A regular meeting of the Rosemead Traffic Commission was called to order by
Chairman Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

1. PRESENTATION
Howard Masuda was administered the Oath of Allegiance and sworn in as the City's
new Traffic Commissioner.
2. APPROVAL OF MINUTES
It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and
carried unanimously to approve the minutes for July 6, 2006.

3. PUBLIC COMMENT FROM THE AUDIENCE
Speaking before the Commission was:
Helen Gunther

Rosemead, California. 91770
Ms. Gunther was complaining about kids riding their bicycles on the sidewalks.
Ms. Gunther also stated that the traffic on Marshall is getting worse, and that the
stop sign at Bartlett means nothing.

5. NEW BUSINESS
A. REQUEST FOR "CROSSWALK ON HELLMAN AVENUE AT
ROCKHOLD AVENUE"
Deputy Traffic Engineer Itagaki presented the staff report.
-RECOMMENDATION:
It was staff's recommendation that the Traffic Commission recommends the City
Council approve the installation of 2 marked white crosswalks as follows:
■ On the east leg of Hellman Avenue at Rockhold Avenue (north leg)
• On the north leg of Rockhold Avenue at Hellman Avenue
It was moved by Commissioner. Knapp, seconded by Commissioner Matsdorf,
and carried unanimously to approve the Traffic Engineer's recommendation.
Commissioner Knapp asked that staff contact Janson School and ask how many
children live in that area that are going to that school.
Commissioner Knapp would like to see the motorcycle officers patrol this area
for the first week of school and have the crosswalks installed before school starts.
It was moved by. Commissioner Knapp, seconded by Commissioner Matsdorf,
and carried unanimously to approve the Traffic Engineer's recommendation.

6. STAFF REPORTS
Deputy Traffic Engineer Itagaki stated that in regards to the signals on the
Walnut Grove off-ramps, the detectors were not in operation, causing the timing
to be off, and hopes to see some improvement.
Assistant City Manager Wagner welcomed Mr. Masuda to the Traffic
Commission.
Deputy Traffic Engineer Itagaki stated that she would be more than happy to
in-service the two new Commissioners.
The Sheriff's liaison stated that there will be a DUI Checkpoint on August 25th , in
Temple City and one in El Monte and Rosemead in September.
7. COMMISSIONER REPORTS
Commissioner Knapp asked how the Open House of the Public Safety Center
went.
Assistant City Manager Wagner stated that it was "National Night Out" for the
Neighborhood Watch, with approximately 100 people in attendance. The formal
dedication will be held on August 171h.
Commissioner Knapp stated that the residents that live in the vicinity of the alley
between Jackson and Isabel and Emerson, going east and west are concerned
with trash, inappropriate behavior in cars, and barking dogs. They feel the alley
is too dark and in need of street lights.
Commissioner Knapp announced that "People for People" will be having their
Annual Golf Tournament on September 14, 2006, and invited everyone to attend.
Commissioner Matsdorf stated that she has received several calls thanking her
and staff for cutting down the overgrown planter on the median on Rosemead
Boulevard.
8. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned. The next regularly scheduled meeting is set for September 7, 2006.
