SIGN ON WALNUT GROVE AVENUE AT GRAND AVENUE
Staff received a letter (attached) from Ms. Rosa Vasquez, 4911 Walnut Grove
Avenue, regarding trucks parking on Walnut Grove Avenue immediately north of
Grand Avenue. Ms. Vasquez indicates the existing "No Parking Vehicles Over 80
Inches Wide Upon Any Street for Over 2 Hours Except Loading and Unloading"
sign is not being respected. Ms. Vasquez's driveway is on Walnut Grove Avenue
and when large trucks are parked she has difficulty exiting her driveway.
Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve:
• The installation of an additional "No Parking Vehicles Over 80 Inches..." sign
as shown in Exhibit "A".
• The replacement of the existing "No Parking Vehicles Over 80 Inches..." for
southbound Walnut Grove Avenue just south of the City limits due to extensive
graffiti obscuring the sign.
• Selective enforcement of trucks parking in the subject area.

B. REQUEST FOR POSTING OF NO PARKING OVER 80 INCHES WIDE SIGN ON
MISSION DRIVE AT IVAR AVENUE
Staff received an email (copy attached) from Ms. Nancy Waki, 4403 Ivar Avenue,
regarding trucks parking adjacent to her home on the northwest corner of Mission
Drive and Ivar Avenue. Ms. Waki indicates that she has spoken with Lt. Wallace
and has received truck enforcement from the Sheriff's Department. Ms. Waki
would like the installation of the "No Parking Vehicles Over 80 Inches Wide Upon
Any Street For Over 2 Hours Except Loading and Unloading" sign along Mission
Drive adjacent to her home to discourage trucks parking here especially during the
"overnight" hours.
Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve:
The installation of a "No Parking Vehicles Over 80 Inches..." sign for
westbound Mission Drive just west of Ivar Avenue as shown in Exhibit "A".
Selective enforcement of trucks parking in the subject area.
C. REQUEST FOR LOADING ZONE ON WILLARD AVENUE FOR 8501 GARVEY
AVENUE (D & M BROS.)
Staff received a request from D & M Bros., 8501 Garvey Avenue, for the
installation of a loading zone on Willard Avenue (adjacent to their property). The
owners indicated that on-street parking along Garvey Avenue and Willard Avenue
is often occupied. This requires trucks loading and unloading for their business to
park in the middle of Willard Avenue, blocking traffic flow.
Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve the installation of:
20 feet of red curb on the east side of Willard Avenue from Garvey Avenue
northerly.
45 feet of green curb on the east side of Willard Avenue from the proposed
red curb northerly to the driveway of 8501 Garvey Avenue (D & M Bros.)
D. REQUEST FOR EXTENDED LEFT TURN LANES FOR NORTHBOUND AND
SOUTHBOUND WALNUT GROVE AVENUE AT HELLMAN AVENUE
The recent traffic signal modification at the intersection of Walnut Grove and
Hellman Avenue has caused a need for additional storage length for left turn
traffic. This need is in both the northbound and southbound directions. With the
new traffic signal at Hellman Avenue and the 1-10 Freeway ramps and the signal
operation, this left turn storage demand is not likely to diminish.

Recommendation: It is staffs recommendation that the Traffic Commission
recommends the City Council approve:
• The extension of the southbound left turn lane to 120 feet.
• The extension of the northbound left turn lane to 200 feet.
• The installation of 185 feet of "No Parking Any Time" on the west side of
Walnut Grove Avenue. This will remove approximately 6 parking spaces.
• The installation of 185 feet of "No Parking Any Time" the east side of
Walnut Grove Avenue. This will remove approximately 7 parking spaces.

Ms. Gunther was complaining about kids riding their bicycles on the sidewalks.
Ms. Gunther also stated that the traffic on Marshall is getting worse, and that the
stop sign at Bartlett means nothing.

A. REQUEST FOR "CROSSWALK ON HELLMAN AVENUE AT
ROCKHOLD AVENUE"
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommends the City
Council approve the installation of 2 marked white crosswalks as follows:
• On the east leg of Hellman Avenue at Rockhold Avenue (north leg)
• On the north leg of Rockhold Avenue at Hellman Avenue
It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf,
and carried unanimously to approve the Traffic Engineer's recommendation.
Commissioner Knapp asked that staff contact Janson School and ask how many
children live in that area that are going to that school.
Commissioner Knapp would like to see the motorcycle officers patrol this area
for the first week of school and have the crosswalks installed before school starts.
It was moved by. Commissioner Knapp, seconded by Commissioner Matsdorf,
and, carried unanimously to approve the Traffic Engineer's recommendation.

6. STAFF REPORTS
Deputy Traffic Engineer Itagaki stated that in regards to the signals on the
Walnut Grove off-ramps, the detectors were not in operation, causing the timing
to be off, and hopes to see some improvement.
Assistant City Manager Wagner welcomed Mr. Masuda to the Traffic
Commission.
Deputy Traffic Engineer Itagaki stated that she would be more than happy to
in-service the two new Commissioners.
The Sheriff's liaison. stated that there will be a DUI Checkpoint on August 25th, in
Temple City and one in El Monte and Rosemead in September.

Commissioner Knapp asked how the Open House of the Public Safety Center
went.
Assistant City Manager Wagner stated that it was "National Night Out" for the
Neighborhood Watch, with approximately 100 people in attendance. The formal
dedication will be held on August 17th.
Commissioner Knapp stated that the residents that live in the vicinity of the alley
between Jackson and Isabel and Emerson, going east and west are concerned
with trash, inappropriate behavior in cars, and barking dogs. They feel the alley
is too dark and in need of street lights.
Commissioner Knapp announced that "People for People" will be having their
Annual Golf Tournament on September 14, 2006, and invited everyone to attend.
Commissioner Matsdorf stated that she has received several calls thanking her
and staff for cutting down the overgrown planter on the median on Rosemead
Boulevard.

There being no further business to come before the Commission, the meeting was

The following procedure is suggested for reorganization of the Commission
1. The incumbent chairperson turns the meeting over to the City staff
representative for nomination and election of the new chairman.
2. The City staff representative calls for nominations. No seconds are required for
nominations.
When no further nominations are heard, the City staff representative declares
the nominations closed.
4. If there is only one nominee, a motion of his/her election may be entertained.
5. If there is more than one nomination, then the Secretary will call a roll call vote.
Commissioners should respond with the name of the nominee they vote for.
6. The candidate polling a majority is the new chairperson.
7. The newly-elected chairman assumes the chair, and opens nominations for vice-

Walnut Grove Avenue is a 62-foot wide roadway north of Grand Avenue. There are two
lanes of traffic in each direction separated by a double yellow centerline. Parking is
generally allowed on both sides of Walnut Grove Avenue. Walnut Grove Avenue is stop
controlled at its intersection with Grand Avenue (4-way stop). The posted speed limit is
40 mph.
Grand Avenue is a 40-foot wide roadway at Walnut Grove Avenue. There is one lane of
traffic in each direction separated by a single yellow skip stripe. Parking is generally
allowed on both sides of Grand Avenue. Grand Avenue is stop controlled at its

intersection with Walnut Grove Avenue (4-way stop). The posted speed limit on Grand
Avenue is 35 mph.
Exhibit A will be available at the Traffic Commission meeting and will identify the
existing conditions of the subject intersection.
Discussion
Field observations of the intersection did not identify a consistent number of trucks
parking in front of 4911 Walnut Grove Avenue. However, discussions with Lt. Wallace
indicate that there is a problem with trucks parking along Walnut Grove Avenue north of
Grand Avenue. Lt. Wallace indicated that trucks have been cited in this area for parking
beyond the allowed 2 hours and for other various violations.
Lt. Wallace indicated that his officers are aware of the truck parking problem in this
area. He has been contacted by residents regarding the trucks and has followed up
with citations. Recently, trucks were also towed from this area. Lt. Wallace has
indicated that he will gladly work with residents to continue enforcement of truck
regulations in this area. However, to assist in this effort, it is recommended an
additional "No Parking Vehicles Over 80 Inches Wide Upon Any Street for Over 2 Hours
Except Loading and Unloading" sign be installed for southbound Walnut Grove Avenue
just north of Grand Avenue.
Field observation of the wide vehicle parking sign for southbound Walnut Grove Avenue
at the City limit (at railroad tracks) was made. This sign was obstructed by graffiti and
should be replaced. Therefore, it is recommended that this existing "No Parking
Vehicles Over 80 Inches Wide Upon Any Street for Over 2 Hours Except Loading and
Unloading" sign be replaced.
These recommendations are depicted on Exhibit A.

I am a resident of the city of Rosemead and very concerned for the safety of my
family as well as oncoming traffic. I live at 4911 Walnut Grove Ave in the city of
Rosemead. I am writing to you with the hope that someone will finally-hear me out and
help me with this situation I am currently facing. I would like fora sign to be posted on
both sides of the street stating "No Parking for vehicles over 80 inches wide'. There is
currently a sign stating this but the sign is only valid for two hours and it is not being
respected. I have taken some pictures which show the hazard these trucks are putting
myself as well as others in. It has also been very problematic for the sheriff's station as
well because I have had to call them out on several occasions to distribute tickets to these
trucks. I do not feel safe leaving my house because I am afraid of causing an accident
due to the fact that I am unable to see any oncoming traffic on the left hand side.

Ivar Avenue is a 38-foot wide roadway north of Mission Drive. There is no traffic striping
on Ivar Avenue north of Mission Drive. South of Mission Drive, Ivar Avenue has one
lane of traffic in each direction separated by a single yellow skip stripe. Parking is
generally allowed on both sides of Ivar Avenue. Ivar Avenue is stop controlled at its
intersection with Mission Drive (2-way stop). The prima facie speed limit .on Ivar
Avenue is 25 mph.

Discussion
Field observations made during the morning hours of the intersection did not identify
any trucks parking on Mission Drive in front of 4403 Ivar Avenue. However, discussions
with Lt. Wallace indicate that he has been contacted by this resident in the past
regarding trucks parking at this location.
In general, the "No Parking Vehicles Over 80 Inches Wide Upon Any Street for Over 2
Hours Except Loading and Unloading" sign is posted at the entrances to the City on
truck route streets. Due to the location of Mission Drive at Ivar Avenue, trucks may be
traveling on Mission Drive, especially in the westbound direction, and may not have
crossed a "No Parking Vehicles Over 80 Inches..." sign. This may be the reason why
trucks are parking in the area of Mission Drive and Ivar Avenue.
Therefore, it is recommended that a "No Parking Vehicles Over 80 Inches Wide Upon
Any Street for Over 2 Hours Except Loading and Unloading" sign for westbound Mission
Drive just west of Ivar Avenue be installed. This recommendation is depicted on Exhibit
A.

Dear Mr. Rukavina,
Lt. Wayne Wallace of the Temple City Sheriff Station recently suggested I
contact you regarding the posting of signage of the 2 hour street parking limit for
oversized trucks on Mission Dr. Over the past year, I have called Lt. Wallace
several times to ask his assistance to enforce this parking limit on Mission Dr.
next to my house on the corner of Ivar Ave.and Mission Dr. (4403 Ivar Ave). The
traffic noise on Mission Dr.
is almost unbearable as you can imagine, and add to that a large unsightly truck
(car carriers and freight trailers) with its diesel engine noise and odor spewing
into my house as it regularly parks overnight next to my house on Mission Dr. -
I'm sure you would not tolerate such conditions at your home. Thankfully, Lt.
Wallace has been successful in removing these violators.
I'm asking for signs to be installed on Mission Dr. next to my house.
Hopefully, this will discourage future overnight parking violators, and I won't need
to bother Lt. Wallace and his deputies regarding parking violations.
Please let me know what can be done. I don't like living next to a truck stop. I
hope Rosemead really can be a place "Where City Pride is Justified."

lanes of traffic in each direction generally separated by a two way left turn lane. Parking
is generally allowed on both sides of the street. The posted speed limit is 35 mph on
Garvey Avenue.

Discussion
Field observation of 8501 Garvey Avenue was made during the morning hours. During
this time, Willard Avenue in front of the project site was 90 percent occupied and fully
occupied in front of 8501 Garvey Avenue. On the west side of Willard Avenue, parking
was also fully occupied.
Staff spoke with the business owners of D & M Bros. They indicated they have trucks
that load and unload for their business on Willard Avenue. Parking is "always" full
according to the business owners.
Therefore, the following installation is recommended:
• 20 feet of red curb on the east side of Willard Avenue from Garvey Avenue
northerly.
45 feet of green curb on the east side of Willard Avenue from the proposed red
curb northerly to the driveway of 8501 Garvey Avenue (D & M Bros.).
Exhibit A depicts these recommendations.

SUBJECT: REQUEST FOR EXTENDED LEFT TURN LANES FOR NORTHBOUND
AND SOUTHBOUND WALNUT GROVE AVENUE AT HELLMAN
AVENUE
SUMMARY
The recent traffic signal modification at the intersection of Walnut Grove Avenue and
Hellman Avenue has caused a need for additional storage length for left turn traffic.
This need is in both the northbound and southbound directions. With the new traffic
signal at Hellman Avenue and the 1-10 Freeway ramps and the signal operation, this left
turn storage demand is not likely to diminish.
Staff Recommendation
It is staffs recommendation that the Traffic Commission recommends the City Council
approve:
• The extension of the southbound left turn lane to 120 feet.
• The extension of the northbound left turn lane to 200 feet.
• The installation of 185 feet of "No Parking Any Time" on the west side of Walnut
Grove Avenue. This will remove approximately 6 parking spaces.
• The installation of 185 feet of "No Parking Any Time" on the east side of Walnut
Grove Avenue. This will remove approximately 7 parking spaces.
ANALYSIS
Walnut Grove Avenue is a 64-foot wide roadway with two lanes of traffic in each
direction separated by a double yellow centerline. Parking in the immediate vicinity of
Hellman Avenue is restricted on the west side of Walnut Grove Avenue. Beyond this
parking restriction, parking is allowed except during street sweeping days. The posted
speed limit is 40 mph on Walnut Grove Avenue.
Hellman Avenue is a.36-foot wide roadway with one lane of traffic in each direction
separated by a double yellow centerline. At the intersection with Walnut Grove Avenue,
Hellman Avenue provides for a shared left-through lane and right turn only lane for the
eastbound direction. The posted speed limit is 30 mph on Hellman Avenue.

Exhibit A will be available at the Traffic Commission meeting and will identify the
existing conditions of the subject intersection.
Discussion
Field observations during various times of the day revealed that the existing left turn
lanes on Walnut Grove Avenue at Hellman Avenue were not long enough to store all left
turning vehicles. This results in vehicles blocking the number 1 lane of through traffic.
In addition, vehicles wanting to access the left turn lane in the northbound direction
were unable to "sneak" around the vehicles in the number 1 lane because of the double
yellow centerline separating traffic.
The traffic signal operation at this intersection has changed with the installation of the
traffic signal at the 1-10 ramps. These two signals are connected and work together as
one unit. Therefore, even if additional "tweaking" of the signal operation is made, this
left turn storage demand is not likely to diminish.
The extension of the northbound left turn lane will require the removal of parking on
both sides of Walnut Grove Avenue from Hellman Avenue to approximately 380 feet to
the south. On the west side of Walnut Grove Avenue, there will be a removal of
approximately 6 parking spaces. On the east side of Walnut Grove Avenue, there will
be a removal of approximately 7 parking spaces. The number of removed parking
spaces is based on a parking length of approximately 20 feet and the number of
driveways on either side of the street.
The following installations are recommended:
• The extension of the southbound left turn lane to 120 feet.
• The extension of the northbound left turn lane to 200 feet.
• The installation of 185 feet of "No Parking Any Time" on the west side of Walnut
Grove Avenue. This will remove approximately 6 parking spaces.
• The installation of 185 feet of "No Parking Any Time" on the east side of Walnut
Grove Avenue. This will remove approximately 7 parking spaces.
