PSC - Minutes - 05-22-25MINUTES OF THE ROSEMEAD PUBLIC SAFETY COMMISSION REGULAR MEETING May 22, 2025 The Regular Meeting of the Rosemead Public Safety Commission was called to order by Vice -Chair Garcia at 7:05 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PLEDGE OF ALLEGIANCE: was led by Vice -Chair Garcia INVOCATION: was led by Commissioner Fung PRESENT: Vice -Chair Stephanie Garcia, Commissioners Liz Fonseca, Jeff Foutz, Jonathan Fung, and Sarah Kuang ABSENT: Chair Amy Wu and Commissioner Tommy Martinez STAFF PRESENT: Public Safety Director Tim Murakami, Administrative Services Manager Amanda Moreno, Public Safety Manager Wayne Co, Public Safety Supervisor Mandy Wong, and Public Safety Administrative Assistant Julissa Del Rio 1. PUBLIC COMMENTS FROM THE AUDIENCE Vice -Chair Garcia opened the Public Comment period. No Public Comments were received. Vice -Chair Garcia closed the Public Comment period. 2. CONSENT CALENDAR A. Minutes of April 24, 2025 Administrative Services Manager Moreno shared there was a typo error on the minutes, which has been amended to reflect the correct title of staff, "Mandy Wong, Public Safety Supervisor." ACTIONS: Commissioner Fonseca made a motion to approve the minutes from April 24, 2025, Public Safety Commission Meeting, and was seconded by Commissioner Fung. Motion carried by the following vote: AYES: Fonseca, Foutz, Fung, Garcia, and Kuang: None ABSENT: Martinez and Wu 3. MATTERS FROM STAFF A. LACoFD Fire and EMS Incidents Report No representative present from the Fire Department. This item was received and filed by the Commission. B. L.A. CADA Services Reports Public Safety Director Tim Murakami addressed Public Safety Commissioners and stated there was no representative from LA CADA this evening, but he was available to answer any questions. Commissioner Fonseca thanked City staff for the clean-up of Jay Imperial Park as she noticed the difference. Public Safety Director Murakami shared that the LA CADA representative was grateful for the help of Temple Sheriff Deputies as they worked together as a team. The goal was not to cite but to beautify the parks and to take care of the homeless by offering resources. Commissioner Foutz asked if the Jack in the Box located on Rosemead Boulevard identified by LA CADA, is a location where homeless people congregate. Public Safety Manager Co responded that there was a complaint referencing two encampments by the church east of Jack in the Box on Newby Avenue. Vice -Chair Garcia referred to LA CADA's report for the week of April 21s', asked for clarification if the 54 housing navigation services provided meant that a referral or information was provided. Administrative Services Manager Moreno stated she would reach out to LA CADA and ask what 54 housing navigation services meant. This item was received and filed by the Commission. C. Public Safety Community Service Officer Program Statistics Public Safety Manager Co provided a summary of the April stats. Commissioner Foutz questioned if these stats happened to be average. Public Safety Manager Co responded that stats are consistent; asserted that when there are no calls staff are trained to drive throughout the city and to monitor for safety. Commissioner Fonseca asked if the 25 reports taken overlapped with the 33 parking citations issued. Public Safety Manager Co responded that reports do not overlap. The vehicles are either cited or towed but never both. Commissioner Fung questioned if the 15 vehicles recovered were stolen vehicles. Public Safety Manager Co responded next month he will be breaking down the numbers to have the stats reflect the recovered and stored vehicles. There are not that many stolen vehicles recovered and that the stats mainly reflect violations for vehicles that have not moved more than 72 hours for the red tags and/or vehicle registration have expired for over six months. Public Safety Director Murakami advised the Commission that the CSOs will be starting a new program called "Direct to Patrol." CSOs patrolling high risks or common areas to increase visibility in the city. Noted that Public Safety Manager Co will oversee this program. Commissioner Fonseca asked if the high-risk areas for this patrol program have been identified. Public Safety Director Murakami responded they have specific areas such as those impacted by burglaries, transient problems, gang locations and/or common areas. Crime Prevention & Emergency Preparedness Activities Public Safety Supervisor Wong informed the Commission that the summary report for the month of May and forecast for June is in the packet, and she can answer any questions they may have. Commissioner Foutz asked if construction was on schedule. Public Safety Supervisor Wong answered yes, and they were currently working on installing a new roof. Commissioner Fonseca asked for the date of the Community Area Watch meeting for Reporting District 0535. Public Safety Supervisor Wong responded that the June meeting has been rescheduled due to the Juneteenth Holiday and upcoming graduations. Mrs. Wong provided the following dates for the remaining Community Area Watch meetings of the year: Reporting District 0534 on July 17, 2025, at Garvey Community Center; Reporting District 0535 is scheduled on August 21,2025, tentatively to be held at Evergreen Baptist Church; Reporting District 0533 on September 18, 2025, at the Public Safety Center; and Reporting District 0530 on October 18, 2025, at Rosemead High School. This item was received and filed by the Commission. E. LASD Crime Statistics Lieutenant Tiwari provided a summary of the crime trends for April. The Team is continuing to perform retail theft operations as there is an increase in retail thefts and robberies. Commissioner Foutz asked with theft related items delivered to the house how would that be classified. Lieutenant Tiwari responded it would depend on the value. For instance, if the value exceeds $950 it would be considered a grand theft and if the value is under it is considered a petty theft. This item was received and filed by the Commission. F. Rosemead SAO Team Weekly Report Lieutenant Tiwari commented that he took into consideration the Commissioners request in adding the response times that reflect an improvement in the time. Commissioner Kuang asked what is considered a routine call for services. Lieutenant Tiwari responded the Sheriff Department classify calls in three different categories: emergent calls classified as a baby not breathing, in progress calls as car accident, and/or felony in progress; priority calls are when there is a robbery and suspect not in the area, people fighting, a person with a gun but the gun is not visible, and/or a neighbor dispute where there is no immediate danger to either party; and routine calls are non -workable report calls such as rims of vehicle stolen, catalytic converter stolen, identity theft, trespassing or alarm calls. LASD policy threshold is response time for routine to be at 60 minutes, priority call at 20 minutes, and emergent call at 5 minutes. Commissioner Fonseca asked Lieutenant Tiwari if there was a robbery in progress where a burglary is happening in front of her residence, would that call be classified as an emergent call. Lieutenant Tiwari responded that it would be an emergent call; but it will depend on the information the caller provides the dispatcher with at the time of the call. If a person is knocking on the door, that will not be considered an emergent call. Prying a door/window open, that is considered a burglary in progress. Commissioner Fonseca asked if a burglary is in progress, would that be considered an emergent call. Lieutenant Tiwari responded that it would be an emergent call. Commissioner Fonseca brought to Lieutenant Tiwari's attention a situation that occurred in her neighborhood and requested clarity on what and how that call should have been handled by the Temple Sheriff's deputies. Lieutenant Tiwari responded he would further investigate and follow up on the call made by Commissioner Fonseca call to Temple Station dispatcher. Commissioner Fonseca requested CSOs or patrol officers to patrol the southern part of Rosemead as she is concerned about her safety due to the increase of transients in her neighborhood. Public Safety Director Murakami mentioned that for Crime Prevention, Public Safety Manager Co, is deploying CSOs during late hours to suppress burglaries in business districts. In addition, CSOs will be introduced to Commissioner's addresses to have them drive-by during late hours for further safety. Public Safety Director Murakami added to Lieutenant Tiwari's comment on conducting further investigation on Commissioner Fonseca's call and stated the incident that occurred is very concerning and two things may occur when listening to the conversation. Public Safety Director Murakami explained either possible miscommunication or a training issue as to how the call was handled, but suggested if an incident occurred again, it would be best to call 911. Lieutenant Tiwari followed up on the situation concerning the intersection of Del Mar Avenue and Fern Avenue that was brought up at the last meeting and informed deputies, including himself, have responded to the location where they found 11 out of the 14 lights on the ground were not working. He disclosed he put in a request with Public Works Director Gutierrez to have the lights fixed. Lieutenant Tiwari also informed Commissioners that the Temple Sheriff Station has been chosen to participate in two pilot programs beginning June 1, 2025. The first program, a prisoner transport van, aims to reduce call time and maintain accessibility for deputies. The second program refers to a virtual deputy where individuals will have the ability to virtually speak to an officer, request theft reports, or ask questions via a link sent from Temple Sheriff Station. Commissioner Comments Commissioner Foutz commented on his appreciation of the Public Safety staff in handling his request for a damaged vehicle on his block. Vice -Chair Garcia thanked the Public Safety Department and Lt. Tiwari for always updating the Commissioners of their requests as it leaves them at ease knowing concerns are being heard and handled in a timely manner. 5. ADJOURNMENT The meeting was adjourned at 7:47 p.m. The next Public Safety Commission meeting will be held on Thursday, June 26, 2025, at 7:00 p.m. in the Council Chambers.
