Request for "Keep Clear" pavement markings and limit lines on San Gabriel Boulevard at Rose Glen Avenue A request was received from a resident living near the San Gabriel Boulevard/Rose Glen Avenue intersection. The request was for "KEEP CLEAR" markings on San Gabriel Boulevard. The resident indicated that, especially during the afternoon peak and the release of Don Bosco Technical High School, the eastbound (southbound) lanes of traffic block access into and out of Rose Glen Avenue. Recommendation: It is staffs recommendation that the Traffic Commission recommends the City Council approve the installation of "KEEP CLEAR" pavement markings, limit lines and "Do Not Block Intersection" signs for eastbound (southbound) San Gabriel Boulevard at Rose Glen Avenue. 6. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Helen Gunther 3654 Dubonnet Rosemead, California 91770 Ms. Gunther wanted to know how many traffic accidents have been logged on Marshall Street, in the last year. She presented the Commission with some pictures. Assistant City Manager Wagner stated that there are a lot of tickets given out in this area, and they will continue with the selective enforcement. III. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST TO RESTRICT THE PARKING OF COMMERCIAL VEHICLES OVER 5 TONS ON THE WEST SIDE OF SAN GABRIEL BOULEVARD FROM TOWNE CENTER DRIVE TO THE SOUTH ROSEMEAD CITY LIMITS Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: To be consistent with the commercial vehicle parking restriction on the east side of San Gabriel Boulevard, it was recommended that the parking restrictions posted on the west side of San Gabriel Boulevard between Towne Center Drive and the south City limit be changed to "No Parking Anytime for Commercial Vehicles over 5 Tons". Speaking before the Commission was: Rudy Aguilar 667 San Gabriel Boulevard (Next door to the Holiday Inn) Rosemead, California 91770 Mr. Aguilar stated that there have been problems with cars being abandoned for months at a time at this location. Speaking before the Commission was: Rosalinda Padilla 528 N. San Gabriel Boulevard Rosemead, California 91770 Ms. Padilla stated that she agrees with the Traffic Engineer's recommendation. It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf, and carried unanimously to approve the Traffic Engineer's recommendation. V. STAFF REPORTS - NONE VI. APROVAL OF MINUTES - (Deferred to July, 2006) The minutes for May 4, 2006, were deferred to July, 2006, therefore, no action was taken. II. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Marlene Shinen 8447 Drayer Lane South San Gabriel, California Ms. Shinen commented on the current and future traffic that will be in effect because of the construction of the Wal-Mart. She was mostly concerned with the tractor trailers traveling on Walnut Grove. Speaking before the Commission was: Yuki Fukumoto 1807 Delta Avenue Rosemead, California 91770 Ms. Fukumoto stated that there is a problem with the left turn at Rosemead Boulevard and Garvey and also at the intersection of San Gabriel and Walnut Grove. Assistant City Manager Wagner stated that regarding San Gabriel and Walnut Grove location, there will be a lot of trucks traveling through those streets during construction, but, should slow down when the construction is complete. Deputy Traffic Engineer Itagaki stated that she will order a timing study be done at the San Gabriel/ Walnut Grove intersection. III. OLD BUSINESS - NONE IV. NEW BUSINESS REQUEST FOR STOP SIGN/SIGNAL AT EARLE AVENUE/NORWOOD PLACE & EARLE AVENUE/MARSHALL STREET Deputy Traffic Engineer Itagaki presented the staff report. Recommendation: Based on the data (traffic volumes and reported accident history), the intersection of Earle Avenue/Norwood Place does not satisfy any of the guidelines presented. Therefore, the installation of stop signs at the intersection of Earle Avenue/ Norwood Place was not recommended at this time. It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf, and carried unanimously to approve the Traffic Engineer's recommendation. V. STAFF REPORTS - None VI. COMMISSIONER REPORTS Chairman Quintanilla asked staff to look at the sensors at Ivar and Valley Boulevard on the north/ southbound traffic VII. WAGNER, ASSISTANT CITY MANAGER DATE: JULY 6, 2006 SUBJECT: REQUEST FOR "KEEP CLEAR" PAVEMENT MARKINGS AND LIMIT LINES ON SAN GABRIEL BOULEVARD AT ROSE GLEN AVENUE SUMMARY A request was received from a resident living near the San Gabriel Boulevard/Rose Glen Avenue intersection. ANALYSIS San Gabriel Boulevard is an 84-foot wide roadway with two lanes of traffic in each direction. Opposing lanes of traffic are separated by a raised center median. The posted speed limit is 45 mph on San Gabriel Boulevard. Red curb restricts parking in the immediate vicinity of the intersection with Rose Glen Avenue. Rose Glen Avenue is a 40-foot wide roadway with no traffic striping. Rose Glen Avenue is stop controlled at its intersection with San Gabriel Boulevard. The prima facie speed limit is 25 mph. Village Lane, a private road, is directly across from Rose Glen Avenue at San Gabriel Boulevard. Village Lane is 30 feet wide and is stop controlled at its intersection with San Gabriel Boulevard. Exhibit "A" depicts existing conditions at the intersection of San Gabriel Boulevard and Rose Glen Avenue. Traffic Commission Meeting July 6, 2006 Pape 2 of 2 Discussion Field observations were made of the intersection during the afternoon peak period. There were times when vehicles would block access into or out of Rose Glen Avenue from San Gabriel Boulevard. This blockage occurs from the back up of vehicles from the San Gabriel Boulevard/Walnut Grove Avenue signalized intersection. Therefore, installation of "KEEP CLEAR" pavement markings, limit lines and "Do Not Block Intersection" signs for eastbound (southbound) San Gabriel Boulevard at Rose Glen Avenue as illustrated on Exhibit "A" would facilitate access into and out of Rose Glen Avenue. Staff continues to work with Caltrans to coordinate traffic signals in this vicinity. We are continuing to contact Caltrans to make them aware of the coordination problems that result in back up on our streets.
