PSC - Item 2A - Minutes of April 24, 2025MINUTES OF THE ROSEMEAD PUBLIC SAFETY COMMISSION REGULAR MEETING April 24, 2025 The Regular Meeting of the Rosemead Public Safety Commission was called to order by Chair Wu at 7:00 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PLEDGE OF ALLEGIANCE: was led by Chair Wu INVOCATION: was led by Commissioner Fonseca PRESENT: Chair Amy Wu, Vice -Chair Stephanie Garcia, Commissioners Liz Fonseca, Jeff Foutz, Jonathan Fung, Sarah Kuang, and Tommy Martinez ABSENT: None STAF F PRESENT: City Manager Ben Kim, Public Safety Director Tim Murakami, Administrative Services Manager Amanda Moreno, and Public Safety Supervisor Mandy Wong 1.PUBLIC COMMENTS FROM THE AUDIENCE Cha ir Wu opened the Public Comment period. No Public Comments were received. Chair Wu closed the Public Comment period. 2.CONSENT CALENDAR City Manager Kim introduced the new Public Safety Director, Tim Murakami. CEQA: These items are not subject to the California Environmental Quality Act. A.Minutes of March 27, 2025 ACTIONS: Vice-Chair Garcia made a motion to approve the minutes from the March 27, 2025, Public Safety Commission Meeting, and was seconded by Commissioner Fonseca. Motion carried by the following vote: AYES: Garcia, Fonseca, Foutz, Fung, Kuang, Martinez, and Wu NOES: None ABSENT: None 3.MATTERS FROM STAFF A.LACoFD Fire and EMS Incidents Report City Manager, Ben Kim, welcomed Chief Stump. Chief Stump provided a summary of the statistics for the month of March. This item was received and filed by the Commission. B. L.A. CADA Services Reports Administrative Services Manager Moreno informed the Commissioners that L.A. CADA representatives are present at today’s meeting, along with mentioning that they will be joining them on a quarterly basis for the rest of the year. L.A. CADA representatives: Director of Outpatients, Michael Rubio, Interim Director of Homeless Outreach, William Gray, and Program Coordinator, Raymundo Torres, introduced themselves to the Commissioners. Mr. Rubio mentioned that they included a weekly report for the month of March, and supplemental team report for their review, and mentioned that he will be happy to answer any questions they may have. Commissioner Foutz asked what changes have been noticed in the last few months. Mr. Torres informed the Commissioners that five individuals who were previously housed have returned, they have also seen an increase in the park, along with noticing an increase in individuals coming from Los Angeles. Vice -Chair Garcia asked if there have been any changes in the City since the appointment of the new District Attorney. Mr. Torres mentioned that there has been an increase in activity by the Sheriff’s when individuals do not accept services and offer their services. Vice -Chair Garcia thanked them for their services. Chair Wu asked how individuals return. Mr. Torres informed the Commissioners that individuals usually return on their own. Chair Wu asked for clarification on the March report regarding Ralph’s market, since it is not in the City. Mr. Rubio informed the Commissioners that it is a mistake, and he will correct it. Vice -Chair Garcia mentioned that she noticed the Future Goal continues to show housing for four and wanted to know if it is the same family. Mr. Torres confirmed that it is the same family. Commissioner Fonseca asked if there is a plan in place to house the individuals at Jay Imperial Park. Mr. Torres informed the Commissioner that they are currently working with those individuals. Public Safety Community Service Officer Program Statistics Administrative Services Manager Moreno informed the Commissioners that she confirmed that there are currently thirteen part-time CSO’s, five recently hired CSO’s, seven part-time staff assigned to CSO LASD support, and one Code Enforcement officer. Commissioner Fonseca asked if Code Enforcement is fully staffed. Administrative Services Manager Moreno confirmed that they are. Vice -Chair Garcia asked if they could provide a summary of what are the duties of the CSO’s. City Manager Kim informed the Commissioners that the CSO’s provide a variety of services. The CSO’s provide parking enforcement, they respond to request for services on varies code related items, street sweeping enforcement, they respond to non-emergency calls, they collaborate with the deputies, and they are an additional resource to Code Enforcement, along with monitoring the city at night. Vice -Chair Garcia expressed concern that residents informed her that the CSO’s need to be more polite to the public, along with her reading comments posted on social media. City Manager Kim informed the Commissioners that customer service is a priority for the City, along with making sure that everyone is professional when working with the public, and they are constantly working with staff to address any issues. Chair Wu asked for clarification on how CSO’s know that calls are non-emergent. Lt. Tiwari informed the Commissioners that the CSO’s have access to the calls with response level when received by dispatch. Chair Wu asked if they could provide the CSO’s response time. Lt. Tiwari informed the Commissioners that they currently do not have a report, but he can discuss it with the Public Safety Director Murakami and see what they can do to track their response time. Vice -Chair Garcia asked if the Commissioners could receive the protocols or manual that the CSO’s follow. Lt. Tiwari informed the Commissioners that there is information in the manual that is confidential, and city staff can gather and provide them with information. Administrative Services Manager Moreno informed the Commissioners that she will send them the Public Safety overview. Vice-Chair Garcia asked if they could do a ride along with the CSO’s to get a better understanding of what they do. Administrative Services Manager Moreno stated that she will discuss it with the Public Safety Director. This item was received and filed by the Commission. D. Crime Prevention & Emergency Preparedness Activities Public Safety Supervisor Wong informed the Commissioners that the report is in the packet, and she can answer any questions they may have. Commissioner Foutz asked when the hand radio check-in will become active again. Public Safety Supervisor Wong responded that it would resume once they are back in the Public Safety facility and the antennas are reinstalled. This item was received and filed by the Commission. E. Fire Hazard Severity Zone Maps Update Public Safety Supervisor Wong provided a summary of the Bills that Governor Newson passed that are under Local Government Responsibilities and the Ordinances the City will need to adopt. Commissioner Fonseca asked if they had identified the population of the area that is in the highest red zone. Public Safety Supervisor Wong responded not yet. Commissioner Fonseca also asked if the City will be notifying the property owners once they identify the zones. Public Safety Supervisor Wong stated that the LA County Fire Department will notify them. Commissioner Fonseca asked if the Fire Department will be working with surrounding cities that are high fire hazard areas caused by homeless encampments. Chief Stump stated that they will work with the surrounding cities based on who owns the parcels, along with mentioning that cities usually recommend property owners to contact the Los Angeles County Forestry Division for assistance. Commissioner Fonseca asked Chief Stump if he was aware of any restricted areas due to having endangered birds. Chief Stump mentioned that he cannot validate the species but can confirm there are certain areas that they cannot maintain. Commissioner Foutz expressed his concern about there being lot of parcels with different owners, which makes it hard to know who is responsible when items need to be addressed or there is an emergency. This item was received and filed by the Commission. F. LASD Crime Statistics Lt. Tiwari provided a summary of the monthly statistics, along with mentioning that there continues to be an increase in retail thefts and robberies. Commissioner Foutz mentioned that 7-11 stores have minimal cash in the drawers and asked if there has been an increase in loss of merchandise, since they do not have access to money. Lt. Tiwari mentioned that it has not occurred in Rosemead and since stores have lesser amounts of money, they go to a variety of locations. This item was received and filed by the Commission. G. Rosemead SAO Team Weekly Report Lt. Tiwari provided a summary of current and upcoming items and events. Commissioner Foutz asked what the tip off for illegal gambling houses. Lt. Tiwari responded that there are different scenarios, sometimes neighbors call in, cars are constantly coming and going at odd hours of the night, and houses have more security cameras or are more secure than usual. Commissioner Fonseca asked if there’s new SAO Deputies. Lt. Tiwari confirmed they have a new Sergeant and three deputies who are new to the team. Chair Wu requested to have the report with the response times on an excel spread sheet. Commissioner Fonseca asked if the motorcycle deputy has a strategy on what schools he monitors. Lt. Tiwari responded that he is in constant communication with the school principals and goes to the school as needed. Vice -Chair Garcia mentioned there are always cars driving fast near the crosswalk at the intersection of Fern Avenue and Del Mar Avenue and asked if the motorcycle deputy can monitor that intersection. She also mentioned the crosswalk markers are not working. Commissioner Fonseca also mentioned there is a high volume of vehicles speeding near the intersection at Del Mar Avenue and Graves Avenue and asked if they can monitor that intersection. This item was received and filed by the Commission. 4.MATTERS FROM COMMISSION A.Commissioner Comments Commissioner Fung asked for clarification on the graph provided on the last page of the agenda. Lt. Tiwari responded that it indicates the amount of arrest made for the month. Commissioner Fonseca thanked the Sheriff’s Department, CSO’s and Park Rangers for always patrolling the area. Vi ce -Chair Garcia welcomed Public Safety Director Tim Murakami and Fire Chief Stump. Chair Wu also welcomed Public Safety Director Tim Murakami and thanked everyone for coming. 5.ADJOURNMENT The meeting was adjourned at 8:20 p.m. The next Public Safety Commission meeting will be held on Thursday, May 22, 2025, at 7:00 p.m. in the Council Chambers.
