SUBJECT: CALIFORNIA MISSION INN PET FAIR ON AUGUST 29, 2009
SUMMARY
On May 5, 2009, staff was informed of an event planned by the California Mission Inn,
on behalf of the San Gabriel Valley Humane Society, to be held on August 29, 2009.
The event will consist of a 3 mile dog walk, a dog show, and a pet fair that will take
place partially on the grounds of the California Mission Inn, 8417 Mission Drive, with a
majority of the event taking place within the public rights-of-way and a City park (Sally
Tanner Park). All proceeds from the event will benefit the San Gabriel Valley Humane
Society, a 501 (c) Non-profit organization, which is in danger of closing its doors due to
a lack of funding. The event will feature celebrity judge Cesar Milan, of National
Geographic Channel notoriety, and is expected to draw crowds in excess of 1,00
people. The event will also include live music and food vendors as a part of the pet fair.
Based on details provided from California Mission Inn Staff, staff determined that this
event will significantly impact the neighborhoods around the facility, especially to
residents on adjacent streets. Staff from all departments have been working to help
mitigate any potential problems that may arise from the magnitude of this event.
The California Mission Inn has also requested that the City reduce or waive the fees
associated with personnel costs or overtime associated with providing City services. It is
estimated that City and Los Angeles County Sheriff staff time will cost approximately
$8,321.
Staff Recommendation
Staff recommends that the City Council
1. Authorize temporary street closures around the perimeter of the Mission Inn to
accommodate the dog walk and show.
2. Provide direction regarding the requested fee waiver or reduction
DISCUSSION
The California Mission Inn is a residential care facility for the elderly that is located on
Mission Drive, between Earle Avenue and Delta Avenue. The facility occupies
approximately five acres maintained on one city block. The San Gabriel Valley Humane
Society is adjacent to the California Mission Inn facility on Grand Avenue, in the City of
San Gabriel. The Executive Director of the California Mission Inn, Ms. C.C. DeGraff,
also sits on the board of directors for the San Gabriel Valley Humane Society. The San
Gabriel Valley Humane Society, which has served local communities for 85 years, is in
need of funding to continue its operations. Ms. DeGraff, having a vested interMS. 'both

groups, coordinated with the California Mission Inn, to host a fundraiser for the San
Gabriel Valley Human Society. This event on August 29 will serve as a fundraiser as
people will pay a fee to enter the dog walk and the dog show, while all vendors will be
required to pay either a fee for their booth or a percentage of their proceeds to the
cause.
Due to the magnitude of this event and the potential impact on residents, staff has
determined that it will be necessary for the City Public Works and Public Safety
Departments to assist with the execution of this event. The California Mission Inn has
requested several street closures around the perimeter of their property. The Public
Works Department has assisted by developing a traffic plan that should control traffic
and minimize disruption to local residents. Also, on the day of the event, Public Works
staff would be coordinating the actual closure of affected streets and enforcement of the
traffic plan, with assistance from the Public Safety Department including Los Angeles
County Sheriffs Deputies and City civilian personnel.
Staff at the California Mission Inn believes the crowd will be approximately 1,000
people, all of whom will be permitted to bring dogs. Based on the notoriety of Cesar
Milan and the thorough advertising of the event, staff is planning for the potential of a
much larger crowd. The event was originally going to take place mostly on the front
lawn of the facility; however, based on the projected number of attendees and the
amount of vendors, California Mission Inn staff is in need of more space. The California
Mission Inn is requesting the closures of both Earle Avenue and Delta Avenue, between
Mission Road and Grand Avenue, as well as the closure of one westbound lane on
Mission Road between Earle Avenue and Delta Avenue. These street closures will give
them additional room to complete the dog walk, which will be six laps around the
perimeter of their property equating to three miles, as well as the fair that will continue
throughout the day. The Public Safety Department has worked closely with them in
creating a traffic plan that will mitigate congestion and traffic issues as much as
possible. Furthermore, as they are requesting Delta Avenue to be closed, they would
also like to have the use of Sally Tanner Park available to them. The dog walk, fair
activities, and the assembly of people are most likely to funnel over onto City right of
way. If the street closures are approved, the dog walk will likely take place in the streets.
Staff has informed them that should the street closures be permitted, they will need to
notify all affected residents in writing at least seven working days prior to their event.
Public Works staff will be on site on the day of the event to set up barriers for the street
closures and will return to take down the barriers at the conclusion of the event. It is
estimated the event should require approximately three Public Works staff members for
four hours each, for a total of 12 hours.
Another area of concern for the event is parking. The California Mission Inn has limited
onsite parking, which will all be occupied by event staff, and is in a residential
neighborhood, which has limited parking. Staff has made attempts to contact the Boy
Scouts of America, who maintain the right to occupy the property on the North-East
corner of Walnut Grove Avenue and Mission Drive, to inquire about using the site for
parking on the day of the event. If the lot is not secured for use, staff foresees parking to

be a serious issue affecting not only residents of Rosemead, but also residents of San
Gabriel.
The California Mission Inn is a residential facility for the care of the elderly, including
those suffering from Alzheimer's. By law, event attendees or the general public will not
be permitted inside the facility. Since event attendees will be prohibited from entering
the building, staff has advised the California Mission Inn about the need for a sufficient
amount of portable toilets to maintain the crowd. Staff has also recommended that the
California Mission Inn contact Consolidated Disposal Services, the City's trash provider,
about a trash removal plan. Animal control staff from the San Gabriel Valley Humane
Society will be on hand to handle any issues that may arise from having numerous dogs
at the event.
With the large expected attendance as well as the potential for major traffic and parking
issues, the Public Safety Department will be working with a full crew for the event day.
Community Service Officers will serve as parking enforcement personnel. The four
Code Enforcement Officers will serve as the security detail for Cesar Milan per his
request. The use of the Sheriffs Department Special Assignment Team would have six
deputies on the event site for the duration, without interrupting regular police services to
the residents.
Because the event takes place on a Saturday, there would be staff overtime cost
involved. A Sheriffs Deputy costs $70 per hour plus a six percent fee for liability
insurance. Therefore, six officers for an eight-hour day would equate to forty-eight hours
of service and a cost of $3,561. The use of Public Works Staff for street closures would
be billed at $30 per hour for 12 hours, equaling a cost of approximately $360 for the
day. Public Safety staff would also be billed at $30 per hour for Parking Officers and $50
for Code Enforcement Officers. Public Safety estimates are that the event would require
approximately 80 staff hours for Parking Officers and 40 staff hours for Code
Enforcement Officers totaling $4,400 for City staff hours.
