CC - Item 5E - Accept Completed Improvements and Authorize Filing of Notice of Completion for City Project No. 24013 - Mission Drive Pedestrian Hyrbid Beacon SystemROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: JUNE 10, 2025 SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE FILING OF NOTICE OF COMPLETION FOR CITY PROJECT NO. 24013 - MISSION DRIVE PEDESTRIAN HYBRID BEACON SYSTEM SUMMARY On March 12, 2024, the City Council awarded a construction contract with Calpromax Engineering, Inc. for the Mission Drive Pedestrian Hybrid Beacon System Project (Project No. 24013). The project scope included furnishing and installing a pedestrian hybrid beacon system, which encompassed the installation of traffic signal poles, communication conduits, a controller cabinet, the removal and replacement of roadway pavement, and the signing and striping of the crosswalk spanning Mission Drive at Newby Avenue. The final stages of the project have since been implemented and completed. The crosswalk signal was activated on April 15, 2025, marking the completion of all project components. The total construction budget, inclusive of a 10% construction contingency, amounted to $357,692.50. DISCUSSION The Mission Drive Pedestrian Hybrid Beacon System project aimed to provide pedestrian safety improvements, including installation of a hybrid beacon system, asphalt roadway improvements, installation of signage, and associated striping improvements at Mission Drive and Newby Avenue. As part of the Fiscal Year 2022-2023 Capital Improvement Program, the project was funded by a Measure M Multi -Year Subregional Grant awarded by the Los Angeles County Metropolitan Transportation Authority (LACMTA); there is no local match requirement. On April 15th, 2025, the contractor coordinated the activation of this crosswalk signal, ensuring that the project was successfully completed within the four -month construction contract extension. The project experienced delays due to long -lead time items, specifically the procurement of steel pole components. Additionally, there were significant delays in the procurement and preparation of signal timing sheets by Los Angeles County Public Works, which further impacted the project AGENDA ITEM 5.E City Council Meeting June 10, 2025 Page 2 of 2 timeline. To address these delays, the City Council approved a four -month construction contract extension on March 11, 2025. STAFF RECOMMENDATION It is recommended that the City Council: 1) Accept project completion for the Mission Drive Pedestrian Hybrid Beacon System Project — Project No. 24013 as performed by Calpromax Engineering, Inc., with the final contract amount of $332,031.82; and 2) Authorize the recordation of Notice of Completion with the Los Angeles County Recorder and the release of retention funds 35 days thereafter. FISCAL IMPACT The following is the breakdown of the construction phase: Total Construction Budget $357,692.50 Actual Expenditures $332,031.82 Unexpended Amount $25,660.68 STRATEGIC PLAN IMPACT This item is consistent with the City's 2030 Strategic Plan Goal C — Infrastructure and Facilities — by renovating and enhancing streets, sidewalks, and public infrastructure; coordinating with relevant utility agencies regarding safety and enhancements; and modernizing facilities by expanding the use of wireless network technology and renewable energy.
