Approval of Minutes for October 3, 2024, and November 7, 2024, Traffic Commission Meeting CEQA: Not subject to the California Environmental Quality Act. 3. NEW BUSINESS A. Signal Warrant Review at the Intersection of Garvey Avenue and Stingle Avenue SUMMARY The City of Rosemead has received a resident request to evaluate the intersection of Stingle Avenue and Garvey Avenue to determine if existing conditions warrant the installation of a traffic signal. To provide a complete evaluation, a review of existing roadway conditions, 4 years of available collision data and completion of Signal Warrants as found in the California Manual on Uniform Traffic Control Devices (CAMUTCD) Section 4C was conducted. The assessment also included the collec tion of 24-hour approach counts, a 24-hour speed count on Garvey Avenue as well as vehicular peak hour turning movement counts with pedestrian count at the intersection of Garvey Avenue and Stingle Avenue. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, the traffic analysis showed that the intersection of Garvey Avenue and Stingle Avenue does not meet the minimum thresholds to satisfy the signal warrants at this time. The side street traffic along Stingle Avenue is significantly less than traffic on Garvey Avenue. At this time, it is recommended that the City monitor the safety and operation characteristics of the intersection again in one or two years and see if the intersection met signal warrants. Additional traffic calming measures are being recommended at the intersection of Garvey Avenue and Stingle Avenue, to improve the overall traffic conditions and increase visibility at the intersection. CEQA: Not subject to the California Environmental Quality Act. STAFF RECOMMENDATION Staff recommends that the Traffic Commission recommend the following actions: 1. 10-FEET OF ADDITIONAL RED CURB: Install 10-feet of additional red curb on the south side of Garvey Avenue, west of the intersection with Stingle Avenue, for a total of 40-feet of red curb along the south side of Garvey Avenue. REFRESH STOP BAR AND “STOP” PAVEMENT LEGEND: Refresh “STOP” Bar and STOP Pavement Legend along Stingle Avenue for northbound traffic approaching the intersection with Garvey Avenue. 3. INSTALL “CROSS TRAFFIC DOES NOT STOP” (W4-4P) PLAQUE: Install “Cross Traffic Does Not Stop” (W4-4P) Plaque beneath the existing stop sign on Stingle Avenue for northbound traffic approaching Garvey Avenue. 4. REMOVE INSTALL 50-FEET OF YELLOW CENTERLINE: Install 50-feet of Yellow Centerline along Stingle Avenue, from the stop bar reaching 50-feet south of the intersection with Garvey Avenue. B. Traffic Calming Review along Hellman Avenue between Del Mar Avenue and San Gabriel Boulevard SUMMARY The City of Rosemead has received a resident request to review the segment of Hellman Avenue, between Del Mar Avenue and San Gabriel Boulevard. The resident is requesting the installation of an All -Way Stop along this segment of Hellman Avenue, due to speeding concerns in the area. In response to this request and on behalf of the city, engineering staff has completed a traffic review at this segment of Hellman Avenue. The traffic review included a review of existing conditions, 4-years of available collision data, Average Daily Traffic (ADT) counts, and 24-hour speed survey counts. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was concluded that the segment of Hellman Avenue, between Del Mar Avenue and San Gabriel Boulevard would benefit from the installation of some traffic calming devices along the segment. However, it is important to note that stop signs are traffic devices used to assign right of way and are not traffic calming devices. At this time, the segment along Hellman Avenue does not qualify for the installation of a stop sign. The intersection of Hellman Avenue and Kelburn Avenue does not meet the minimum traffic volumes requested for the installation of an additional stop sign for Hellman Avenue. CEQA: Not subject to the California Environmental Quality Act. STAFF RECOMMENDATION Staff recommends that the Traffic Commission recommend the following actions: 1. INSTALL “CROSS TRAFFIC DOES NOT STOP” PLAQUE (W4 – 4P): Install “Cross Traffic Does Not Stop” Plaque (W4-4P) underneath the existing Stop signs for northbound and southbound directions along Eckhart Avenue, at the intersection with Hellman Avenue. 2. INSTALL RED REFLECTIVE STRIP: Install Red Reflective Strip on the existing Stop signs signpost for northbound and southbound directions along Eckhart Avenue, at the intersection with Hellman Avenue. 3. REMOVE AND REPLACE FADED “30” SPEED LIMIT SIGNS (R2 – 1): Remove and replace faded “30” Speed Limit Signs (R2-1) that are located along Hellman Avenue at the following locations: a. Remove and replace speed limit sign located on the south side of Hellman Avenue, approximately 220-ft east of Del Mar Avenue, for westbound traffic. b. Remove and replace speed limit sign located on the north side of Hellman Avenue, approximately 210-ft west of San Gabriel Boulevard, for eastbound traffic. INSTALL “30” SPEED LIMIT SIGNAGE (R2 – 1): Install “30” Speed Limit Signage (R2-1) along Hellman Avenue at the following locations: a. Remove Install one sign along the north side of Hellman Avenue, approximately 110-ft west of Lafayette Street. b. Remove Install one sign on the south-east corner of the intersection of Hellman Avenue and Kelburn Avenue. 5. INSTALL SIGNAL AHEAD WARNING SIGN (W3 – 3): Install Signal Ahead Warning Signage (W3- 3) along the north side of Hellman Avenue, approximately 350-ft east of Del Mar Avenue. 6. INSTALL SIGNAL AHEAD WARNING SIGN (W3 – 3): Install Signal Ahead Warning Signage (W3- 3) along the south side of Hellman Avenue, approximately 130-ft west of Alanreed Avenue. 4. MATTERS FROM STAFF 5.
