A. REQUEST FOR RED CURB AT 8657 GRAND AVENUE
Staff received a request from Louie Romero, supervisor at the California American
Water Co. located at 8657 Grand Avenue. Mr. Romero has requested the
installation of red curb west of the Water Co. driveway at 8657 Grand Avenue. He
indicated that many vehicles park directly adjacent to the Water Company
driveway and create a visibility and maneuverability constraint for vehicles exiting
the site. Mr. Romero would like to extend the existing red curb an additional 20
feet.
Recommendation: It is staff's recommendation that the Traffic Commission
recommends the City Council approve the installation of 20 feet of red curb on the
west side of the driveway of 8657 Grand Avenue from the existing red curb
westerly.

B. REQUEST FOR STOP SIGNS AT THE INTERSECTION OF BARTLETT
AVENUE AND OLNEY STREET
Staff received a request through the City Council to review the level of traffic
control at the intersection of Bartlett Avenue and Olney Street. The concern
expressed was the volume and speed of traffic traveling through this intersection
especially during school start and release periods. In addition, the speed of
vehicles on Bartlett Avenue as they turn from Olney Street was a concern
especially as the Janson School crossing guard crosses pedestrians as the School
driveway. The specific request was for the installation of multi-way stop controls
for all approaches to the intersection of Bartlett Avenue and Olney Street.
Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve the installation of:
A yellow crosswalk on the south leg of Bartlett Avenue at Loftus Street.
Handicap accessible ramps as necessary for the proposed yellow crosswalk.
20 feet of red curb on the west side of Bartlett Avenue from the proposed
yellow crosswalk northerly.
20 feet of red curb on the west side of Bartlett Avenue from the proposed
yellow crosswalk southerly.
20 feet of red curb on the east side of Bartlett Avenue from the proposed
yellow crosswalk southerly.

Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommends the City
Council approve the installation of 20 feet of red curb from the driveway of 2660
River Avenue northerly.
It was moved by Commissioner Knapp, seconded by Commissioner Quintanilla,
and carried unanimously to approve the Traffic Engineer's recommendation.

STAFF REPORTS
Commissioner Knapp asked how close staff is to installing the red turn lanes on
Walnut Grove Avenue.
City Engineer, Ken Rukavina stated that the northbound has been re-striped, and is
assessing options for lengthening the left turn lane for the southbound side.
6. COMMISSIONER REPORTS
Commissioner Masuda stated that the lights are out on the eastbound freeway off-
ramp at Walnut Grove.
Commissioner Hunter asked if the left turn lane (northbound/southbound) at
Walnut Grove and Hellman was going to help the lights.
Deputy Traffic Engineer Itagaki stated that there has not been any changes to the
timing of the lights.
City Engineer Rukavina stated that he met with Cal-Trans in November, and they
are reluctant to change the timing. If they add more green time to Walnut Grove, it
would take time away from the freeway off-ramp, causing a back-up on the
freeway.
Commissioner Hunter stated that the "green" street signs along Walnut Grove
Avenue from Klingerman to Marshall are cracked and faded, and need replacing.
Commissioner Matsdorf stated that the trains have been stopping for over 45
minutes and impacting the traffic in Rosemead.
7. ADJOURNMENT
There being no further business to come before the Traffic Commission, the
meeting was adjourned. The next regularly scheduled meeting is set for March 1,
2007.

ANALYSIS
Grand Avenue is a 40-foot wide roadway. There is a single yellow skip stripe in the
centerline of the roadway. On the approaches to the intersection of Grand Avenue at
Bartlett Avenue, there is double yellow striping in the centerline of Grand Avenue. The
north side of Grand Avenue is commercial/industrial developments. The south side is
residential. Grand Avenue has a posted speed limit of 35 mph.
The driveway of 8657 Grand Avenue is directly across from Bartlett Avenue. The
driveway is 35 feet wide and provides the primary access for the Water Co. There is 38
feet of red curb east of the driveway and 10 feet of red curb west of the driveway.
Exhibit A depicts the general conditions in the vicinity of 8657 Grand Avenue.
Discussion
Field observation of 8657 Grand Avenue was made during the mid-morning hours.
During this time, 3 vehicles were parked between the driveways of 8657 (Water Co.)
and 8633 (Pacific Bell) Grand Avenue and one vehicle was parked east of the Water

Co. driveway. In addition, the Water Co. had placed flexible delineators west of their
driveway to discourage any vehicles from parking too close to their driveway.
Staff spoke with Mr. Romero and he indicated that in recent months it appears that
employees with Pacific Bell were parking on Grand Avenue. They would park very
close and sometimes into the existing red curb west of the Water Co. driveway.
Employees of the Water Co. were concerned with visibility and maneuverability when
exiting the Water Co. facility.
The field observations of the location support the demand of on-street parking
especially during business hours. The installation of the requested red curb will not
significantly impact the on-street parking demand in the vicinity. The displaced vehicle
can be accommodated east of the Water Co. driveway.
Therefore, the following installation is recommended:
• 20 feet of red curb on the west side of the driveway of 8657 Grand Avenue from
the existing red curb westerly.
Exhibit A depicts this recommendation.

ANALYSIS
Bartlett Avenue is a 36-foot wide residential roadway. There are no stripes on the
roadway separating opposing lanes of traffic. Bartlett Avenue forms a T intersection
with Olney Street. There are no stop controls on Bartlett Avenue at Olney Street.
Parking is generally allowed on both sides of Bartlett Avenue except on street sweeping
days. The prima facie speed limit on Bartlett Avenue is 25 mph.
Olney Street is also a 36-foot wide residential roadway with no stripes on the roadway.

Janson School is on the corner of Bartlett Avenue and Marshall Street. The school's
primary pick-up/drop-off zone is-on-site and located on the south end of the school.
This on-site zone is a one-way access drive-through with the inbound driveway on the
west side of Bartlett Avenue approximately 120 feet north of Olney Street. The
outbound driveway is located on the north side of Olney Street at its far west end.
Exhibit A will be available at the Traffic Commission meeting and will identify the
existing conditions at Bartlett Avenue and Olney Street.
Discussion
The reported accident history at the intersection of Bartlett Avenue and Olney Street
was reviewed for the period from January 1, 2004 through February 28, 2007. There
were no accidents reported during this time frame. The reported accident history was
also reviewed for Bartlett Avenue between Marshall Street and Olney Street. There
were no accidents reported during this time frame.
Twenty-four hour traffic volumes were obtained for the intersection of Bartlett Avenue
and Olney Street in March 2007. These counts revealed the following:

A pedestrian count was also taken at the driveway of Janson School on Bartlett Avenue.
Currently, the School provides a crossing guard at this location. During a one hour and
15 minute period from 1:15 PM to 2:30 PM, 31 pedestrians crossed Bartlett Avenue at
the driveway. Of these 31 pedestrians, 8 were adults crossing with students and 10
students crossed with the crossing guard but with no other adult.
The 24-hour traffic volumes and collision history were applied to the guidelines
presented in the Manual of Uniform Traffic Control Devices (MUTCD) for the installation
of multi-way stop controlled intersections. Exhibit B depicts how the intersection of
Bartlett Avenue and Olney Street compares to the MUTCD guidelines.
For Section C.2, the guideline analyzes the volumes of the minor street (Bartlett
Avenue) approaches. For this T intersection, only the southbound traffic volumes on
Bartlett Avenue should be considered. However, understanding the traffic flow pattern
of the intersection, staff included the traffic volumes for both northbound and
southbound traffic on Bartlett Avenue. In addition, the total pedestrian volume (31
pedestrians) crossing Bartlett Avenue at the School driveway was added to the
analysis. For a conservative estimate, the 31 pedestrians were added to each of the 8
hours analyzed even though the number of pedestrians crossing throughout the day
would be much less than during school start/release hours.
As shown in Exhibit B, even with the conservative addition of traffic volumes and
pedestrian volumes, the MUTCD guidelines are not satisfied for the intersection of
Bartlett Avenue and Olney Street.
However, in acknowledgment to the fact that the School is using a crossing guard, it is
recommended that a yellow crosswalk be installed on the south leg of Bartlett Avenue at
Loftus Street and that the crossing guard be directed to cross pedestrians at this
location: This will remove some of the confusion that exists at the School driveway with
vehicles entering the site and pedestrians trying to cross and it will relocate the
pedestrians further from the intersection of Bartlett Avenue and Olney Street.
Therefore, the following installation is recommended:
• A yellow crosswalk on the south leg of Bartlett Avenue at Loftus Street.
Handicap accessible ramps as necessary for the proposed yellow crosswalk.
