CC - Item 4E – Accept Completed Improvements and Authorizing Filing of a Notice of Completion for City Project No. 31031- Roof Replacement at Public Works Office & Warehouse BuildingROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER 31� DATE: JULY 8, 2025 SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE FILING OF A NOTICE OF COMPLETION FOR CITY PROJECT NO. 31031 — ROOF REPLACEMENT AT PUBLIC WORKS OFFICE & WAREHOUSE BUILDING On January 14, 2025, the City Council awarded a construction contract to Best Contracting Services, Inc. for the Roof Replacement project at the City Public Services building. The total construction budget, including a 10% contingency, was set at $537,267.50. The completed improvements included replacing the deteriorating roof with a new metal roof system, removing the existing hazardous roofing materials, and weatherproofing the new roof. Furthermore, the scope of work expanded to include the replacement of three non-functioning swamp coolers with new systems, including the fabrication of metal curbs to ensure a watertight system with all metal flashings. The Public Services Office and Warehouse facility serves as the central hub for all maintenance operations within the city. However, due to minimal maintenance conducted over the past two decades, the deteriorated metal roof system was in dire need of replacement. The brittle metal roof was prone to water leaks, necessitating a replacement to improve its structural integrity. To achieve this, the previous metal roofing system was completely removed (grid by grid) and the hazardous roofing material was identified and removed as per the hazardous material testing report. A new pre -formed metal roofing system was then installed, complete with clips, perimeter and penetration flashing, closures, gutters, and downspouts. During the demolition phase of the project, staff identified the need to replace three non-functional rooftop swamp cooler units that previously served the warehouse area. Due to poor air circulation, the warehouse retained excessive heat, hindering the escape of hot air through the vents. To address this issue and improve air circulation during the summer months, staff requested a proposal from the awarded contractor. After negotiations, the contractor's change order proposal was approved. The scope of work included the removal and disposal of the old units, as well as the installation of new, fully functional rooftop swamp coolers, complete with necessary plumbing and electrical work. The total cost for this additional work was $39,656.43, which was covered within the allocated 10% construction contingency. The project is now substantially complete and AGENDA ITEM 4.E City Council Meeting July 8, 2025 Page 2 of 2 improvements have been accepted by staff. As per the project specifications, this roof replacement was delivered with the following warranties: Manufacturer's standard 20 -year "NDU roof system weathertightness warranty. Manufacturer's standard 20 -year finish warranty covering checking, crazing, peeling, chalking, fading, and adhesion of the pre -painted sheet metal materials. Installer's 3 -year warranty covering roof panel system installation and watertightness. STAFF RECOMMENDATION It is recommended that the City Council: 1. Accept the project completion for the Public Services Office and Warehouse Building Project NO. 31031 as performed by Best Contracting Services, Inc. with the final contract amount of $528,081.43; and, 2. Authorize the recordation of Notice of Completion with the Los Angeles County Recorder and the release of retention funds 35 days thereafter. FINANCIAL IMPACT The following is the breakdown of the construction phase, which utilized Public Facilities funding: Total Construction Budget $537,267.50 Actual Expenditures $528,081.43 Unexpended Amount $9,186.07 STRATEGIC PLAN IMPACT The project aligned with the City of Rosemead's Strategic Plan Goal C - Infrastructure and Facilities.
