SUBJECT: DEL MAR AVENUE RESURFACING PROJECT- NOTICE OF
COMPLETION
SUMMARY
As part of the City's Fiscal Year 2008-09 Capital Improvement Program, the City Council
approved a program entitled, "Del Mar Avenue Resurfacing," which consists of placing of
Rubberized AC overlay, sidewalk repair, traffic striping, wheelchair ramp reconstruction
as well as the planting of street trees. The limits of this project are from Garvey Avenue to
Highcliff Street. Proposition C funds were allocated for this program.
On May 12, 2009 the City Council awarded a construction contract to Silvia Construction,
Inc., for an amount of $254,563.40 with a contingency of up to $38,200.00, and directed
staff to proceed with the construction. The project has now been constructed and
completed to the satisfaction of the City's Public Works Department.
Staff Recommendation
Staff recommends the following:
1. Accept the completed public improvements.
2. Authorize the City Engineer to file a Notice of Completion.
3. Authorize the City Engineer to release the Labor and Material Bond thirty-five
(35) days after the Notice of Completion has been recorded in accordance with
applicable portions of the Civil Code.
4. Authorize the City Engineer to release the Faithful Performance Bond one (1)
year after City Council acceptance.

DISCUSSION
On May 12, 2009, the City Council authorized the award of this project to Silvia
Construction, Inc. The proposed project consisted of placing of rubberized AC overlay,
sidewalk repair, traffic striping, wheel chair ramp reconstruction as well as the planting of
street trees.
All. of these improvements have been completed to the satisfaction of the City's Public
Works Department within the time allowed per the construction contract. A summary of
the contract cost is as follows:
Original Contract Amount: $254,563.40
Total amount of change orders (credits): ($19,613.43)
Actual amount of contract items constructed: $234,949.97
Final contract cost: $234,949.97
The final overall construction cost was 7.70% below the original contract amount.
