SPECIAL MEETING
March 27, 2025
The Special Meeting of the Rosemead Public Safety Commission was called to order by Vice -
Chair Garcia at 7:05 p.m. in the Rosemead City Council Chamber located at 8838 East Valley
Boulevard, Rosemead, California.

INVOCATION: was led by Commissioner Garcia
PRESENT: Vice -Chair Stephanie Garcia, Commissioners Liz Fonseca, Jeff Foutz, Jonathan
Fung, and Sarah Kuang
ABSENT. Chair Amy Wu, Commissioner Tommy Martinez
STAFF PRESENT: City Manager Ben Kim, Administrative Services Manager Amanda Moreno,
and Public Safety Supervisor Mandy Wong
1. PUBLIC COMMENTS FROM THE AUDIENCE
Vice -Chair Garcia opened the Public Comment period.
No Public Comments were received. Vice -Chair Garcia closed the Public Comment period.
2. CONSENT CALENDAR
CEQA: These items are not subject to the California Environmental Quality Act.
A. Minutes of February 27, 2025
ACTIONS: Commissioner Fonseca made a motion to approve the minutes from the
January 23, 2025, Public Safety Commission Meeting, and was seconded by
Commissioner Foutz. Motion carried by the following vote: AYES: Fonseca, Foutz,
Fung, Kung, and Garcia NOES: None ABSENT: Wu and Martinez
3. MATTERS FROM STAFF
A. LACoFD Fire and EMS Incidents Report
City Manager, Ben Kim, informed the Commissioners that the report is in the packet,
along with introducing Chief Gonzales.
Chief Gonzales informed the Commissioners that he is being transferred, and his last
day will be April 111, along with informing the Commissioners that their new Chief will
be Paul Stump.
Commissioner Fonseca asked for clarification on where the fire stations are located,
along with clarification as to what other types of calls fall under EMS calls excluding
vehicle accident with injury.
Chief Gonzales responded that EMS calls are anything that requires Emergency
Medical Services.
Commissioner Fonseca mentioned that the report shows that Station 4 had 142 calls,
while Station 42 had 75 calls, and she asked Chief Gonzales if he knew why Station 4
receives more calls than Station 42.
Chief Gonzales replied that each jurisdiction is different, and the amount of call
received may vary.
Commissioner Foutz commented that based on the service map, Station 4 covers more
square footage than Station 42.
Chief Gonzales agreed with Commissioner Foutz.
Commissioner Fonseca asked if both fire houses have the same number of staff.
Chief Gonzales informed the Commissioners that Station 4 has 8 staff and Station 42
has 4 staff. Chief Gonzales thanked the City for letting him work in the City of
Rosemead.
Vice -Chair Garcia thanked Chief Gonzales for the responsiveness provided.
City Manager Kim thanked Chief Gonzales for his work.

B. L.A. CADA Services Reports
City Manager, Ben Kim, informed the Commissioners that the L.A. CADA service
report is in the packet, and he would be glad to answer any questions.
Vice -Chair Garcia requested a report from L.A. CADA listing the items they have done
since the last time they attended a meeting.
City Manager Kim informed the Commissioners that he will be requesting L.A. CADA
to attend the first and third quarter meeting of the year.
Commissioner Fonseca asked if there is a person they can contact.
City Manager Kim informed the Commissioner that he will provide them with that
information.
Commissioner Kuang asked staff what they should do if there are homeless people
coming to their business and are not leaving.
City Manager Kim suggested calling the Sheriff's Department for assistance. Mr. Kim
also informed the Commissioner that the encampments issues at the Public Safety
Center have been resolved.

C. Public Safety Community Service Officer Program Statistics
City Manager, Ben Kim, informed the Commissioners that the report is in the packet,
along with informing them that he would be happy to answer any questions. Mr. Kim
also mentioned that the CSO positions have been fluctuating because they find full-
time jobs.
Commissioner Fonseca asked how many staff are currently in the CSO program.
Administrative Services Manager Moreno responded 13.

D. Crime Prevention & Emergency Preparedness Activities
Public Safety Manager Mandy Wong informed the Commissioners that the report is in
the packet, and she can answer any questions they may have.
Commissioner Foutz asked for an update on the construction at the Public Safety
Center.
City Manager Kim informed the Commissioners that the renovations at the Public
Safety Center should be completed in July. Mr. Kim also provided a summary of the
purpose of the renovation, along with the positive impact it will have on the City and
Deputies.
Public Safety Manager Mandy Wong informed the Commissioners that they will be
starting to have their HAM meetings on the first Thursday of the month, in room 4 of
the Rosemead Community Center, from 6:30pm — 8:00pm. She also mentioned they
started having the Community Area Watch meeting on the third Thursday of the month.
Commissioner Fonseca inquired about the date for the CERT classes.
Public Safety Manager Mandy Wong responded that they do not have a date for the
CERT classes.
E. LASD Crime Statistics
Lt. Tiwari provided a summary of the monthly statistics for the month of February,
along with informing the Commissioners that there has been an increase in retail theft
and robberies. Lt. Tiwari also mentioned that between the Sherrif's, along with the
Public Works Department and Code Enforcement, have been enforcing to not have
homeless sleep in public areas.
Commissioner Fonseca asked for information on who they would contact if assistance
were needed with someone that is unhoused.
Lt Tiwari responded if it is urgent, they should call the sheriff's department and if it is
not urgent, they can call the Public Safety Center or create a CRM request.
Vice -Chair Garcia asked if someone is sleeping on the sidewalk or camping, are
deputies no longer required to find them resources and just give them a fine if they are
sleeping.
Lt. Tiwari confirmed that they are no longer required to provide resources.
Vice -Chair Garcia asked City Manager Kim if LA CADA will be needed less, since
resources will not be provided.
City Manager Kim informed the Commissioners that LA CADA will be with the city
through 2027 or if the services are needed, along with mentioning that the funding used
for their service is through a grant provided by the state.
Commissioner Foutz asked if other cities are also following the codes that Rosemead
is following.
Lt. Tiwari mentioned that he is not aware of what cities have similar guidelines and
codes to the City of Rosemead.
City Manager Kim informed the Commissioners that they are receiving guidance from
the State of California on how the State will be addressing encampments within state
properties and therefore there was guidance that was passed.
Commissioner Foutz asked if the City is fully funded or can the state stop funding the
program.
City Manager Kim informed the Commissioners that the City has guaranteed funds
until 2027.
Vice -Chair Garcia requested to include the sleeping citations in the report.
Commissioner Fonseca asked for a report that includes a breakdown of all the citations
that pertain to homelessness.
Commissioner Fonseca thanked Public Works, Code Enforcement, and the Sheriff's
Department for doing an amazing job, along with asking if they can post something on
social media.

F. Rosemead SAO Team Weekly Reports
Lt. Tiwari asked if anyone had any questions regarding the SAO reports.
Commissioner Foutz asked if there is anything the city can do to help.
Lt. Tiwari informed the Commissioners that they are working closely with the city and
there is currently nothing needed.
Commissioner Fonseca thanked Lt. Tiwari for adding the pictures to the report, along
with asking if they can be added to the weekly updates.
Staff informed the Commissioner that they will be including the SAO reports on the
weekly updates.
Commissioner Fonseca mentioned that she saw graffiti on Del Mar and Emerson which
was removed within a couple of hours, and it is safety concern because there are
families with kids going to the community garden, along with requesting if they can
have a Park Ranger patrol the area at sunrise or dusk.
Lt. Tiwari informed the Commissioner that they will be starting to promote for the
return of the academy program, along with promoting to start a youth academy
program.

A. Commissioner Comments
Commissioner Fung suggested sending an email to give updates on city programs and
updates.
