CC - Item 4G - Proposition 1B Transporstion bond Local Streets and Road ImprovementROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JULY 14, 2009. SUBJECT: PROPOSITION 1B TRANSPORTATION BOND LOCAL STREETS AND ROADSIMPROVEMENT SUMMARY Proposition 1B provided $19.925 billion in bond funds for a variety of transportation priorities, including $2 billion for cities and counties to fund the maintenance and improvement of local transportation facilities. The 2007 Budget Act and Chapter 181, Statutes of 2007, appropriated $950 million of these Proposition 1 B funds in Fiscal Year 2009-10. Of this amount $853,729.42 has been allocated to the City of Rosemead. Staff Recommendation Staff recommends that the City Council approve the attached project list as required by the California Department of Finance to establish eligibility and for participation in Proposition 1B Local Streets and Roads Improvement Funds. DISCUSSION Background The share of Proposition 1B funds allocated to each city and county is determined by the State Controller's Office and is primarily based on population. Based on this formula, the City of Rosemead will receive approximately $853,729.42 for local roadway improvement projects for FY 2009-10. After reviewing the City's pavement management report, it was determined that the best use of these funds would be for several local roads in the City. According to the report, the maintenance of these roads have been deferred for some time and are in high need of resurfacing. The list of streets below shows the street name and current pavement condition index rating as found in the pavement management report: ITEM NO. q_ APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting July 14, 2009 Page 2 of 2 ITEM STREET LOCATION PAVEMENT CONDITION INDEX 1 Ivar Avenue From Garvey Avenue to Ramona Avenue 33 2 Bartlett Avenue From Garvey Avenue to Ramona Avenue 24 3 Whitmore Avenue From Del Mar Avenue to End of Cul de Sac 37 4 Muscatel From Garvey Avenue to Ramona Avenue 22 5 Earle Avenue From Garvey Avenue to Fern Avenue 41 6 Fern Avenue From Walnut Grove Avenue to Earl Avenue 29 7 Fern Avenue From Earl Avenue to Angelus Avenue 67 7 Fern Avenue From New Avenue to Jackson Avenue 25 8 Grand Avenue From Rosemead Avenue to Walnut Grove Avenue 29 9 9 Dequine Avenue From Egley Avenue to Garvey Avenue 26 For the City to receive funds through Proposition 1B, the City Council must approve a plan for use of the amount of funds available in FY 2009-10.
