A. Continued Public Hearing and Approval of the FY 2025-2026 Annual Action Plan
for the Community Development Block Grant (CDBG) and Home Investment
Partnerships (HOME) Programs
On April 22, 2025, the City Council conducted a duly noticed public hearing on the
FY 2025-2026 Annual Action Plan for the CDBG and HOME programs. After
hearing all public and written testimony, the City Council continued the public
hearing to the May 13th City Council meeting and requested additional information
on the proposed subrecipients.

Recommendation: That the City Council take the following actions:
1. Conduct the continued public hearing and receive public comments and or
testimony on the FY 2025-2026 Annual Action Plan; and
2. Approve and authorize the submittal of the FY 2025-2026 Annual Action Plan,
including CDBG, HOME, and CDBG-CV funding recommendations.
B. Public Hearing of an Ordinance of the City Council of the City of Rosemead,
California, Adopting the Updated Fire Hazard Severity Zones Map as Recommended
by the State Fire Marshal and Implementing Regulations for Fire Hazard Severity
Zones Pursuant to Government Code Sections 51178, 51179 & 51182
The Office of the State Fire Marshal, in collaboration with the California Department
of Forestry and Fire Protection (CalFire), has completed an updated assessment and
mapping of Fire Hazard Severity Zones throughout California, including areas within
the City of Rosemead, pursuant to Public Resources Code Sections 4291 and
Government Code Sections 51178, 51179, and 51182.
Recommendation: That the City Council approve and introduce the first reading, by
title only, of Ordinance No. 1029, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, ADOPTING THE UPDATED FIRE
HAZARD SEVERITY ZONES MAP AS RECOMMENDED BY

C. Status of Vacant Positions Per AB 2561 – Local Public Employees: Vacant Positions
California State Assembly Bill (AB) 2561 was approved on September 22, 2024, and
added §3502.3 to the Government Code. This new law requires public agencies to
present the status of vacancies, and recruitment and retention efforts during a public
hearing before the council at least once per fiscal year, and before adoption of the
annual budget. Staff is presenting this report to the City Council in order to comply
with AB 2561.
Recommendation: That the City Council receive and file the report on City of
Rosemead Vacancies, and Recruitment and Retention Efforts Pursuant to
Government Code Section 3502.3.

D. Professional Service Agreement – Designing, Printing, and Mailing Services for
Recreational Brochure
The City Council will consider approving an agreement with The Sauce Creative
Service Corp., for $333,319.08 for a three-year term beginning July 1, 2025. The
Sauce Creative Service Corp. was selected through a competitive Request for
Proposal process to provide design, printing, and mailing services of the City’s
quarterly recreational brochure. The services as the main marketing tool for Parks
and Recreation classes, programs, special events, and community information.
Recommendation: That the City Council approve the Professional Services
Agreement with The Sauce Creative Services to provide design, print, and mailing
services, and authorize the City Manager to execute the agreement for a term of 3
years beginning on July 1, 2025, for a total contract amount of $333,319.08.
6. MATTERS FROM CITY MANAGER & STAFF
A. Discussion Regarding Letter of Support for Mosquito Control in Eaton Fire Impacted
Communities
This item is presented to the City Council to discuss the support of San Gabriel Valley
Mosquito and Vector Control District (SGVMVCD) application for state funding and
FEMA reimbursement to address public health risks following the 2025 Eaton Fire.
The Eaton Fire has left over 2,800 swimming pools damaged and non-functional,
many of which are now holding stagnant water. These pools have become active
breeding grounds for mosquitoes, and with temperatures rising, these sites pose an
escalating threat to public health in communities throughout the San Gabriel Valley.
Recommendation: That the City Council discuss and provide direction to City staff.
B. Presentation on an Energy Service Performance Project for Energy-Related
Improvements to City Facilities
The purpose of this report is to provide the City Council with an overview of Energy
Efficiency Projects under California Government Code Section 4217.12 and to seek
direction for an Energy Savings Performance Contract (ESPC). Under state
legislation, public agencies are authorized to enter into agreements with Energy
Service Companies (ESCOs) to design and implement energy efficiency projects.
These projects are structured so that the energy savings generated over the life of the
contract fully cover project costs, with additional savings continuing after the
contract ends. Many jurisdictions have successfully used this approach to complete
essential facility upgrades while achieving long-term operational savings. To assess
the feasibility of an ESPC for the City of Rosemead, staff engaged with three ESCOs
selected from the U.S. Department of Energy’s 2025 Qualified List of Energy Service
Companies and the Southern California Regional Energy Network (SoCalREN) trade
ally network. Each ESCO conducted a preliminary review of the City's current
energy usage and determined that the City holds significant potential to benefit from

an ESPC, with opportunities to reduce energy costs, improve facility performance,
and support sustainability objectives.
As a critical first step to entering into an ESPC, the City must undertake an
Investment Grade Audit (IGA). An IGA is a comprehensive, detailed analysis
conducted by an ESCO to assess the current energy usage of the City’s facilities and
identify potential Energy Conservation Measures (ECMs). The audit provides precise
data on projected savings, costs, and the feasibility of proposed projects, ensuring
that the measures will deliver the anticipated financial and environmental benefits.
The level of analysis reduces risk and enhances the accuracy of performance
guarantees in the ESPC.
Staff is seeking City Council direction on: 1) if to proceed with an Energy Efficiency
Project per California Government Code Section 4217.12, and 2) which Energy
Service Company (ESCO) to engage an Energy Saving Performance Contract
(ESPC) for the Investment Grade Audit (IGA) that will be brought to the City Council
at a later date for approval.
Recommendation: That the City Council take the following actions:
1) Receive and file this report; and
2) Provide direction to staff regarding next steps for potential implementation of an
Energy Services Performance Contract.

C. Award of Contract for Micro-Transit Services
On November 12, 2024, staff provided a report to explore the feasibility of
supplementing or replacing the City’s current transit services. Following the
presentation, City Council provided direction to release a Request for Proposal
(“RFP”) to explore improvements to the current transportation services, focusing on
transitioning from fixed-route models to on-demand transit solutions, including
micro-transit and/or ride-hailing services. A competitive RFP was released on
December 23, 2024, and six (6) qualified proposals were received by the submittal
deadline of February 19, 2025. Following a comprehensive RFP process, which
included a thorough vetting of each proposal and interviews with the top three ranked
vendors, staff is recommending the City Council award a contract for micro-transit
services to Crosby Street Transit, a wholly owned subsidiary of Via Transportation,
Inc. (“Via”) and authorize the City Manager to finalize and execute the Agreement
for a base term of eighteen (18) months, beginning July 1, 2025 to December 31,
2026, in an amount not-to-exceed $1,989,510, with the option for up to three one-
year extensions; first year option - $1,355,760, second year option - $1,396,440, and
year three option - $1,438,380, totaling $6,180,090.
Recommendation: That the City Council authorize the City Manager to finalize and
execute a Professional Services Agreement with Crosby Street Transit, a wholly
owned subsidiary of Via Transportation, Inc. (“Via”) for a base term of eighteen (18)
months, from July 1, 2025 to December 31, 2026, in an amount not-to-exceed
$1,989,510, with the option for up to three one-year extensions, totaling $6,180,090.
