CC - 10-04-94 - Adjourned MeetingAPPROVED • CITY - OS:I'MEAD I DATC . y MINUTES OF THE ADJOURNED REGULAR MEETING' ROSEMEAD CITY COUNCIL OCTOBER 4, 1994 An Adjourned regular meeting of the Rosemead City Council was called to order by Councilmember Imperial at 7:20 p.m. at the Rosemead Community Recreation Center. 3036 N. Muscatel Avenue, Rosemead, California. The Pledge to the Flag was led by Mayor Bruesch ROLL CALL OF OFFICERS: Present: Councilmembers Clark, Imperial, Vasquez, and Mayor Bruesch (late) Absent: Mayor Pro Tem Taylor 1. CRIME AND LAW ENFORCEMENT Robert Mirabella, Captain, Temple Station, stated that crime is on a downward spiral in Rosemead and around the country. Through Community Policing, they have been organizing more Neighborhood Watch Meetings which has resulted in citizen awareness and a willingness to call in potential criminal activity to the Station. II. BUILDING AND SAFETY ISSUES James Guerra, Building Official, outlined the Building Department's hours and availability. III. PLANNING AND ZONING Frank Tripepi, City Manager, announced that the Planned Development Zoning issue will be on the Agenda at the October 11, 1994 City Council meeting. IV. CITY RECREATION PROGRAMS Michael Burbank, Director of Parks and Recreation, spoke on the two upcoming developments at Zapopan Park. The park will be renovated and new play equipment installed for approximately $150,000. The fort area at Rosemead Park will be rehabilitated for approximately $120,000. V. MATTERS FROM OFFICIALS - None VI. ORAL COMMUNICATIONS FROM THE AUDIENCE Glenn Clanton, spoke on the problem of lawn parkers, and that homeowners are pouring concrete slabs in their front yards to enable their cars to park there. Mr. Clanton asked about a possible utility tax. Councilmember Clark responded that the City does not need to impose a utility tax at this time. Councilmember Vasquez added the a utility tax was discussed about two years ago and since Rosemead is a contract city, we do not have the same types of problems as non- contract cities. Councilman Imperial, in response to front yards being covered'with concrete, stated that this is an increasing problem and has requested that Code Enforcement check these areas over the weekends. Juan Nunez, stated that yard salers are abusing the privilege by having too many sales and also mentioned the problems with ice cream vendors and outside vendors coming into the City. CC 10-4-94 Page 111 ~I 0 0 Frank Tripepi, City Manager, responded that the City has the ability to cite and confiscate ice cream carts. Sheriff's are notified of street vendors. From the audience: Is there a limit on number of ice cream trucks on a street? They have about 8 trucks a day on Burton. Mr. Tripepi responded that the City can regulate hours, etc., but not numbers. Suzano Vega, thanked the Sheriff's Department for taking care of the problem with juveniles congregating in the area of Rockhold and Artson. Dolly Leong, spoke on the "Christmas In April" program, such as in the City of Monterey Park and other cities whereby they offer a program to maintain houses free of charge. Ms. Leong asked if anyone has heard about that program, and, if so, will Rosemead be offering one. From the audience: Perhaps it is a program for handicapped persons. Mr. Tripepi explained that the City has a program though HUD for seniors and handicapped that meet the income guidelines to repair their homes for up to $7000. Mayor Bruesch arrives and leads the Pledge to the Flag. Mr. Clanton inquired again about the concreted front yards and lawn parkers. Mr. Tripepi responded that the current City Ordinance prohibits parking on the front yard and that this has become an increasing problem. The City is currently looking at ways to regulate this situation. Mr. Nunez congratulated Mayor Bruesch on his award from the Milliken Foundation. also. Jim Wyker, President of Garvey Education Association congratulated Mayor Bruesch Mayor Bruesch stated that he hopes this type of informal meeting with the residents will continue as it gives the Council an opportunity to hear the concerns of their constituents. Councilmember Clark encouraged attendance at Council meetings as there are opportunities to speak before or after the meeting and during the meeting on any agenda item. Councilmember Vasquez thanked everyone for coming. Councilmember Imperial stated that he will not vote for any City imposed taxes. Mayor Bruesch spoke on the traffic congestion problem in front of Willard School and other schools. Notes were sent home to parents stressing safety in crossing streets. Sgt. Wayne Wallace, Temple Station, explained the rotation system that the Sheriff's are using to patrol the schools. VII.
