A. REQUEST FOR PARKING RESTRICTIONS REGARDING TRASH PICK-UP
9335 GLENDON WAY
A letter was received from, Ms. Rowena Paredes, 9331 Glendon Way, regarding
placing trash cans out at 9335 Glendon Way. Ms. Paredes lives in a "rear" house
behind 9335 Glendon Way. Currently, she places her trash in front of her
driveway when vehicles are parked at the curb. This blocks access to her home
and 2 other homes using this driveway. Ms. Paredes is requesting assistance in
this matter.
Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve the installation of 10 feet of red curb from
the driveway of 9331 Glendon Way easterly.
B. REQUEST FOR PARKING RESTRICTIONS ON STINGLE AVENUE SOUTH OF
GARVEY AVENUE
Staff received a concern from the resident of 2743 Stingle Avenue regarding
visibility of traffic on Stingle Avenue as they exit their driveway. The resident
indicated. that trucks from the adjacent business to the north often block the
visibility. The resident also indicated that the trucks sometimes block access to
the driveway. This driveway provides access to 2 additional 'Year' homes.
Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve the installation of 20 feet of red curb from
the driveway of 2743 Stingle Avenue northerly.

Staff received a concern from the business at 4012 Loma Avenue regarding
vehicles parking for long periods of time. The business owner indicates the
majority of vehicles parked are from the auto repair business to the south (9227
Valley Boulevard).
Recommendation: It is staff's recommendation that the Traffic Commission
recommends the City Council approve the installation of "2 Hour Parking 9:00 a.m.
to 6:00 p.m., except Sundays and Holidays" on the east side of Loma Avenue from
Valley Boulevard north to the north property line of 4012 Loma Avenue.

SUBJECT: REORGANIZATION PROCEDURES
The following procedure is suggested for reorganization of the Commission
1. The incumbent chairperson turns the meeting over to the City staff
representative for nomination and election of the new chairman.
2. The City staff representative calls for nominations. No seconds are required for
nominations.
3. When no further nominations are heard, the City staff representative declares
the nominations closed.
4. If there is only one nominee, a motion of his/her election may be entertained.
5. If there is more than one nomination, then the Secretary will call a roll call vote.
Commissioners should respond with the name of the nominee they vote for.
6. . The candidate polling a majority is the new chairperson.
7. The newly-elected chairman assumes the chair, and opens nominations for vice-
chairperson.

ANALYSIS
Glendon Way is a 40-foot wide east/west roadway with fronting residential uses.
Parking is generally allowed on both sides of the roadway (street sweeping on
Wednesdays). There is no striping on the street. Several properties on this street
provide long driveways to access "rear" homes. The prima facie speed limit on Glendon
Way is 25 mph.
Exhibit "A" depicts existing conditions in the vicinity of 9335 Glendon Way.
Discussion
Field observations were made of Glendon Way on Tuesday, trash day. The driveway to
9331 Glendon Way was partially blocked by trashcans. However, vehicles could pass
by the trashcans with little obstruction. Other trashcans in the area did not appear to
obstruct any driveways for the properties with "rear' homes. There were no vehicles
parked on the street in the vicinity of 9335 Glendon Way.
Based on our field observations, there does not appear to be a consistent problem with
placing the trashcans away from the driveway access of 9331 Glendon Way. There is

approximately 40 feet of curb between the driveways of 9331 and 9335 Glendon Way.
This provides approximately 2 parking spaces. If vehicles are parked, it is likely that
more trashcans could be placed in the driveway area blocking access. The installation
of 10 feet of red curb will reduce the possibility of trashcans blocking the driveway
access and still provide parking for approximately 2 vehicles.

Dear Sir/Madam,
I would like to request your assistance in resolving our problem
in regards to our neighbor at 9335 Glendon Way Rosemead, CA.
Every Tuesday is our trash pick up day and whenever we put out
our trash at this front house we are already blocking our private
driveway, which is a fire hazard. One of our neighbor tallied to
the owner of the pick up truck and made a comment that it is a
"public road" I even went to the city hall to assist me in regards to
this matter and they pointed a gray curb next to it, It did help for
the post few weeks but then this morning, they re not giving us
enough space for all our trash again, there's 3 houses behind this
house and our next door neighbor is also a private driveway. I've
spoken with officer Milan Mrakich in regards to this matter several
times.
I do hope you can find a resolution in regards to this matter.

SUMMARY
Staff received a concern from the resident of 2743 Stingle Avenue regarding visibility of
traffic on Stingle Avenue as they exit their driveway. The resident indicated that trucks
from the adjacent business to the north often block the visibility. The resident also
indicated that the trucks sometimes block access to the driveway. This driveway
provides access to 2 additional "rear" homes.
Staff Recommendation
It is staff's recommendation that the Traffic Commission recommends the City Council
approve the installation of 20 feet of red curb from the driveway of 2743 Stingle Avenue
northerly.
ANALYSIS
Stingle Avenue is a 40-foot wide roadway with no striping separating opposing lanes of
traffic. South of Garvey Avenue, Stingle Avenue is a dead-end street. The subject
address, 2743 Stingle Avenue is approximately 150 feet south of Garvey Avenue.
Stingle Avenue is "Stop" controlled at its intersection with Garvey Avenue. The prima,
facie speed limit on Stingle Avenue is 25 mph.
Exhibit "A" depicts existing conditions on the west curb line of Stingle Avenue south of
Garvey Avenue.
Discussion
Field observations were made of Stingle Avenue south of Garvey Avenue during the
afternoon hours. On-street parking is in high demand on this commercial roadway. The
subject address, 2743.Stingle Avenue, is one of the few residential properties on this
street.
North of 2743 Stingle Avenue is a commercial auto repair shop. This business has on-
site parking available but often parks vehicles and/or tow trucks on the street. These

vehicles park along Stingle Avenue for various lengths of time (several minutes to
days). Often these vehicles park adjacent to the driveway of 2743 Stingle Avenue.
Parking enforcement does ticket for over 72 hour parking and blocking of driveway
access.
Based on our field observations, there is a definite demand for on-street parking.
Parking of large vehicles, especially tow trucks, directly north of 2743 Stingle Avenue
does block visibility of exiting vehicles. The installation of 20 feet of red curb will
improve the visibility of exiting vehicles. There will be approximately 27 feet of on-street
parking remaining (about 1 vehicle length).

separated by single yellow skip striping. Loma Avenue is "Stop" controlled at its
intersection with Valley Boulevard. Parking is generally permitted on both sides of the
roadway. The prima facie speed limit on Loma Avenue is 25 mph.
Exhibit "A" depicts existing conditions on the east curb line of Loma Avenue north of
Valley Boulevard.
Discussion
Field observations were made of Loma Avenue north of Valley Boulevard during the
afternoon hours. On-street parking is in high demand on this mixed residential and
commercial roadway.
The business owner of 4012 Loma Avenue indicates that vehicles associated with the
adjacent auto repair business often occupy parking in front of their property. This
business has on-site parking available but often parks vehicles on the street. A 2 hour
parking restriction will allow the businesses to continue to use on-street parking but will
require a parking "turnover".
