ADJOURNMENT ROSEMEAD TRAFFIC COMMISSION 8838 East Valley Boulevard Rosemead, California 91770 Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: May 30, 2006 RE: Request for Stop Sign or Traffic Signal at the Intersections of Earle Avenue/Norwood Place and Marshall Street/Earle Avenue REQUEST This request came through a meeting at the City Council. The resident requested the installation of Stop signs or traffic signals at Earle Avenue/Norwood Place and Earle Avenue/Marshall Street. Due to the nature of these intersections, Earle Avenue/Norwood Place was considered for Stop sign installation and Earle Avenue/Marshall Street was considered for traffic signal installation. CONDITIONS Marshall Street is generally a 38-foot wide east/west collector street throughout the City. There is one lane of traffic in each direction separated by single yellow skip striping. Parking is generally allowed on both sides of the street. The posted speed limit is 35 mph. Earle Avenue at its intersection with Marshall Street is offset. The north leg of Earle Avenue is approximately 35 feet west of the south leg. The north leg of Earle Avenue is 36 feet wide. The south leg is 30 feet wide. Both legs of Earle Avenue are Stop controlled at its intersection with Marshall Street. There are no traffic stripes on Earle Avenue. Parking is allowed on both sides of the street. The prima facie speed limit is 25 mph. Norwood Place is 30 feet wide west of Earle Avenue and 27 feet wide east of Earle Avenue. There are no traffic controls at this intersection. Norwood Place dead-ends approximately 165 feet east of Earle Avenue. There are no traffic stripes on Norwood Place. Parking is allowed on both sides of the street. The prima facie speed limit is 25 mph. Exhibit A will be available at the Traffic Commission meeting and will depict the existing conditions at these two intersections. June 1, 2006 Traffic Commission Meeting Request for Stop Sign or Traffic Signal at the Intersections of Earle Avenue/Norwood Place and Marshall Street/Earle Avenue Page 2 of 3 DATA The reported collision history at the intersections of Marshall Street/Earle Avenue and Earle Avenue/Norwood Place was reviewed for the period from January 1, 2003 through December 31, 2005. Marshall @ Earle None Stated 09/07/03,11:59 PM Eastbound vehicle collided With eastbound vehicle. 5. Marshall @ Earle None Stated 07/25/03,9:43 PM Westbound vehicle collided With eastbound vehicle. 6. Norwood 37 feet west of Earle Improper Turn 03/03/03, 11:59 PM Westbound vehicle hit a fixed Object. PCF = Primary Collision Factor Twenty-four hour traffic volume counts were taken at both intersections. This data was not yet available to include in this report. The data will be presented at the Traffic Commission meeting. DISCUSSION Field observations were made of both intersections - Marshall Street/Earle Avenue and Earle Avenue/Norwood Place. There did not appear to be any June 1, 2006 Traffic Commission Meeting Request for Stop Sign or Traffic Signal at the Intersections of Earle Avenue/Norwood Place and Marshall Street/Earle Avenue Page 3 of 3 visibility constraints at the intersections. Parking along Marshall Street, Earle Avenue and Norwood Place was very light. The installation of Stop signs and traffic signals is based on the Manual on Uniform Traffic Control Devices (MUTCD). The MUTCD is the source the City uses when determining if the installation of traffic control devices (Stop signs and traffic signals) satisfy the guidelines provided in the MUTCD. These guidelines, or warrants, are based on the most recent reported accident history, traffic volumes entering the intersection, delay and the number of pedestrians crossing the major street. Since the traffic counts were not available at the time this report was being prepared, a complete analysis will be provided at the Traffic Commission meeting.
