A letter was received from Ms. Cindy Wu, President of Huarun Investment (USA)
Inc. located at 2660 River Avenue. Ms. Wu indicates that parking directly adjacent
to the driveway has created a difficult loading /unloading situation for trucks
accessing the property. Ms. Wu is requesting the installation of red curb adjacent
to her driveway.
Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve the installation of 20 feet of red curb from
the driveway of 2660 River Avenue northerly.

A. REQUEST FOR ADDITIONAL NO PARKING FOR OVER 80
INCHES WIDE SIGN ON WALNUT GROVE AVENUE AT
GRAND AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommend the City
Council approve:
• The installation of an additional "No Parking Vehicles Over 80 Inches..."
sign.
• The replacement of the existing "No Parking Vehicles Over 80 Inches..."
for southbound Walnut Grove Avenue just south of the City limits due to
extensive graffiti obscuring the sign.
• Selective enforcement of trucks parking in the subject area.

Ms. Vasquez thanked the Commission and Mr. Wagner for their assistance. She
was in favor of the sign, but wanted to revise the sign to read: "No Commercial
Vehicle At Any Time ", and placed in front of her house for better visibility when
exiting and entering her driveway. She does not feel that the 2 hour parking is a
solution.
It was moved by Commissioner Knapp, seconded by Commissioner Masuda,
and carried unanimously to approve the Traffic Engineer's recommendation,
with the addition of painting red curb on both sides of Mrs. Vasquez's driveway
(in the middle) to Grand and not install a sign at this time.
B. REQUEST FOR POSTING OF NO PARKING OVER 80 INCHES
WIDE SIGN ON MISSION DRIVE AT IVAR AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommend the City
Council approve:
The installation of a "No Parking Vehicles Over 80 Inches..." sign for
westbound Mission Drive just west of Ivar Avenue
Selective enforcement of truck parking in the subject area

Mr. Wang's concerns were that with the installation of the "No Parking Vehicles
Over 80 Inches..." sign on Mission, that those trucks would start parking on Ivar
Avenue.
Deputy Traffic Engineer Itagaki clarified the recommendation by saying that the
sign states, no parking vehicles over 80 inches "anywhere ".
It was moved by Commissioner Knapp, seconded by Commissioner Masuda,
and carried unanimously to approve the Traffic Engineer's recommendation.
C.
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommend the City
Council approve:
• 20 feet of red curb on the east side of Willard avenue from Garvey Avenue
northerly,.
45 feet of green curb on the east side of Willard Avenue from the
proposed red curb northerly to the driveway of 8501 Garvey Avenue
(D & M Bros.)

The owner was concerned with the number of feet for the red curb.
It was moved by Commissioner Masuda, seconded by Commissioner
Hunter, and carried unanimously to approve the Traffic Engineer's
recommendation, with the modification of 10 feet of red curb instead of 20
feet and 55 feet of green curb instead of 45 feet; to allow for her trucks to
load and unload.
D. REQUEST FOR EXTENDED LEFT TURN LANES FOR
NORTHBOUND AND SOUTHBOUND WALNUT GROVE
AVENUE AT HELLMAN AVENUE
It was staff's recommendation that the Traffic Commission recommend the City
Council approve:
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
• The extension of the southbound left turn lane to 120 feet
• The extension of the northbound left turn lane to 200 feet
• The installation of 185 feet of "No Parking Anytime" on the west side of
Walnut Grove Avenue. This will remove approximately 6 parking spaces.
• The installation of 185 feet of "No Parking Anytime" on the east side of
Walnut Grove Avenue. This will remove approximately 7 parking spaces.
Commissioner Knapp asked if the residents were notified. Deputy Traffic
Engineer Itagaki stated that they had, with no negative responses.
Commissioner Masuda was inquiring as to why the left turn lane south of
Hellman is longer than the one on the north side.
Deputy Traffic Engineer Itagaki stated that the length of left turn lanes are
determined by the Traffic Counts.
After some discussion amongst the Commission, it was moved by Commissioner
Knapp, seconded by Commissioner Hunter, and carried unanimously to approve
the Traffic Engineer's recommendation.
6. STAFF REPORTS
Assistant City Manager Wagner reminded the Commission to pick up their
Traffic Commission Books before they leave.
7. COMMISSIONER REPORTS
The Sheriff's Representative stated that there was a fatality accident on Graves
Avenue, just before Stevens.
Commissioner Hunter expressed some concerns on Garvey Avenue. It appears
that it backs up from Rosemead Boulevard to Walnut Grove. She's concerned
with the reconstruction of the bridge, and how that will affect the traffic.
Commissioner Knapp asked about the crosswalk on Delta and Rush.
Commissioner Knapp stated that she did a field observation at Janson School on
Rockhold and Hellman. She observed the two crossing guards and how they
crossed the children, and they are doing it correctly.

There being no further business to come before the Traffic Commission, the
meeting was adjourned in memory of "Cory Lidle ", and cousin of Traffic
Commissioner Brandan Matsdorf. The next regularly scheduled meeting is set
for November 2, 2006.

Chairperson Quintanilla turned the meeting over to Planning Director Johnson for
nominations and election of the new Chairperson.
Planning Director Johnson called for nominations. Commissioner Knapp nominated
Commissioner Matsdorf, as Chairperson of the Traffic Commission. There being no
further nominations, Planning Director Johnson declared nominations closed, and
named Commissioner Matsdorf the new Chairperson of the Traffic Commission for the
year 2006/2007.
Commissioner Matsdorf assumed the chair and opened nominations for Vice -
Chairperson.
Commissioner Hunter nominated Commissioner Knapp. There being no further
nominations. Chairperson Matsdorf declared nominations closed, and named
Commissioner Knapp the Vice - Chairperson for the Traffic Commission for the year
2006/2007.

A. REQUEST FOR PARKING RESTRICTIONS REGARDING TRASH
PICK -UP 9335 GLENDON WAY
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommends the City
Council approve the installation of 10 feet of red curb from the driveway of 9331
Glendon Way easterly.
Planning Director Johnson read a follow -up letter from Mr. & Mrs. Paredes, and
asked that it be entered into the record.
It was moved by Commissioner Knapp, seconded by Commissioner Masuda,
and carried unanimously to approve the Traffic Engineer's recommendation.
B. REQUEST FOR PARKING RESTRICTIONS ON STINGLE
AVENUE SOUTH OF GARVEY AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommends the City
Council approve the installation of 20 feet of red curb from the driveway of 2743
Stingle Avenue northerly.
Planning Director Johnson read a letter from Mr. Leonard Hernandez and asked
that it be entered into the record.

The resident stated that he supports the installation of a signal. He feels it will
reduce traffic and accidents. He also feels that the there is an employee and
customer parking problem. He indicated that the neighbors on the block have a
large tree in their driveway that needs to be trimmed, and that residents on that
street tend to put their trash cans on the side instead of in front of their property.
It was moved by Commissioner Masuda, seconded by Commissioner Knapp,
and carried unanimously to approve the Traffic Engineer's recommendation.
C. REQUEST PARKING RESTRICTIONS ON LOMA AVENUE
NORTH OF VALLEY BOULEVARD
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommends the City
Council approve the installation of "2 Hour Parking 9:00 a.m. to 6:00 p.m., except
Sundays and Holidays" on the east side of Loma Avenue from Valley Boulevard
north to the north property line of 4012 Loma Avenue.

Mr. Jimenez stated that he is in favor of the Traffic Engineer's recommendation.
He has noticed that cars park on Loma for an extended period of time, and only
move when the street sweeper comes by.

Mrs. Jimenez stated that she is also in favor of the recommendation, but feels that
the problem is with the person on the corner who is a mechanic. He tends to
move his cars every couple hours in order to avoid getting a ticket. Mrs. Jimenez
feels that the space is too small for all the cars that he to work on.

Mr. Murray stated that he has a problem with the recommendation. He feels that
people are parking on the other side of the street, leaving their cars there for
several days.

She stated that she has the same problem as the beauty shop, as it relates to the
mechanic parking their cars on the street and moving them every couple hours.

Mr. Smith feels that the businesses should try parking on Valley Boulevard, and
if new businesses are built, there should be adequate parking provided for them.
Commissioner Hunter was not sure that the Commission should vote on this
item tonight.
Deputy Traffic Engineer Itagaki stated that because of the mixed use on Loma
Avenue, and if the Commission is thinking of adding any additional parking
restrictions on the other side, this would affect the residents, and they should be
notified.
Commissioner Knapp would like the Sheriff's Department and/or Parking
Control Officers to be instructed to enforce the 2 hour parking limit at this
location.
Commissioner Knapp wanted to know if the City could restrict how many
vehicles a mechanic shop could have on his property.
Planning Director Johnson stated that the Council has recognized that
neighborhoods are being impacted by all the auto mechanic shops in the City,
and thereby requiring that any new auto repair shop needs a Conditional Use
Permit. This gives the Planning Commission the authority to hold public
hearings and notify the residents and determine a site plan that is appropriate.
Planning Director Johnson went on to say that our new City Manager is talking
about rebuilding the Community Development Department and creating a new
Code Enforcement Division to help out with these problems.
Commissioner Knapp stated that on Arroyo- Grande, residents there are issued a
permit to park in front of their own house, and was wondering if this would be
feasible in our City for those residents that have this problem.
Deputy Traffic Engineer Itagaki stated that she does know of agencies that use
the parking permit process. However, it is a staff intensive process and they are
used for different purposes, such as, college cities.
Planning Director Johnson stated that the City could do targeted pro -active Code
Enforcement on this case.
It was moved by Commissioner Knapp, seconded by Commissioner Quintanilla,
to approve the Traffic Engineer's recommendation, with the addition of using the
Code Enforcement to target this location, and re -visit this item again in 90 days
per Commissioner Quintanilla.

SUMMARY
Staff received a letter (Exhibit A) from Ms. Cindy Wu, President of Huarun Investment
(USA) Inc. located at 2660 River Avenue. Ms. Wu indicates that parking directly
adjacent to the driveway has created a difficult loading /unloading situation for trucks
accessing the property. Ms. Wu is requesting the installation of red curb adjacent to her
driveway.
Staff Recommendation
It is staffs recommendation that the Traffic Commission recommends the City Council
approve the installation of 20 feet of red curb from the driveway of 2660 River Avenue
northerly.
ANALYSIS
River Avenue is a 40 -foot wide roadway with no striping separating opposing lanes of
traffic. South of Garvey Avenue, River Avenue is a dead -end street. The subject
address, 2660 River Avenue, is approximately 600 feet south of Garvey Avenue. River
Avenue is "Stop" controlled at its intersection with Garvey Avenue. The prima facie
speed limit on River Avenue is 25 mph.
Exhibit "B" depicts existing conditions of River Avenue in the vicinity of 2660 River
Avenue.
Discussion
Field observations were made of River Avenue south of Garvey Avenue during the
afternoon hours. On- street parking is in high demand on this commercial roadway. At
the subject address, 2660 River Avenue, on- street parking was 100% occupied on both
sides of the street.
The loading dock of 2660 River Avenue has direct access to the street. It is one of the
few, possibly the only one, on this street that requires trucks to back into the loading
dock from the street. Most loading docks are located such that trucks access from a
parking lot or loading dock area where the trucks can maneuver on -site.

vicinity of 2660 River Avenue. The exact reasons for the existing red curb installation is
unknown. However, it would appear that concerns for vehicles parking "too close" to
the driveways could have been the justification.
Based on our field observations, there is a definite demand for on- street parking in the
vicinity of 2660 River Avenue. Vehicles parked immediately adjacent to the driveway of
2660 River Avenue creates a difficult travel pattern for trucks backing into the loading
dock. The installation of 20 feet of red curb will improve the accessibility of the loading
dock at the subject location.
