CC - 02-28-95APPROVED MINUTES OF THE REGULAR MEETING BY ROSEMEAD CITY COUNCIL FEBRUARY 28, 1995 The regular meeting of the Rosemead City Council was called to order by Mayor Bruesch at 8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilmember Vasquez The Invocation was delivered by Pastor Dennis Alexander of the Church of the Nazarene ROLL CALL OF OFFICERS: Present: Councilmembers Clark, Imperial, Vasquez, Mayor Pro Tern Taylor, and Mayor Bruesch Absent: None APPROVAL OF MINUTES: JANUARY 24, 1995 - REGULAR MEETING MOTION BY MAYOR PRO TEM TAYLOR, SECOND BY COUNCILMEMBER IMPERIAL that the Minutes of the Regular Meeting of January 24, 1995, be approved as submitted. Vote resulted: Yes: Clark, Taylor No: None Absent: None Abstain: None Bruesch, Vasquez, Imperial The Mayor declared said motion duly carried and so ordered. PRESENTATIONS: - None 1. ORAL COMMUNICATIONS FROM THE AUDIENCE John Rauth, 4528 Bartlett, Rosemead, expressed his concern over reading in the newspaper that the City lost $3 million in bad investments and that any bond investment objective should be toward capital preservation. Frank Tripepi, City Manager explained that the Council is also concerned about investing tax payers' dollars, especially those in long term bonds which are subject to interest rate fluctuation. Mr. Tripepi stated that the Council requested that alternate vehicles be looked into that are safer. Further, the City did not lose $3 million, but directed the Treasurer to sell the bonds and purchase a guaranteed investment contract (GIC) with a yield, over 4 years that exceeds what the original portfolio investments were. Mr. Tripepi explained further that the Agency took an initial loss upon divesting the bonds; however, interest rates had gone up enough to make up the difference lost in the initial investment. Mr. Tripepi stated that the Agency has directed the Treasurer to no longer invest in long term bonds. -districts Mayor Pro Tern Taylor explained that there are over 180 schooW-and-m ritcipalities that have lost money in a similar situation and, fortunately, Rosemead will be able to make up the difference in four years plus an additional $3 million in interest. Juan Nunez, 2702 Del Mar, Rosemead, requested a copy of the auditor's report. Mr. Nunez asked about the Rosemead Chamber of Commerce's proposed business assessment district and whether the Council has to approve the assessment or not. Mr. Tripepi confirmed that any assessment involving the City will come before the Council. II. PUBLIC HEARINGS III. LEGISLATIVE A. RESOLUTION NO. 95-11 - CLAIMS & DEMANDS The following resolution was presented to the Council for adoption: RESOLUTION NO. 95-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $629,411.82 NUMBERED 12156 THROUGH 12274 Councilmember Imperial requested an explanation for Checks No. 12245 and 12203 on Page 7. Mayor Bruesch requested an explanation on Check No. 12129 and an update on the graffiti removal costs over the year. MOTION BY COUNCILMEMBER IMPERIAL, SECOND BY COUNCILMEMBER CLARK that Resolution No. 95-11 be adopted. CC 2-28-95 Page #2 6 s CC-F INSTALL 40-FEET OF RED CURB AT 1050-1096 WALNUT GROVE AVENUE (PARK VIEW CONDOMINIUMS) Councilmember Clark asked about the "No Overnight Parking" on Landisview. Mayor Bruesch responded that that was due to the parking concerns of the residents about the condominiums being built there in the late 1970's. Mr. Bruesch stated that it was requested and required by the residents that a "No Overnight Parking" restriction be included in the approval to check the overflow parking problem that may affect that area. MOTION BY COUNCILMEMBER TAYLOR, SECOND BY COUNCILMEMBER CLARK, that the Council approve of installation of forty (40) feet of red curb at 1050-96 Walnut Grove Avenue. Vote resulted: Yes: Clark, Taylor, Bruesch, Vasquez, Imperial No: None Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. CC-H WESTBOUND LEFT TURNS INTO SHOPPING CENTER ON THE SOUTHEAST CORNER OF GARVEY AVENUE AND RIVER AVENUE/ROSEMEAD PLACE Mayor Pro Tem Taylor suggested combining the flexible delineators on Garvey Avenue east of River as shown in Exhibit B, and install a "No Left Turn" sign for exiting traffic from the parking lot. Councilmember Clark noted that Traffic Commissioner Alarcon felt that the delineators would detract from the beautification that was done on Garvey Avenue. Ms. Clark suggested installing the "No Left Turn" sign and monitor that intersection. MOTION BY MAYOR PRO TEM TAYLOR, SECOND BY COUNCILMEMBER IMPERIAL that Council approve installing flexible delineators on Garvey Avenue and installing a "No Left Turn" sign on exiting the parking lot onto Garvey Avenue. Vote resulted: Yes: Taylor, Imperial No: Clark, Bruesch, Vasquez Absent: None Abstain: None Motion failed. MOTION BY COUNCILMEMBER CLARK, SECOND BY COUNCILMEMBER VASQUEZ that the Council approve installation of "No Left Turn" signs as shown on Exhibit C, Alternative 2, monitor the location for three months and report back to Council at the May 23, 1995 meeting. Vote resulted: Yes: Clark, Taylor, Bruesch, Vasquez No: Imperial Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. Councilmember Imperial asked who would be monitoring that location. MATTERS FOR DISCUSSION AND ACTION - NONE VI. STATUS REPORTS - NONE VII. MATTERS FROM OFFICIALS A. MAYOR PRO TEM TAYLOR 1. Inquired about the status of the financial committee. Mr. Tripepi responded that that information is still being compiled and hopefully will be available at the next meeting. VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE Juan Nunez, 2702 Del Mar Avenue, Rosemead, asked about the concrete surrounding the manholes on Garvey east of Walnut Grove. IX.
