At the previous Traffic Commission meeting, Commissioner Knapp expressed concern
regarding the school pedestrians crossing Hellman Avenue in the vicinity of Rockhold
Avenue. Commissioner Knapp indicated that with the new signal at Hellman Avenue and
the 1-10 Freeway ramps, pedestrians must cross Hellman Avenue before they get to the
ramps. She was especially concerned with school age pedestrians attending Janson
School.
Recommendation: It is staffs recommendation that the Traffic Commission recommends
the City Council approve the installation of 2 marked white crosswalks as follows:
■ On the east leg of Hellman Avenue at Rockhold Avenue (north leg)
■ On the north leg of Rockhold Avenue at Hellman Avenue

A regular meeting of the Rosemead Traffic Commission was called to order by
Chairman Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

approve the minutes for May 4, 2006 and June 1, 2006.

A. REQUEST FOR "KEEP CLEAR" PAVEMENT MARKINGS AND
LIMIT LINES ON SAN GABRIEL BOULEVARD AT ROSE GLEN
AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
It was recommended that the Traffic Commission recommends the City
Council approve the installation of "Keep Clear" pavement markings, limit
lines and "Do Not Block Intersection" signs for eastbound (southbound) San
Gabriel at Rose Glen Avenue.
Commissioner Hunter stated that she visited the location and did not see the
back-up while she was present, however, it must be the same situation at
Walnut Grove and Village Lane, where it does back-up, and perhaps this
location could use a "Keep Clear" sign.
Commissioner Knapp stated that she was looking at the left turn into Rose
Glen where it backs up out of Village Lane.
Commissioner Hunter stated that at the service station, there is a keep clear
sign that is posted on the pole, but cant be seen by the drivers.
Deputy Traffic Engineer Itagaki stated she will look at relocating the sign for
better visibility.
It was moved by Commissioner, Knapp, seconded by Commissioner
Matsdorf, and carried unanimously to approve the Traffic Commissioner's
recommendation.
6. STAFF REPORTS
Assistant City Manager Wagner stated that Mr. Howard Masuda was not
able to attend tonight's meeting, due to prior vacation plans, and will be
attending the August meeting to be sworn-in. He also welcomed Joan
Hunter as a new Traffic Commissioner.
7. COMMISSIONER REPORTS
Commissioner Matsdorf congratulated and welcomed Joan Hunter to the
Commission.
Commissioner Matsdorf stated that there is an overgrown planter on the
median on Rosemead Boulevard, just past Lower Azusa that needs to be
trimmed.
Assistant City Manager Wagner stated that the Commission will re-organize
in the month of September, in light of the new Commissioners coming on
board.
Commissioner Knapp stated that there seems to be a problem with the
drainage in the planter on Garvey Avenue between Delta and Charlotte.
Commissioner Knapp asked staff to look at the signal at Ivar Avenue and
Valley Boulevard. It appears that the signal takes a long time to turn green,
and is not synchronized with Muscatel Avenue.
Commissioner Knapp was inquiring about the new signal coming off the 10
freeway onto Hellman and Walnut Grove. She does not feel the electronic
sensors are working properly, and need to be cut back by at least 30 seconds.
Assistant City Manager Wagner stated that Cal-Trans is looking into this
location, because there does seem to be a problem with the signal.
Commissioner Knapp also expressed concern regarding the school pedestrian
crossing Hellman Avenue in the vicinity of Rockhold Avenue. Commissioner
Knapp indicated that with the new signal at Hellman Avenue and the 1-10
freeway ramps, pedestrians must cross Hellman Avenue before they get to
the ramps. She was especially concerned with school age pedestrians
attending Janson School.
Deputy Traffic Engineer Itagaki stated that she will look into it and put it on
the next Traffic Commission Agenda.
Commissioner Hunter stated that there seems to be a problem with traffic
backing up on Marshall Street to Garvey Avenue around 6:00 p.m.
Chairman Quintanilla welcomed Joan Hunter to her newly appointed
position.
8. ADTOURNMENT
There being no further business to come before the Commission, the meeting
was adjourned in honor of all the service members past and present at 7:37
p.m., with 21 people in the audience.

SUMMARY

Staff Recommendation
It is staffs recommendation that the Traffic Commission recommends the City Council

Staff further recommends that the Traffic Commission recommend the City Council
approve the installation of pedestrian crosswalk signs on Hellman Avenue of Rockhold
Avenue.
ANALYSIS
Hellman Avenue is a 36-foot wide roadway with one lane of traffic in each direction
separated by a double yellow centerline. In the vicinity of Walnut Grove Avenue,
parking is not allowed and the posted speed limit is 30 mph.
Rockhold Avenue is a 26-foot wide roadway north of Hellman Avenue and a 36-foot
wide roadway south of Hellman Avenue. Both the north and south legs of Rockhold
Avenue are stop controlled at their T-intersection with Hellman Avenue. There are no
traffic striping markings on Rockhold Avenue. The prima facie speed limit is 25 mph on
Rockhold Avenue.

Exhibit A will be available at the Traffic Commission meeting and will identify the
existing conditions of the subject intersection.
Discussion
The recent installation of the traffic signal at Hellman Avenue and the 1-10 Freeway
ramps resulted in the prohibition of pedestrians crossing the ramps. This prohibition
was done for signal operation purposes. Without this crossing, pedestrians do not have
an easily identified route to avoid the freeway ramps. This is of particular concern since
students attending Janson School walk in this area.
Therefore, the installation of 2 white crosswalks are recommended as follows:
• On the east leg Hellman Avenue at Rockhold Avenue (north leg),
On the north leg of Rockhold Avenue at Hellman Avenue.
It is further recommended that pedestrian crosswalk signs be installed. on Hellman
Avenue at Rockhold Avenue.
