CC - Item 4I – Adoption of Resolution No. 2025-41 Amending the City of Rosemead Salary Schedule for FY 2025-26 and For FY 2026-27 to Meet The CA Code of Regulations Title 2, Section 570.5 and 571 to Reflect Approved RatesROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER 4qJ/N`_ DATE: JULY 8, 2025 SUBJECT: ADOPTION OF RESOLUTION NO. 2025-41 AMENDING THE CITY OF ROSEMEAD SALARY SCHEDULE FOR FISCAL YEAR 2025-26 AND FOR FISCAL YEAR 2026-27 TO MEET THE CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTION 570.5 AND 571 TO REFLECT APPROVED RATES SUMMARY California Code of Regulations (CCR) Section 570.5 and amendments to 571(b) require a consolidated Salary Schedule which shows all City classifications and salary ranges for purposes of determining eligible salary compensation for retirement be publicly available. The consolidated salary schedule must be adopted by the City Council even though the compensation changes were approved via a Memorandum of Understanding and/or employee salary and benefit Resolutions. The attachment to Resolution 2025-41 includes the Citywide Salary Schedule reflecting a 2% Cost of Living Adjustment (COLA) for Fiscal Years 2025-26 and 2026-27. The adjustment applies to Executive, Middle Management, and Part -Time employees. This schedule does not include any adjustment to the Rosemead Employee Association and the Professional and Confidential groups due to ongoing labor negotiations. If any concurrent salary -related resolutions are modified, the attached schedule must also be updated accordingly. STAFF RECOMMENDATION It is recommended that the City Council adopt Resolution No. 2025-41 amending the City of Rosemead's salary schedule for Fiscal Year 2025-26 and Fiscal Year 2026-27. AGENDA ITEM 4.I City Council Meeting — Citywide Salary Schedule — Reso No. 2025-41 July 8, 2025 Page 2 of 2 Prepared by: Bryan Chua Assistant City Manager/Finance Director Attachment A: Resolution No. 2025-41 Attachment A Resolution No. 2025-41 RESOLUTION NO. 2025-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING THE COMPREHENSIVE SALARY SCHEDULE TO MEET THE CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTION 570.5 AND 571 TO REFLECT APPROVED RATES FROM JULY 1, 2025 THROUGH JUNE 30, 2027 WHEREAS, the City Council has the authority to create, classify, and design salary scales/ranges for all City of Rosemead employee positions; and WHEREAS, California Code of Regulation (CCR) Title 2, Section 570.5 and amendment to CCR Section 571 requires a consolidated Salary Schedule that is publicly available showing all City classifications and salary ranges; and WHEREAS, the City Council wishes to meet the requirements of these regulations by adopting a Salary Schedule, which sets forth the salary scales/ranges for Executive employees (excluding the City Manager and City Clerk), Middle Management, and Part -Time employees; and WHEREAS, Exhibit A includes the Citywide Salary Schedule that reflects the new salary rates for specific classifications. NOW THEREFORE, BE IT RESOLVED that hereby adopts the Salary Schedule for City of Rosemead employee classifications as set forth in the attached Exhibit A to reflect the new salary rates for Fiscal Year 2025-26 effective July 1, 2025, and Fiscal Year 2026-27 effective July 1, 2026.
