Senate Bill (SB) 1, also known as the Road Repair and Accountability Act of 2017, was enacted
to address California's substantial backlog of road maintenance and infrastructure needs. This
legislation provides the City of Rosemead with access to funds for essential road maintenance,
rehabilitation, and critical safety improvements. For upcoming FY 25-26 year, the City is projected
to receive $1,335,861 in SBI funding. To remain eligible for these funds, the City must adopt a
list of proposed street projects by resolution and file it with the California Transportation
Commission. Resolution No. 2025-23, presented for Council's consideration, would adopt the
City's project list for FY 2025-26 and authorize staff to submit to the California Transportation
Commission by July 1, 2025, to be eligible to receive the funds.
Senate Bill 1 (SB 1) establishes a long-term, stable funding source for California's transportation
infrastructure. It addresses deferred maintenance on state highways and local streets through
increased fuel taxes, vehicle registration fees, and other transportation -related revenues. A portion
of these funds is distributed annually to cities and counties via the Road Maintenance and
Rehabilitation Account (RMRA) to fund projects for road maintenance, pavement rehabilitation,
safety improvements, and transportation enhancements such as:
• Road maintenance and rehabilitation
• Safety projects
• Railroad grade separations
• Traffic control devices
• Complete street components, including active transportation, pedestrian and bicycle safety
projects, transit facilities, and stormwater capture projects integrated with other eligible
projects.

DISCUSSION
To effectively utilize SBI funds, cities and counties must develop project lists aligned with its
legislative objectives to address critical transportation infrastructure needs. The City of Rosemead
has outlined plans for the upcoming fiscal year, focusing on road enhancements through the City's
Annual Pavement Rehabilitation Program.
The City's project list includes streets identified through the City's Pavement Management
Program and other sources within the southeast quadrant of the City. The area is bounded by the
I-10 Freeway to the north, Klingerman Avenue to the south, Fern Avenue to the west, and the
eastern city limit. The improvements will focus on restorative work using various cost-effective
restoration methods, such as, mirco paving and asphalt overlays consisting of cold milling and
paving with conventional or ARHM (Asphalt Rubber Hot Mix) asphalt.
In addition to the project list, SB 1 legislation requires that cities and counties maintain an existing
commitment of local funds for street, road, and highway purposes to remain eligible for an
apportionment. Pursuant to Streets and Highways Code Section 2032, the maintenance of effort
(MOE) requirement states that the City shall expend no less than the annual average of its general
fund expenditures for the 2009-10, 2010-11, and 2011-12 fiscal years.
STAFF RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 2025-23 approving the list of
projects for FY 2025-26 under the Road Repair and Accountability Act of 2017 (SBI Beall).
FINANCIAL IMPACT
Adoption of Resolution No. 2025-23 will allow the City to receive SBI funding apportionment
estimated by the State of California to be $1,335,86 for Fiscal Year 2025-26. To receive the
funding, the City is required to annually expend from its General Fund in the amount of $56,439
for street, road, and highway purposes per the maintenance of effort (MOE) requirement of the
Streets and Highways Code.
ENVIRONMENTAL REVIEW
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental
Quality Act (CEQA) Guidelines, that this project is not subject to CEQA review because it can be
seen with certainty that there is no possibility that the activity will have a significant effect on the
environment.
STRATEGIC PLAN IMPACT
This item is consistent with the City of Rosemead's Strategic Plan Goal C — Infrastructure and
Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with
City Council Meeting

relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding
the use of wireless network technology and renewable energy.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD, CALIFORNIA, APPROVING A LIST
OF PROJECTS FOR FISCAL YEAR 2025-26 FUNDED
BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY
ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor
in April 2017 to address the significant multi -modal transportation funding shortfalls statewide;
and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the
residents of our City are aware of the projects proposed for funding in our community and which
projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal
year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1,
which must include a description and the location of each proposed project, a proposed schedule
for the project's completion, and the estimated useful life of the improvement; and
WHEREAS, the City, will receive an estimated $1,335,861 in RMRA funding in Fiscal
Year 2025-26 from SB 1; and
WHEREAS, this is the ninth year in which the City is receiving SB 1 funding and will
enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, and increasing access and mobility options for the traveling public that would not
have otherwise been possible without SB 1; and
WHEREAS, the City has undergone a robust public process to ensure public input into
our community's transportation priorities/the project list; and
WHEREAS, the City used a Pavement Management System to develop the SB 1 project
list to ensure revenues are being used on the most high-priority and cost-effective projects that also
meet the communities priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate the
following streets listed below throughout the City this year; and
WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment
found that the City's streets and roads are in a "good" condition and this revenue will help us
increase the overall quality of our road system and over the neat decade will bring our streets and
roads into a better condition; and
WHEREAS, the SB I project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, materials and practices, will have significant
positive co -benefit statewide.
THE ROSEMEAD CITY COUNCIL HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct.
SECTION 2. The City does not propose any new projects for FY 25-26.
SECTION 3. The following previously proposed and adopted project may also utilize Fiscal Year
2025-26 Road Maintenance and Rehabilitation Account revenues in the delivery. With the relisting
of this project in the adopted fiscal year resolution, the City is reaffirming to the public and the
State our intent to fund these projects with Road Maintenance and Rehabilitation Account
revenues:
Project Title: Annual Pavement Rehabilitation
Project Description: Cold Milling and asphalt pavement, construction of rubberized
asphalt overlay. Streets with a PCI between 0-74
Project Location: Quadrant 5; bounded by the I-10 Freeway to the north, Klingerman
Avenue to the south, Fern to the west, and the easterly city limit. The following locations
identified are subject to be changed.
Estimated Project Schedule: Start (07/2025) - Completion (06/2026)
Estimated Project Useful Life: 10-15 Years
SECTION 3. The City Clerk shall certify the adoption of this Resolution.
