JANUARY 12, 2006
A regular meeting of the Rosemead Traffic Commission was called to order by
Chairman Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

1. APPROVAL OF MINUTES - November 3, 2005 & December 1, 2005
It was moved by Commissioner Matsdorf, seconded by Commissioner
Knapp, and carried unanimously to approve the minutes for November 3,
2005 and December 1, 2005.

Mr. Wong stated that on Del Mar and Hellman Avenue at the Del Sol Flowers, cars are
parking too close to the corner and causing visibility problems.
Deputy Traffic Engineer Itagaki stated that she will look into it.

A. REQUEST TO INSTALL TIME LIMIT PARKING AT 2525 SAN
GABRIEL BOULEVARD - CASA DE LIQUOR
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
Based on field observations and the availability of a parking lot, there is no
change recommended for on-street parking restrictions at 2525 San Gabriel
Boulevard.

Mr. Santos stated that this problem occurs mostly on Friday during street
sweeping hours. In addition, the auto shop sometimes leaves a car parked
there for a long period of time.
Deputy Traffic Engineer Itagaki inquired about how their parking lot was
working for him.
Mr. Santos stated that their parking lot is not working for them at all.
Deputy Traffic Engineer Itagaki referenced to Exhibit "A", which shows 40
feet of green curb with 8 feet on either end.
It was moved by Commissioner Knapp, seconded by Commissioner
Matsdorf, and carried unanimously to deny the Traffic Engineer's
recommendation and to install 40 feet of green curb with 8 feet on either side,
with time limit (green curb) 20 minutes/ 24 hours a day.
Commissioner Knapp informed Mr. Santos that this item will go before the
City Council and he is encouraged to attend, as they make the final decision.
B. REQUEST TO INSTALL RED CURB AT DRIVEWAYS OF
MUSCATEL MIDDLE SCHOOL ON LAWRENCE AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
Based on the recommendation of the Fire Marshall, the installation of red
curb at the driveways on Lawrence Avenue to Muscatel Middle School is
recommended.
It was moved by Commissioner Knapp, seconded by Chairman Quintanilla
to approve the Traffic Engineer's recommendation.
Commissioner Matsdorf abstained her vote because of her employment with
the school district.
V. STAFF REPORTS
The Sheriff's representative stated that the Sheriff's Department has received
a Grant for two (2) DUI Cars. They will be used in South El Monte and in
Rosemead in March.
VI. COMMISSIONER REPORTS
Commissioner Matsdorf thanked staff for their hard work.
Commissioner Knapp asked about the parking lot on Marshall at the Church.
She was inquiring if we could contact them and ask them to post a "No Left
Turn" or "Right Turn Only" sign, coming out of the driveway onto Marshall.
Deputy Traffic Engineer Itagaki made the Commission aware that the Church
is in the planning process to do some changes and will bring it before the
Commission once the traffic study is complete.
Chairman Quintanilla asked how often the sensors on the traffic signals are
checked, because the signal at Valley and Ivar seems to stay on too long.
Deputy Traffic Engineer Itagaki stated that preventative maintenance is done
monthly, and she will have the signal at Valley and Ivar checked.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting
was adjourned at 7:40 p.m., with 25 people in the audience.

SUBJECT: Request for Passenger Loading(Unloading Zone at 3301 San
Gabriel Boulevard
REQUEST
Staff received a letter request from Ms. Yin Yin Ta business owner of 3301 San
Gabriel Boulevard. Ms. Ta is requesting the installation of a passenger
loadinglunloading zone for her after school tutoring business. The school
provides a vanpool pick-up service and requires the curb frontage as the
loadingfunloading zone.
CONDITIONS
San Gabriel Boulevard is a 64-foot wide arterial roadway In the vicinity of 3301
San Gabriel Boulevard. There are 2 lanes of traffic in each direction separated
by a two-way left-turn lane. Parking Is generally allowed on both sides of the
street. The posted speed limit on San Gabriel Boulevard is 35 mph.
The street frontage of 3301 San Gabriel Boulevard is approximately 78 feet in
length. There is a single 28-foot driveway that services the parking lot to the rear
of the business. There is also an 184bot section of red curb in this frontage area.
This red curb appears to be associated with a fire hydrant.
Exhibit A depicts the conditions along the street frontage of 3301 San Gabriel
Boulevard.
Field observations of the street frontage of 3301 San Gabriel Boulevard were
made during the afternoon hours. On street parking was approximately 75%
occupied. The parking area in front of 3301 San Gabriel Boulevard was not
occupied during the field observations.
Mrs. Ta will be opening the after school tutoring program within the next year.
She is expecting approximately 70 students in the program. Most students will
arrive by using the vanpool provided by the school. Mrs. To has requested the
loading /unloading zone to allow for easier access by the students.
There is an existing parking lot to the rear of the business. According to
proposed site plans. 14 parking spaces are to be provided, Including 1

handicapped space. This parking lot should provide all the needed parking for
the business. It is likely that during the peak drop-off/pick-up times parking will
be at a premium and some overflow is likely to occur on the street.
The installation of a loading/unloading zone at 3301 San Gabriel Boulevard does
not guarantee this zone for the specific use of the after school business. Any
vehicle conducting loading/unloading In the area can use this zone.
RECOMMENDATION
Based on the field review of the location, the available on-street parking in the
area and the parking lot for 3301 San Gabriel Boulevard, a white
loading/unloading zone is recommended with a sign identifying a "Loading Zone.
Monday - Saturday, 12 PM to 7 PM". The removal of some existing red curb and
the installation of additional red curb is also recommended. These
recommendations are depicted In Exhibit A.

A petition was recently received at a City Council meeting. The petition
requested the installation of an additional crosswalk at the intersection of War
Avenue and Newby Street. The petition specifically indicated that the additional
crosswalk was needed across Newby Street. The City Council also received
comment that an additional crossing guard is needed at this location.
Ivar Avenue Is a 38-foot wide north/south roadway with one lane of traffic in each
direction. Opposing lanes of traffic are separated by a single yellow skip stripe.
Parking is generally allowed on both sides of the street. There is a marked
yellow crosswalk on the north leg of Ivor Avenue at Newby Street. A crossing
guard assists students at this location. This crosswalk is appropriately signed
with advance signs and pavement markings. The prima facie speed limit on Ivar
Avenue is 25 mph.
Newby Street is a 30-foot wide east/west roadway with no striping. Parking Ii
allowed on both sides of the street. Newby Street is stopped controlled at its "T"
Intersection with Ivar Avenue. A work order was processed for the Installation of
a yellow crosswalk on Newby Street at Ivar Avenue. At the time of the initial field
observations, this yellow crosswalk was not yet installed. The prima facie speed
limit on Newby Street is 25 mph.

DATA
The reported collision history at the intersection of War Avenue and Newby Street
was reviewed for the period from January 1, 2003 to December 31, 2005. There
were no reported collisions during this period.

Turning movement and pedestrian counts were taken at Ivar Avenue/Newby
Street. These counts were taken on Tuesday, February 14, 2006. These counts
revealed the following

DISCUSSION
Field observation of the intersection was done during the afternoon release
period. During this period, students were crossing with the assistance of the
crossing guard. The primary responsibility of the crossing guard was crossing
pedestrians across Ivar Avenue (the "through" street), Most vehicles appeared to
be aware of the crossing guard and did not "run through" the crosswalk when
children were present.
The specific request made from the petition was for an additional marked
crosswalk on Newby Street at Ivar Avenue. It was clear from the field
observation that there was a need for this crosswalk. Therefore, a work order
was prepared for the crosswalk to be installed.
In addition to the additional crosswalk, concern was expressed for the need for
an additional crossing guard at the intersection. The petitioners indicated that
sometimes the motorists and pedestrians would not follow the crossing guard's
instructions. This especially occurred when the crossing guard was assisting
another leg of the intersection.
The Manual on Uniform Traffic Control Devices (MUTCD) provides the guidelines
for the placement of crossing guards. These guidelines state:
Adult crossing guards may be used under the following conditions:
1. At uncontrolled crossings where there is no alternate controlled crossing
within 600 ft); and
a. In urban areas where the vehicular traffic volume exceeds 350
during each of any two hours (not necessarily consecutive) in which
40 or more school pedestrians cross daily while going to or from
school; or
b. In rural areas where the vehicular traffic volume exceed 300 during
each of any two hours (not necessarily consecutive) in which 30 or
more school pedestrians cross daily while going to or from school.

Whenever`the critical (850 percentile) approach speed exceeds 40 mph, the
guidelines for rural areas should be applied.
2. At stop sign-controlled crossing:
Where the vehicular traffic volumes on undivided highways of four or more
lanes exceeds 500 per hour during any period when the school pedestrians
are going to or from school.
3. At traffic signal-controlled crossings:
a. Where the number of vehicular turning movements through the
school crosswalk exceeds 300 per hour while school pedestrians
are going to or from school; or
b. Where justified through analysis of the operation of the intersection.
The existing crossing guard was primarily put in place due to the number of
pedestrians crossing Ivar Avenue. This request focuses on the pedestrians
crossing Newby Street at Ivar Avenue. This leg of the intersection, the east leg,
is stop controlled for westbound traffic. Therefore, point 2 would apply to this
request.
The peak pedestrian hours looked at periods immediately before and after
school. During these periods, as shown in the collected data, the number of
pedestrians crossing the east leg was 251 In the AM and 34 in the PM. Also
during this time, lag vehicles in the AM and 87 vehicles in the PM passed
through the crosswalk. Comparing this to point 2, the vehicular volume does not
satisfy the 500 vehicles per hour required.
Based on the analysis, an additional crossing guard is riot recommended.
However, education of the crossing guard and pedestrians mby be necessary to
improve the overall operation at this intersection. Primarily, the crossing guard
needs to communicate with the pedestrians the need to wait until directed to
cross. School pedestrians should not be crossing either Ivar Avenue or Newby
Street without the assistance of the crossing guard.
RECOMMENDATION
The placement of an additional crossing guard at the intersection of Ivar Avenue
and Newby Street is not recommended at this time. However, staff will contact
the crossing guard to assist them in communicating with the school pedestrians.

Encinits Avenue Is 36-feet wide north of PlIkin Street and 44-feet wide south of
Pitkin Street. This north/south roadway has one lane of traffic in each direction
separated by a single yellow skip stripe. Parking is generally allowed on both
sides of the street. There is a marked yellow crosswalk on the south leg of
Encinita Avenue at Newby Street. A crossing guard assists students at this
location. This crosswalk is appropriately signed with advance signs and
pavement markings. The posted speed limit on Encinita Avenue is 30 mph.
Pitkin Street is a 404oot wide east/west roadway with single yellow skip striping
just In the immediate vicinity of Encintta Avenue. Parking Is allowed on both
sides of the street. Pitkin Street is stopped controlled at its Or intersection with
Ivar Avenue. There is a marked yellow crosswalk on the east leg of Pitkin Street
at Encinita Avenue. The prima facie speed limit on Pitkin Street is 25 mph.

Avenue. This request focuses on the pedestrians crossing Pitkin Street at
Encinita Avenue. This keg of the intersection, the east leg, is stop controlled for
westbound traffic. Therefore, point 2 would apply to this request.
The peak pedestrian hours looked at periods immediately before and after
school. During these periods, as shown in the collected data, the number of
pedestrians crossing the east leg was 195 in the AM and 53 in the PM. Also
during this time, 144 vehicles in the AM and 111 vehicles in the PM passed
through the crosswalk. Comparing this to point 2, the vehicular volume does not
satisfy the 500 vehicles per hour required.
Based on the analysis, an additional crossing guard is not recommended.
However, education of the crossing guard and pedestrians may be necessary to
improve the overall operation at this intersection. Primarily, the crossing guard
needs to communicate with the pedestrians the need to wait until directed to
cross. School pedestrians should not be crossing either Encinita Avenue or
Pitkin Street without the assistance of the crossing guard.
RECOMMENDATION

RE: Request for "No Trucks Over 3 Tons" on Defa Avenue South
of Rush Street to South City Limit

A request was received through the County of Los Angeles Department of Public
Works from residents in the vicinity of Delta Avenue south of Rush Street. The
residents. some in the County unincorporated areas and in the City of
Rosemead, have requested both the County and City to post truck travel
restrictions on Delta Avenue. The request is for "No Trucks Over 3 Tons" on
Delta Avenue between San Gabriel Avenue to Rush Street. This covers both
unincorporated areas and City areas of Rosemead.
Delta Avenue is a 40 foot wide north/south roadway with one lane of traffic in
each direction. Opposing lanes of traffic are separated by a single yellow skip
stripe. There are street sweeping parking restrictions on Delta Avenue. The east
side of Delta Avenue is commercial/Indusirial development and generally multi-
family residential on the west side In the City. The prima facie speed limit is 25
mph on Delta Avenue in the City of Rosemead.
Pictures of Delta Avenue will be available at the Traffic Commission meeting.

Field observation of the intersection was done during the morning hours. During
this time, there were no trucks observed traveling on Delta Avenue. Also, there
were no trucks parked on the street.
The County has indicated that residents are concerned with an increase in truck
traffic with the development of Wal-Mart. There are no access driveways to the

Request for Red Curb at 8749 Valley Boulevard -
Jim's Burgers
REQUEST
A request was by City staff regarding the visibility of vehicles on Valley Boulevard
when exiting Jim's Burgers at 8749 Valley Boulevard. The request indicated that
vehicles parking in front of the adjacent apartment complexes block the visibility
for exiting vehicles.
CONDITIONS
Valley Boulevard is a 76-foot wide easUwest roadway with 2 lanes of traffic in
each direction. A two=way left turn lane separates opposing lanes of traffic. A 2.
hour parking restriction exists along the north curb line of Valley Boulevard (in
front of Jim's Burgers). The posted speed limit on Valley Boulevard Is 35 mph.
The parking lot configuration of Jim's Burgers is a one-way circulation pattern.
The entrance driveway is on the east side of the property with the exit driveway
on the west side. Parking Is provided in front of the restaurant and along the
perimeter of the property lines.
Pictures of the subject location will be available at the Traffic Commission
meeting.

The reported collision history in the vicinity of 8749 Valley Boulevard will be
available at the Traffic Commission meeting.
DISCUSSION
Field observation of the driveways of Jim's Burgers was conducted near
lunchtime hours. During this time, vehicles were observed entering and exiting
the business. Some vehicles did enter the site in the wrong direction (west
driveway). There were some vehicles delayed while exiting which could be a
result of vehicles parked along the north curb fine.

There is a time limit (2 hour) parking restriction on Valley Boulevard to allow
businesses the ability to use on-street parking if necessary. During our
observation, there did not appear to be a need for on-street parking for the
restaurant. There was available on-site parking during the observation hours and
at least on vehicle parked on the street directly In front of the restaurant.
However, this may not have been the peak lunchtime period of the restaurant
The driveway exit of Jim's Burgers is not very different from any other driveway
along Valley Boulevard. Unless the reported accident history reveals an
unusually high number of collisions, it would appear that most vehicles can
negotiate entering and exiting the site without the need for additional traffic
control measures.
Final recommendation by staff will be made at the Traffic Commission meeting
after complete review of the reported accidents is made.
