update on the Speed Survey for the four street segments where speed humps were requested and deemed eligible based on preliminary review.
